Decision No. 114/NL-GSĐN on residential electricity consumption quotas

THE MINISTER OF THE MINISTRY OF ENERGY

Pursuant to the Decree No. 47-HĐBT dated March 5, 1987 of the Council of Ministers on the functions, tasks, and organizational structure of the Ministry of Energy;

Pursuant to the Decree No. 80-HĐBT dated July 19, 1983 of the Council of Ministers on the issuance of the Regulations on supply and use of electricity;

Considering the proposals from relevant sectors and localities regarding the revision of current domestic electricity consumption standards to be more reasonable and suitable with the current socio-economic situation;

After reaching consensus with the Vietnam General Confederation of Labor and relevant central ministries, agencies;

DECISION:

Article 1. - Now hereby promulgates attached to this Decision the Provision on Electricity Consumption Standards for Domestic Use, which replaces all previous regulations on domestic electricity consumption standards. This Decision shall take effect from February 1, 1988 for households using domestic electricity supplied from the system managed by the Ministry of Energy.

Article 2. - Power companies and provincial power departments shall report to the People's Committees of provinces and cities to coordinate in organizing implementation in accordance with the electricity consumption targets allocated to the locality, but not exceeding the electricity consumption standards prescribed in this Decision.

PROVISION ON ELECTRICITY CONSUMPTION STANDARDS FOR DOMESTIC USE

(Attached to Decision No. 114-NL/GSĐN dated February 2, 1988 of the Ministry of Energy).

1. The electricity consumption standard only applies to households with valid household registration certificates issued by competent authorities.

2. The electricity consumption standard above is the maximum amount of electricity to be supplied, but it does not necessarily mean that the full amount must be supplied, because in cases where the State or locality requires prioritizing electricity for essential needs, the supply may be limited.

3. The person with the highest salary in the household of staff and officials must be listed in the household registration certificate. A citizen household is a household without any staff or officials in the household registration list.

4. Adjustments to the electricity consumption standard for households with changes will only be conducted twice a year in June and December.

5. The electricity consumption standard of 25 kWh/person/month for single staff and officials living in collective housing (category 3) shall apply to the following specific cases:

a) Collective housing for staff and officials who have signed contracts and directly pay electricity bills to the electricity supplier according to the main meter.

b) Collective housing for staff and officials that have been divided into multiple meters, each of which has signed contracts and directly pays electricity bills to the electricity supplier, with four or more staff and officials sharing one meter. In cases where three or fewer staff and officials share one meter, the electricity consumption standard for that meter shall be determined as for a household of staff and officials with 1 to 4 people (category 1).

6. When calculating based on area (M2), only the main area shall be counted, excluding auxiliary areas such as kitchen, bathroom, hallway, etc.

6. The quota calculated based on area (square meters) shall only consider the main area and shall not include ancillary areas such as the kitchen, bathroom, hallway, etc.
