DECISION OF THE PRIME MINISTER
Regarding the establishment of the Drafting Board for the Ordinance to amend andsupplement certain articles of the Plant Protection and Quarantine Ordinance,
On the basis of Resolution No. 33/1999/QH10 of the National Assembly of theSocialist Republic of Vietnam, Sixth Session, Tenth Term (from November 18, 1999to December 21, 1999) on the Legislative Program for 2000;
PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
The Drafting Board for the Draft Ordinance to amend and supplement certainarticles of the Plant Protection and Quarantine Ordinance shall be established withthe following members:
At the request of the Minister of Agriculture and Rural Development,
DECISION:
Article 1.1.The Minister of Agriculture and Rural Development, Chairperson;
2.The Deputy Minister of Agriculture and Rural Development, Standing Member;
3.The Deputy Minister of Justice, Member; 4.The Deputy Minister of Health, Member;
5.The Deputy Minister of Science, Technology, and Environment, Member; Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).6.The Deputy Director General of the General Department of Customs, Member;
Duties of the Drafting Board: Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).6.The Deputy Director General of the General Department of Customs, Member;

Article 2. 3.Organize the solicitation of opinions from relevant ministries, sectors, and agencieson the content of the Draft Ordinance to amend and supplement certain articles ofthe Plant Protection and Quarantine Ordinance;
4.Report to the Prime Minister on difficulties and obstacles encountered during thedrafting of the Draft Ordinance to amend and supplement certain articles of thePlant Protection and Quarantine Ordinance;
5.Plan the schedule and budget for the Draft Ordinance project. Organize theconstruction of the Draft Ordinance according to the schedule;
6.Submit the Draft Ordinance to the Government for consideration and approval tosubmit it to the Standing Committee of the National Assembly.
By February 20, 2000, the agencies represented in the Drafting Board for theDraft Ordinance must notify the Chairperson of the list of representativesparticipating in the Drafting Board for the Draft Ordinance to amend andsupplement certain articles of the Plant Protection and Quarantine Ordinance.
This Decision takes effect from the date of signature. The Ministers, Heads ofMinistry-level agencies, and Heads of government agencies participating in theDrafting Board are responsible for implementing this Decision./.
6. Submit to the Government for consideration and approval of the Ordinance Project to be submitted to the Standing Committee of the National Assembly. By no later than February 20, 2000, the agencies with representatives on the Drafting Board of the Ordinance Project shall notify the Chairperson of the list of representatives participating in the Drafting Board for amending and supplementing certain articles of the Plant Protection and Quarantine Ordinance.
Article 3.This Decision takes effect from the date of signature. The Ministers, Heads of ministerial-level agencies, and Heads of government-affiliated agencies with representatives on the Drafting Board are responsible for implementing this Decision./.
Article 4. This Decision takes effect from the date of signature. The Ministers, Heads of ministerial-level agencies, and Heads of government agencies that participated in the drafting board shall be responsible for implementing this Decision./.
