Pursuant to the Law on Organization of the Government dated December 25, 2001;
The Prime Minister issues this Decision on principles, criteria, and allocation standards for state budget investment capital development phase 2016-2020.
DECISION:
Article 1. Amending and supplementing certain provisions of Decisions: number 24/2008/QĐ-TTg; number 25/2008/QĐ-TTg; number 26/2008/QĐ-TTg and number 27/2008/QĐ-TTg dated February 5, 2008 of the Prime Minister on some mechanisms and policies to support economic and social development for provinces in the North Central region, coastal Central region, Central Highlands, Mekong Delta, midland and mountainous areas of Northern Vietnam until 2010 as follows:
1. Amending the provision regarding "increasing the allowance for kindergarten and nursery teachers" at the end of point b, Clause 2, Article 2 of Decision No. 24/2008/QĐ-TTg dated February 5, 2008; the end of Clause 3, Article 2 of Decision No. 25/2008/QĐ-TTg dated February 5, 2008; the end of Clause 3, Article 2 of Decision No. 26/2008/QĐ-TTg dated February 5, 2008 and the beginning of point c, Clause 1, Article 2 of Decision No. 27/2008/QĐ-TTg dated February 5, 2008 of the Prime Minister as follows:
"Kindergarten and nursery teachers in communes, villages located in difficult regions as defined in Decision No. 30/2007/QĐ-TTg dated March 5, 2007 of the Prime Minister shall be entitled to an allowance equal to 50% of the national minimum wage."
2. Amending the provision regarding "supporting living and travel expenses for inpatient patients (treated at district-level hospitals and above)" at the end of point b, Clause 2, Article 2 of Decision No. 24/2008/QĐ-TTg dated February 5, 2008 and the end of Clause 3, Article 2 of Decision No. 25/2008/QĐ-TTg dated February 5, 2008 of the Prime Minister as follows:
"Supporting part of the living and travel expenses for patients residing in communes, wards, towns in difficult regions as defined in Decision No. 30/2007/QĐ-TTg dated March 5, 2007 of the Prime Minister when undergoing inpatient treatment at district, provincial and central hospitals."
3. Supplementing the following clause to Clause 3, Article 2 of Decision No. 26/2008/QĐ-TTg dated February 5, 2008 and point b, Clause 1, Article 2 of Decision No. 27/2008/QĐ-TTg dated February 5, 2008 of the Prime Minister:
"Supporting part of the living and travel expenses for patients residing in communes, wards, towns in difficult regions as defined in Decision No. 30/2007/QĐ-TTg dated March 5, 2007 of the Prime Minister when undergoing inpatient treatment at district, provincial and central hospitals."
4. Amending the provision regarding "for students after graduating from boarding high schools for ethnic minorities... working in their localities" at point a, Clause 2, Article 2 of Decision No. 25/2008/QĐ-TTg dated February 5, 2008 of the Prime Minister as follows:
"For students after graduating from boarding high schools for ethnic minorities, they will be given priority for admission to universities, preparatory courses for universities, vocational schools to strengthen the grassroots cadre team. If not studying at vocational schools, they will be trained in specialized skills, technical training for 3, 6 or 9 months according to actual industry and job requirements and will be arranged employment in their localities. Provinces will use local vocational training centers to conduct training, with the State supporting 100% of the training costs."
5. Supplementing the following clause to Clause 3, Article 2 of Decision No. 26/2008/QĐ-TTg dated February 5, 2008 of the Prime Minister:
"For students after graduating from boarding high schools for ethnic minorities, they will be given priority for admission to universities, preparatory courses for universities, vocational schools to strengthen the grassroots cadre team. If not studying at vocational schools, they will be trained in specialized skills, technical training for 3, 6 or 9 months according to actual industry and job requirements and will be arranged employment in their localities. Article 2. The effective implementation of the main policy contents amended and supplemented by this Decision is as follows:
1. For the allowance policy for kindergarten and nursery teachers in communes and villages: implemented from the date these Decisions No. 24/2008/QĐ-TTg, No. 25/2008/QĐ-TTg, No. 26/2008/QĐ-TTg and No. 27/2008/QĐ-TTg dated February 5, 2008 of the Prime Minister come into effect;
2. For the policy of supporting living and travel expenses for patients residing in communes, wards, towns in difficult regions as defined in Decision No. 30/2007/QĐ-TTg dated March 5, 2007 of the Prime Minister when undergoing inpatient treatment at district, provincial and central hospitals: implemented from the date this Decision amending and supplementing certain provisions of Decisions No. 24/2008/QĐ-TTg, No. 25/2008/QĐ-TTg, No. 26/2008/QĐ-TTg and No. 27/2008/QĐ-TTg dated February 5, 2008 of the Prime Minister comes into effect;
3. For the policy of supporting training costs for students who have graduated from boarding high schools for ethnic minorities: implemented from the date these Decisions No. 24/2008/QĐ-TTg, No. 25/2008/QĐ-TTg, No. 26/2008/QĐ-TTg and No. 27/2008/QĐ-TTg dated February 5, 2008 of the Prime Minister come into effect.
Article 3. This Decision takes effect from November 1, 2009.
Article 4. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under the direct jurisdiction of the central government shall be responsible for implementing this Decision./.
