DECISION OF THE PRIME MINISTER

Approving (amending) the Master Plan for Socio-Economic Development of Da Nang City for the period from 2001 to 2010

PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;

Considering the proposal of the Chairman of the People's Committee of Da Nang City at the Report No. 125/TT-UB dated January 16, 2000;

Considering the proposal of the Minister of Planning and Investment at the letter No. 1627 BKH/VPTĐ dated March 21 2001,  

DECISION:

Article 1. Approving (amending) the Master Plan for Socio-Economic Development of Da Nang City until 2010 with the main contents as follows:

1. Objective: To build Da Nang City into one of the major economic-cultural centers of Central Vietnam and the country, with basic functions as an industrial center, trading center, tourism and service center of Central Vietnam; a port city, a key transportation hub (sea, air, rail, road) for transit and cargo transport throughout the country and internationally; a postal and telecommunications center and financial center; a major cultural-sports, education-training, and scientific-technological center of Central Vietnam; Da Nang also holds a strategic position in national defense and security in South Central Vietnam, the Central Highlands, and the entire country.

2. Orientation for socio-economic development of Da Nang City.

Building Da Nang City into a modern, civilized city with a healthy cultural-social environment, developing steadily and sustainably, playing a central role in Central Vietnam and the Central Highlands, with an economic structure of industry, trade, services, tourism, fisheries, agriculture and forestry, in relation to the whole country, the East-West Corridor region, and ASEAN.

Creating a shift in the economic structure towards industrialization and modernization. Increasing the proportion of industrial development focusing on processing industries, consumer goods for export, construction materials industry, chemical industry, gradually increasing the proportion of services and tourism.

Developing the economy in conjunction with environmental protection to ensure sustainable development of the city, protect public health, and improve the quality of life for residents.

Linking economic growth with social progress and equity. Creating more jobs for workers, raising educational levels. Strengthening public investment in rural areas, mountainous regions, and remote areas to raise the living standards of all strata of the population.

Leveraging the comprehensive strength of all economic sectors; diversifying production and business forms; fully utilizing internal resources, creating a favorable investment environment to attract new capital and technology from outside, enhancing economic exchanges with domestic and international regions.

Developing and improving the quality of human resources to meet development requirements; raising the level of cadres and officials responsible for policy advice, management staff of enterprises, and technical workers; implementing policies for talent development. Emphasizing the application of new scientific and technological achievements. Promoting the cultural traditions, bravery, diligence of Da Nang people, and integrating with large cities in the country and the region.

Sustainable socio-economic development closely linked with the tasks of national defense, maintaining political stability and social order and safety.

3. Some key indicators:

GDP growing at an average rate of 13% per year during the period 2001-2005; 14% per year during the period 2006-2010; 13.5% per year over the entire period 2001-2010.

Average GDP per capita in 2010 reaching US$2,000.

Export turnover increasing at an average rate of 21-23% per year during the period 2001-2010, reaching US$1.72 billion in 2010.

Population growth rate below 1.2% in 2010.

By 2010, reduce the malnutrition rate among children under 10%, and ensure 100% households have access to electricity and 95% have clean water.

Annually create additional job opportunities for about 22,000 to 25,000 laborers.

Economic structure: by 2010 still oriented towards Industry - Services - Agriculture:

Industry + Construction: 46.7%.

Services: 50.1%.

Fisheries, Agriculture, Forestry: 3.2%.

4. Development of economic and social sectors:

1. Industry:

Striving to achieve an average annual growth rate of 16.62% during the period 2001-2005 and 15.5% during the period 2006-2010, averaging 16.1% per year over the entire period 2001-2010.

Quickly forming core industries based on leveraging advantages and strengthening advanced equipment and technologies to produce competitive products on the market: seafood processing industry, software industry, shipbuilding and repair industry, port industry serving marine economy, and export-oriented industries.

Implementing the construction and having appropriate management mechanisms for the Lien Chieu - Hoa Khanh Industrial Zones, Da Nang. Encouraging domestic and foreign investment to develop industry. Developing satellite industrial clusters, processing industries, and service zones in rural areas. Relocating industrial facilities causing pollution out of the urban area according to the city's industrial development plan.

2. Trade:

Building Da Nang City into a key transshipment and trade hub for Central Vietnam; performing the function of bridging production and consumption. Vigorously promoting marketing to expand the city's export markets, linking domestic trade with exports, gradually implementing service exports, driving industrialization and modernization of the economy and society.

Developing warehousing, quickly building and forming trade centers, integrated service zones, and international exhibition centers.

3. Tourism:

Striving to increase the tourism sector's share in GDP to 13.3% in 2006 and 16.5% in 2010.

Building Da Nang into a tourism center, diversifying tourism forms such as leisure, beach holidays, eco-tourism, sightseeing, giving importance to both international and domestic tourism, contributing to expanding international exchanges and investment cooperation.

Planning the development of tourism from Ba Na to Son Tra Peninsula and along the Han River banks. Developing Da Nang tourism in conjunction with the overall Hue-Da Nang-Quang Nam-Central Highlands tourism, while developing Da Nang tourism in relation to the national and Southeast Asian region.

4. Services:

Promote the vigorous development of service activities aimed at serving the economic and social development of the port city such as: seaports, airports, warehousing, transportation, insurance, finance, banking, information marketing...

5. Fisheries, agriculture, and rural development:

Implement comprehensive business methods. Establish fishing fleets equipped with modern technical facilities and ensure logistical support bases for long-term offshore fishing operations.

Develop aquaculture. Form fish villages where households engage in both fishing and tourism services as well as agricultural production.

