CIRCULAR

JOINT CIRCULAR NO. 1126 DATED OCTOBER 17, 1957 ON SETTLING BENEFITS FOR SOUTHERN GUARDIAN SOLDIERS WHO HAVE BEEN TRANSFERRED TO OTHER SECTORS UPON DEMOBILIZATION

Unit: Equivalent USDMinistries, central mass organizations,

Administrative committees of inter-regional zones, regions, provinces, and cities,

Financial Departments and Bureaus

With peace restored, according to the government's policy, a number of armed Southern Guardian soldiers (from the Fifth Regional Zone Guardian Force, Protection Teams, or Southern National Guard) have been relocated to the North. The reception committee for the South has immediately assigned a large number of these individuals to necessary departments and agencies, hence these individuals have not yet received demobilization benefits.

To thoroughly implement the demobilization policy and unify the settlement of benefits for Southern Guardian cadres and soldiers, the Ministry of Finance and the Ministry of Public Security hereby stipulate as follows:

1. All Southern Guardian soldiers from the Fifth Regional Zone and Southern Vietnam who were immediately transferred upon relocation to the North and have been certified by the Ministry of Public Security as having been transferred to other sectors shall uniformly enjoy spiritual and material benefits in accordance with Circular No. 233 of the Joint Ministry of Finance - Defense dated July 2, 1957.

For those individuals who previously received benefit settlements under Circular No. 1375/HCP of the Ministry of Finance on December 24, 1956, if there are discrepancies compared to the settlement methods in this circular, they shall not be entitled to additional claims or refunds.

2. It is required that ministries, agencies, and mass organizations disseminate this circular to Southern Guardian soldiers who have been transferred to other sectors, and simultaneously expedite the following actions:

For those individuals who have not yet received a transfer certification, their units' former superiors must verify and submit their files to the Ministry of Public Security for review.

For those individuals who previously received a transfer certification based on the spirit of the old circular (Circular No. 1375/TC/HCP of the Ministry of Finance) but have not yet had their benefits settled, relevant agencies and organizations must collect these certifications and send them to the Ministry of Public Security to promptly exchange them for new transfer certifications in accordance with the spirit of the new circular (Circular No. 233 of the Joint Ministry of Finance - Defense).

Once individuals have received a transfer certification issued by the Ministry of Public Security, ministries, agencies, and organizations at all levels will settle their benefits based on the payment methods stipulated in Circular No. 233 of the Joint Ministry of Finance - Defense.
