Pursuant to the Civil Servants Law dated February 26, 1998; the Law Amending and Supplementing Certain Articles of the Civil Servants Law dated April 28, 2000 and the Law Amending and Supplementing Certain Articles of the Civil Servants Law dated April 29, 2003;

Pursuant to the Decree No. 178/2007/ND-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and Ministerial-Level Agencies;

Pursuant to Decision No. 129/2007/QD-TTg dated August 2, 2007 of the Prime Minister on issuing the Code of Conduct for Administrative State Agencies;

Considering the proposal of the Director of the Office of the Government Inspectorate;

Pursuant to …;

Article 1. This Decision promulgates the "Code of Conduct for Government Inspectorate Offices" attached hereto.ủ".

Article 2. This Decision shall take effect from the date of signing.

Article 3. The Director of the Office, Department Heads, Bureau Chiefs, Heads of Units, and civil servants and officials under the Government Inspectorate shall be responsible for implementing this Decision.

The Director of the Office shall be responsible for organizing, supervising the implementation, and proposing amendments and supplements to the Code when necessary.

CODE OF CONDUCT FOR GOVERNMENT INSPECTORATE OFFICES

OF THE GOVERNMENT INSPECTORATE
(Issued pursuant to Decision No.: 1133/QD-TTCP dated June 18, 2008 of the Chief Inspector General)

This technical regulation sets out technical requirements, testing methods, sampling procedures; management requirements; responsibilities of organizations and individuals producing, trading, and importing cigarettes.

Article 1: Scope and Objects Regulated

1. The Code of Conduct for Government Inspectorate Offices stipulates attire, communication, and conduct of civil servants and officials while performing duties, office decoration, and workplace environment;

2. The Code of Conduct for Government Inspectorate Offices applies to the Government Inspectorate and its units and individuals when engaging in work-related interactions with the Government Inspectorate.

Article 2. Actions that Civil Servants and Officials Must Perform

1. When performing duties, they must comply with the provisions regarding actions to be taken and actions not to be taken as prescribed by law;

2. Strictly adhere to the "Working Regulations of the Government Inspectorate" and the "Internal Regulations of the Government Inspectorate Office."

Article 3. Prohibited Acts

1. Smoking cigarettes in offices or meeting rooms;

2. Consuming alcohol or alcoholic beverages before coming to the office, during working hours, including lunch breaks, except with the consent of the leadership of the Government Inspectorate on occasions such as banquets, holidays, and diplomatic receptions;

3. Commercial advertising in the premises of the office building.

II. ATTIRE

Article 4. Attire

Civil servants and officials must dress neatly and appropriately when working at the office; when receiving citizens, conducting inspection tasks, handling complaints and petitions, and anti-corruption activities, they must wear inspector uniforms and shoes or sandals with straps.

Article 5. Formal Attire

The formal attire of civil servants and officials is the official suit (winter and summer) used in ceremonies, rallies, important meetings, and receptions of foreign guests.

1. For men: a suit, shirt, tie, and inspector uniform;

2. For women: traditional ao dai, women's suit, dress, and inspector uniform;

3. For civil servants and officials who are ethnic minorities, ethnic festival attire may also be considered formal attire;

4. In meetings and conferences of the Inspectorate sector, civil servants and officials must wear inspector uniforms.

Article 6. Identification Card for Officials, Civil Servants, and Public Employees

1. Officials, civil servants, and public employees must wear the Identification Card during working hours and when performing tasks.

2. The Identification Card for officials, civil servants, and public employees must clearly state the name of the agency, photograph, full name, position, and identification number of the official, civil servant, or public employee, in accordance with the regulations of the Ministry of Home Affairs.

III. COMMUNICATION AND BEHAVIOR

Article 7. Communication and Behavior with Colleagues

Officials, civil servants, and public employees must have courteous, honest, friendly, cooperative, and respectful attitudes towards each other; they must use clear and coherent language; they must not use vulgar language, slang, or shout at others.

Article 8. Communication and Behavior with the Public

Officials, civil servants, and public employees must have polite attitudes, listen to the opinions of the public; explain and guide clearly and specifically about issues and regulations related to the resolution of public affairs; when performing tasks, they must not be arrogant, domineering, corrupt, or cause difficulties or inconvenience to the public. Article 9. Communication via Telephone

When communicating via telephone, officials, civil servants, and public employees must have civilized and courteous attitudes, state their own names, the name of the agency or unit where they work, exchange information briefly and clearly, focusing on the content of the work, and must not abruptly hang up the phone.

IV. USE OF WORKING TIMEArticle 10. Officials, civil servants, and public employees must effectively utilize working time:

1. Arrive at the workplace on time; during administrative hours, they must engage in professional work or research to serve professional tasks; they must not engage in personal matters; they must not play electronic games (Games), cards, chess, or other games;

2. Those invited to attend meetings must arrive on time (at least five minutes before the meeting starts);

3. During meetings, they must not engage in personal matters or private conversations; phones must be set to vibrate mode, without ringing, and calls or接听电话;必要时,接打电话需离开会议室。

4. When undertaking tasks outside the office, they must report the content and time of work to the unit or direct supervisor; upon return, they must report the results of the work (in accordance with the Work Regulations of the Government Inspectorate).

V. ARRANGEMENT OF OFFICE SPACE AND WORKPLACE

Article 11. Displaying the National Emblem

1. The National Emblem should be displayed solemnly above the main entrance or the main building.

2. The size of the National Emblem must be appropriate to the space it is hung in; if the National Emblem becomes too old or damaged, it must be replaced.

Article 12. Displaying the National Flag

1. The National Flag should be displayed prominently in front of the main building of the agency.

2. The National Flag must meet the standard dimensions and colors prescribed by the Constitution.

3. The display of the National Flag during ceremonies and international receptions shall follow the national protocol regulations.

Article 13. Agency Name Sign

The agency name sign should be placed at the main entrance; the sign must clearly and fully display the name and address of the agency in Vietnamese and include the emblem of the Inspection Department.

Article 14. Arrangement of Office Space

1. There must be a nameplate on the office door, clearly stating the name of the unit, full name, and position of the official, civil servant, or public employee assigned to work in the room;

2. The office space must be neatly arranged, orderly, scientifically, and reasonably;

3. Files and documents must be organized scientifically according to regulations and stored safely; after use or before leaving the office, they must be carefully stored, not left on the desk;

4. Altars, incense burning, and cooking must not be conducted in the office space.

4. Do not set up an altar, do not burn incense, and do not cook food in the workplace.

Article 15. Receiving guests for meetings, work sessions, and official interactions at the agency

1. For guests attending meetings, conferences, seminars chaired by the Government Inspectorate Leadership, the unit responsible for preparing the meeting content shall assign staff to greet and guide guests to the Meeting Room, arrange seating for guests; escort guests out upon conclusion of the meeting.

2. Guests from localities attending meetings, conferences, working sessions with the Government Inspectorate, the Office shall be responsible for receiving and creating conditions for arranging accommodation and meals for guests (when requested); guiding guests to the meeting venue.

3. Guests attending meetings or working sessions with Departments, Bureaus, units must wait in the reception room; the Department, Bureau, unit chairing the meeting or working session shall send staff to receive guests at their workplace.

4. Guests coming to work with civil servants, officials (except cases where they come to work with the Government Inspectorate Leadership and leadership of Departments, Bureaus, units) shall be received in the reception room of the agency.

VII. DISCIPLINARY MEASURES FOR VIOLATIONS

Article 16. Handling Violations

Government Inspectorate civil servants, officials who violate the above provisions shall be subject to administrative disciplinary measures depending on the severity of the violation./.
