DIRECTIVE

ON THE IMPLEMENTATION OF POLICIES FOR MILITARY PERSONNEL WHO HAVE COMPLETED THEIR DUTY AND RETURNED FROM ACTIVE SERVICE

In accordance with the Law on Military Service, to create conditions for all male youth to serve in the military to build up the armed forces, upon the proposal of the Ministry of National Defense, the Council of Ministers has decided to discharge those military personnel who have completed their duty and returned to their original positions to continue working, producing, and studying.

To ensure the effective implementation of the above policy, the Prime Minister instructs relevant sectors and levels to perform well the following tasks:

1. The Ministry of National Defense directs all levels within the military to properly carry out the following tasks:

- Educate soldiers being discharged so that they can effectively contribute positively to all tasks when returning to their original positions;

- Resolve satisfactorily all rights and benefits for them;

- Notify in advance the relevant sectors and localities about the number of people being discharged and related matters.

- Closely coordinate with relevant sectors and localities to ensure thorough reception and transportation of discharged personnel.

The Ministry of National Defense needs to establish a specialized department to assist in directing and monitoring the resolution of issues concerning discharged military personnel.

2. People's Committees at all local levels, mass organizations, and units with discharged military personnel need to organize thorough receptions, properly handle political and ideological work, and quickly arrange employment and stabilize living conditions, especially for those returning to major cities such as Hanoi, Ho Chi Minh City, and Hai Phong.

3. The Ministry of Transport needs to plan to ensure transportation of military personnel on the North-South railway route during the rotation period, particularly during peak months, and direct the Railway General Department and provincial and municipal transport departments to increase carriages and transportation to meet the requirements of the Ministry of National Defense.

4. Agencies, enterprises, and schools must prioritize the recruitment of military personnel who have completed their duty, especially in the enrollment and training of technical and vocational courses for the 1981-1982 academic year.

Annual rotations, particularly the discharge of military personnel who have completed their duty, are extremely important policies for continuously strengthening national defense and protecting the country; the content of these tasks is very complex, therefore, the Prime Minister requests all sectors and levels to fully recognize their responsibilities to implement this directive effectively.