Construct the Thuận Phước Fish Port and the Thọ Quang - Nại Hiên Đông anchorage, along with the reorganization, renovation, and upgrading of shipbuilding facilities and fisheries service infrastructure.

Develop a clean agricultural sector oriented towards diversification. Simultaneously, rapidly develop food crops, vegetables, beans, fruit trees, flowers, ornamental plants, animal husbandry, etc., with increasing rates of agricultural product commercialization to meet consumption and export requirements.

Vigorously develop livestock breeding and poultry farming, emphasizing quality breeds. Expand crossbred cattle, dairy cows, lean pigs, and industrialized chicken farming to enhance breeding efficiency and meet market demand.

Develop industries, trades, and services in rural areas.

Protect and restore natural forests, develop afforestation on barren hillsides, coastal sand-fixing forests, and scenic forests through integrated forestry and plantation practices including timber, fruit, medicinal herbs, large livestock, etc. Construct and protect the Bà Nà, Nam Hải Vân, and Sơn Trà Nature Reserve forests.

6. Infrastructure Development:

a) Transportation:

Renovate, upgrade, and construct the Tiên Sa Port, Sông Hàn Port, Liên Chiểu Port, Da Nang International Airport, urban road systems, Route 14B from the Tiên Sa Port to the Tuyên Sơn Bridge, the Liên Chiểu - Thuận Phước Road, the Sơn Trà - Non Nước Coastal Road, and improve transportation systems connecting the city to industrial zones, tourist areas, and rural regions, including the Tuyên Sơn Bridge, Cẩm Lệ Bridge, and Nam Ô Bridge.

b) Water supply:

Upgrade and build several water treatment plants: Cầu Đỏ, Cẩm Đại, Liên Chiểu; the Sơn Trà Water Supply Station. Continue investment in the Rural Clean Water Program to achieve 95% household access to clean water by 2010.

c) Electricity supply:

Renovate and upgrade substations and distribution networks to meet industrial, tourism, and residential electricity demands.

Electrify the entire city, aiming for 100% electrification in rural communes and 100% household electricity usage by 2010.

d) Postal and Telecommunications:

Develop the postal and telecommunications industry towards modernization to become the central hub for postal and telecommunications in Central Vietnam. Develop the Internet, establish an international telecommunications technology center, striving to reach 38 telephones per 100 people by 2010.

e) Technical Infrastructure Network for Environmental Protection:

Strive to complete the urban drainage system by 2010. Gradually study the separation of surface water drainage and sewage from domestic water into separate conduits before being treated and discharged into common sewers.

Construct hospital waste incineration facilities, crematoriums, and wastewater treatment stations at Đầm Rong, and build new landfills at the foot of Đại La Pass.

7. Education, Science, Health, Culture, and Social Affairs:

Enhance educational quality to ensure human resources compatible with the city's industrial structure, economic development level, and national defense security. Develop vocational training schools, aiming for about 45% of the workforce to be trained by 2010.

Prioritize technological innovation in key economic sectors, creating favorable conditions and encouraging research and technological development in production facilities. Upgrade the City's Scientific and Technological Information Center, forming a network of scientific and technological services as a foundation for the science and technology market and the knowledge market. Build the Đà Nẵng Software Technology Center.

Establish a rational, modern, and synchronized healthcare system in terms of personnel and infrastructure to meet public health needs. Strive to reduce Vitamin A deficiency, tuberculosis, malnutrition, iodine deficiency disorders, and minimize HIV/AIDS infection rates by 2010. Construct a new multi-specialty hospital with advanced equipment to serve the people of Đà Nẵng and the region.

Develop and enhance the quality of cultural and information activities, fostering healthy cultural lifestyles to preserve and promote ethnic cultural identity. Modernize broadcasting and television systems, and intensify socialized sports activities. Focus investments on developing prominent sports like football, track and field, swimming, martial arts, chess, and Go to produce athletes achieving high national and international rankings.

8. Urban and Rural Development:

Plan the construction of Đà Nẵng City to leverage its role as the central city of the Central Region.

Develop urban space towards the West-West North along the Cu Đê River to Trường Định and the West-South West along National Highway 1A and 14B towards Hòa Thọ and Hòa Phát Communes.

The inner city of Đà Nẵng is divided into five areas: the Central Area (Hải Châu and Thanh Khê Districts); Liên Chiểu District; Sơn Trà District; Ngũ Hành Sơn District; and the New Development Area (including Khuê Trung Ward, Hòa Phát Commune, and Hòa Thọ Commune).

Form urban residential points linked to district centers, concentrated industrial zones, and satellite urban systems to alleviate population and infrastructure pressure on the central city.

Plan the renovation of rural areas in conjunction with the formation and development of commune cluster centers.

Undertake the task of establishing order in architectural management and urban construction, proactively controlling urban development according to planning, plans, and laws.

In the short term, focus on directing detailed land use planning work and strengthening land use management according to current regulations.

Article 2. The People's Committee of Đà Nẵng City is responsible for:

Article 3. 各中央部委有责任配合支持达 Nẵng市在实施该规划过程中,以实现既定目标。经济、技术和社会发展的规划必须在城市范围内通过计划、目标项目和具体投资项目的分阶段实施来具体化。在执行过程中,达 Nẵng市人民委员会主席负责监督和跟踪,以便及时调整。

Article 4. 本决定自签署之日起十五日后生效,取代1997年10月23日由政府总理发布的关于批准达 Nẵng市至2000年经济社会总体发展规划的第903/1997/QĐ-TTg号决定。

达 Nẵng市人民委员会主席、各部部长、相当于部长的机构负责人以及属于政府的机构负责人对执行本决定承担责任。
