Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and Ministerial-Level Agencies;
Pursuant to Decree No. 65/2008/NĐ-CP dated May 20, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Government Inspectorate;

Article 1. The Internal Regulations on Work Procedures of the Government Inspectorate are hereby issued together with this Decision.
Article 2. This Decision shall take effect from the date of signature. All previous regulations contrary to this Decision are abolished.
Article 3. The Director of the Office, Department Heads, Bureau Chiefs, heads of units under the Government Inspectorate, and individuals concerned are responsible for implementing this Decision.
The Director of the Office is responsible for monitoring and reporting monthly to the Chief Inspector the results of the implementation of the Internal Regulations; proposing supplements and amendments when necessary.

INTERNAL REGULATIONS ON WORK PROCEDURES
OF THE GOVERNMENT INSPECTORATE

This technical regulation sets out technical requirements, testing methods, sampling procedures; management requirements; responsibilities of organizations and individuals producing, trading, and importing cigarettes.
Article 1. Scope and Objects Regulated
These Internal Regulations specify working hours, order, security, entry and exit procedures at the Government Inspectorate; they apply to officials, civil servants, and employees under the Government Inspectorate and visitors attending meetings, conferences, seminars, working, and conducting business with the Government Inspectorate.
Article 2. Working Hours (Office Hours)
Clause 1. Working Hours during Office Hours
- Morning session: from 07:30 to 12:00
- Afternoon session: from 13:30 to 17:00.
Meetings, Seminars, Conferences
- Morning session: from 08:00 to 11:30
- Afternoon session: from 14:00 to 17:00
Article 3. Prohibited Acts
Clause 1. Causing disorder and disruption to security and order within the premises of the agency;
Clause 2. Bringing explosives, flammable materials, toxic substances, or dangerous items into the agency;
II. ENTRY AND EXIT FOR WORK IN THE AGENCY
Article 4. Officials, civil servants, and employees under the Government Inspectorate must:
Clause 1. Wear the Civil Servant Card on the chest, outside the coat when entering and exiting the agency and throughout the working period;
Clause 2. Arrive at the agency on time as prescribed; if late or leaving early, permission must be sought and approved by the Head of the Department, Bureau, unit, or direct supervisor;
Clause 3. Leave the agency upon completion of working hours (before 18:00); in case of overtime work, approval from the Head of the Department, Bureau, unit must be obtained and reported to the Office before 16:30, and leave the agency before 22:00;
Clause 4. Report to the Office (in writing, through the Administrative Management Section) before taking leave for holidays or public holidays; upon arrival to work, register the working hours in the Standing Duty Log and notify the security guard;
Article 5. Visitors coming to work, attend meetings, or conduct business must:
Clause 1. Present to the Standing Duty Officer or security guard one of the following documents: letter of introduction, meeting invitation, Civil Servant Card, or identity card;
Clause 2. Register clearly the content, time, and the inviting department or individual with the Standing Duty Officer or security guard for recording in the Standing Duty Log and be guided to the required location;
Clause 3. Wear the "Visitor" Badge when entering the agency (issued by the Standing Duty Officer) and while inside the agency;
Clause 4. Attend the designated meeting or work location; do not move around the agency premises without authorization;
Clause 5. Return the "Visitor" Badge to the Standing Duty Officer or security guard before leaving the agency.
Article 6. Receiving Guests
Officials, civil servants, and employees shall receive guests at the Reception Room of the agency; guests attending meetings or working with the Inspectorate General of Vietnam’s leadership, department, bureau, or unit leaders will be given specific guidance.
Article 7. Citizens Coming to Lodge Complaints, File Reports, or Make Suggestions
The Inspectorate General of Vietnam shall only accept letters and complaints from citizens at its Citizen Reception Office. In special cases where it is necessary to receive complainants, accusers, or suggesters at the agency, such decisions shall be made by the Inspectorate General of Vietnam's leadership.
III. USE OF ELECTRICITY, WATER, WORKING EQUIPMENT, AND ENVIRONMENTAL PROTECTION
Article 8. Use of Electricity, Water, and Working Equipment
Officials, civil servants, and employees must use electricity and water economically and effectively maintain and use the working equipment of the agency:
1. Turn off electrical devices (air conditioners, fans, lights, computers, and other devices) that are not in use for more than 30 minutes and before leaving work;
2. Do not use office phones installed in their workrooms for personal calls;
3. Close windows and lock doors when finishing work hours.
Article 9. Environmental Protection and Workplace Sanitation
Officials, civil servants, employees, and visitors must be aware of protecting the landscape, environment, ensuring workplace sanitation, common living areas, and public restrooms; dispose of waste in designated places, and refrain from damaging greenery within the agency premises.
IV. ORDER AND SAFETY IN THE AGENCY
Article 10. Means of Transportation
1. Officials, civil servants, employees, and visitors must park their vehicles neatly in designated areas; cars and motorcycles must not speed, rev engines, or honk within the agency premises;
2. Personnel assigned to manage parking must guide the placement of vehicles and ensure their safety within the area;
3. No fees shall be charged for parking.
Article 11. Responsibilities of the Standing Committee and Agency Security
1. Ensure security, order, and asset safety of the agency;
2. Record entries and exits of visitors in a logbook for tracking and management;
3. Guide visitors and citizens to meeting rooms, workspaces, reception areas, and the Citizen Reception Office.
V. IMPLEMENTATION AND HANDLING OF VIOLATIONS
Article 12. Handling Violations
1. Officials, civil servants, and employees under the Inspectorate General of Vietnam who violate these regulations will be subject to administrative disciplinary actions depending on the severity of the violation; units with violators will have points deducted from their annual competition scores;
2. Visitors and citizens who fail to comply with these Regulations will be required to leave the agency premises.
