THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decision No. 61/2000/QĐ-TTg June 5, 2000 Prime Minister's Decision on the establishment of the National Committee for HIV/AIDS Prevention and Control and Drug Abuse and Prostitution Prevention;
Considering the proposal of the Director of the Resettlement and New Economic Zone Department; At the proposal of the Director of the Cadre and Civil Servant Department,

Clause 4 of Article 6Now assigns the task of directing the elimination and replacement of opium poppy plants to the departments under the Ministry of Agriculture and Rural Development as follows:
1. The Resettlement and New Economic Zone Department is the leading agency responsible for directing the elimination and replacement of opium poppy plants, with the following duties:
- Compiling and developing plans, projects, and proposals for policies to encourage farmers to eliminate and replace opium poppy plants.
- Coordinating with relevant ministries, sectors, and localities in directing the elimination and replacement of opium poppy plants; guiding, urging, inspecting, and evaluating activities at local levels.
- Summarizing and periodically reporting on the implementation of the task of replacing opium poppy plants in local areas.
The Resettlement and New Economic Zone Department shall appoint one leader to directly direct this task and establish a specialized team to monitor and implement assigned tasks.
2. Other Departments within the Ministry shall participate in the program to eliminate and replace opium poppy plants according to their functions and responsibilities alongside the Resettlement and New Economic Zone Department. Each department shall assign at least one staff member to oversee this task.
12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentFunding for the activity of transitioning production away from opium poppy cultivation includes funds provided by the HIV/AIDS Prevention and Control and Drug Abuse and Prostitution Prevention Program and other sources. The Resettlement and New Economic Zone Department shall manage these funds, coordinate with the Planning and Master Planning Department, the Finance and Accounting Department to propose allocations to participating units and settle accounts with the State in accordance with current regulations.
Article 3. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER THE DATE OF SIGNATURE.
Article 4. The Head of the Ministry’s Office, the Heads of the Cadre and Civil Servant Organization Department, the Planning and Master Planning Department, the Finance and Accounting Department, the Director of the Resettlement and New Economic Zone Department, and the Heads of related subordinate agencies and units of the Ministry are responsible for implementing this Decision./.
