Article 1. Issued together with this Decision Financial Reporting Regulations for Credit Institutions.
Article 2. This Decision shall take effect from December 25, 2002; The accounting reporting regulations for credit institutions set forth in the Information and Reporting System issued pursuant to Decision No. 516/2000/QĐ-NHNN dated December 18, 2000 of the Governor of the State Bank of Vietnam shall cease to be effective.
Article 3. The Director of the Office, Heads of Accounting and Finance Departments, Directors of Banking Technology Information Departments under the State Bank of Vietnam, Heads of relevant units under the State Bank of Vietnam, Governors of provincial and centrally-administered city branches of the State Bank of Vietnam, Chairmen of Management Boards and General Managers (Directors) of credit institutions shall be responsible for implementing this Decision.

FINANCIAL REPORTING FOR CREDIT INSTITUTIONS

Part One:
GENERAL PROVISIONS
Article 1. Scope and Applicability
1. Financial reports of credit institutions (hereinafter referred to as Financial Reports main) are comprehensive accounting reports prepared in accordance with applicable accounting standards and regulations for credit institutions.
Business reports, statistical reports, and other reports serving the management and operation of credit institutions (including management accounting reports) are not within the scope of this Regulation.
2. This Financial Reporting Regulation shall apply to credit institutions established and operating in accordance with the Law on Credit Organizations.
Article 2. Basis and principles for preparing financial reports
1. Financial reports shall be prepared based on data from accounts inside and outside the Balance Sheet in accordance with the nature and content of the accounts as prescribed in the current system of accounting accounts for credit institutions.
2. Financial reports must reflect promptly, fully, accurately, truthfully, and objectively the data and situation regarding the activities of credit institutions. For certain financial report forms accompanied by explanatory notes, clear and detailed explanations of the issues to be explained must be provided.
3. The General Manager (Director) of a credit institution shall be responsible for the accuracy, completeness, and truthfulness of the content of the financial report of their unit.
Article 3. Form of financial reports
Financial reports shall be presented in the form of written documents and data files on storage media (tapes, floppy disks) or transmitted via computer networks. Written financial reports and data files on storage media or transmitted via computer networks must match each other.
Article 4. Submission and publication of financial reports
1. Credit institutions must submit financial reports to the State Bank of Vietnam in accordance with the procedures and deadlines specified in Articles 7 and 8 of this Regulation.
2. Credit institutions have the responsibility to submit financial reports to relevant state management agencies in accordance with current state regulations.
3. The publication or provision of data from financial reports shall be carried out in accordance with current regulations.
Article 5. Archiving of financial report documentation
Written financial reports must be preserved and stored in accordance with current regulations on archiving accounting documents.
Part Two:
SPECIFIC PROVISIONS
Article 6. Content of the financial reporting system

2. Central Credit Funds shall prepare the accounting account balance sheet (monthly, annually), annual balance sheet, profit distribution report, and notes to financial statements (while People's Credit Funds at the grassroots level shall only prepare the accounting account balance sheet and profit distribution report).
3. The content and calculation methods for indicators on each financial report are specified in the accompanying forms of this Regulation.
Article 7. Deadline for preparing and submitting financial reports
Credit institutions must comply with the deadlines for preparing and submitting financial reports to the State Bank of Vietnam as follows:
1. Monthly financial reports:
- For grassroots People's Credit Funds, branch Central Credit Funds, and Central Credit Funds: the deadline for submitting monthly financial reports is no later than the fifth day of the following month.
- For other credit institutions: the deadline for submitting monthly financial reports is no later than the tenth day of the following month.
2. Quarterly financial reports:
- For credit institutions: the deadline for submitting quarterly financial reports is no later than the twentieth day of the first month of the following quarter.
3. Annual financial reports:
- For grassroots People's Credit Funds, branch Central Credit Funds, and Central Credit Funds: the deadline for submitting annual financial reports is no later than March 31 of the following year.
- For other credit institutions: the deadline for submitting annual financial reports is no later than January 20 of the following year.
If the last day of the submission deadline for financial reports falls on a public holiday, Tet holiday, or weekend, the submission date for financial reports shall be the next working day immediately following the holiday or weekend.
Article 8. Procedure for submitting financial reports
1. Procedure for submitting financial reports to the State Bank of Vietnam:
a. At provincial and centrally-administered city levels:
- Branches of credit institutions, branches of credit institutions (including sub-branches of foreign bank branches that have not yet been converted into foreign bank branches) shall submit financial reports in written form, while simultaneously transmitting them via computer networks (or sending via floppy disks) to the provincial and centrally-administered city branches of the State Bank of Vietnam (where they are headquartered) in accordance with the specific deadlines for each financial report.
- State-owned and people's joint-stock credit institutions, cooperative credit institutions (excluding people's credit funds| Credit institutions, joint venture credit institutions, branches of foreign banks in Vietnam, non-bank credit institutions with 100% foreign capital operating in Vietnam shall consolidate system-wide data and submit financial reports in writing while simultaneously transmitting them through computer networks to the branch of the State Bank of Vietnam in provinces and centrally-administered cities.where they are headquartered main| in accordance with the prescribed time.
| For credit cooperative organizations such as People's Credit Funds:
| The basic People's Credit Fund, branch of the Central People's Credit Fund shall submit financial reports in writing and transmit them through computer networks or send them on floppy disks (| if conditions permit) to the provincial and centrally-administered city branches of the State Bank of Vietnam (| Management Department of Credit Institutions or Comprehensive Management and Credit Institution Management Department| ) where they have their headquarters.
| In cases where the basic People's Credit Fund submits financial reports in writing, the Comprehensive Management and Credit Institution Management Department (| or Financial Management Department of Credit Institutions| ) shall be responsible for entering these reports into computers, then sending the report files to the (department, unit| ) information technology section to transmit back to the Cooperative Credit Institutions Department through the Banking Information Technology Bureau.
b- At the central level
- According to the prescribed periodicity and deadlines, state-owned credit institutions shall consolidate system-wide data and submit financial reports in writing to the State Bank of Vietnam (Banking Inspection Department| ) while simultaneously transmitting them through computer networks (or sending via floppy disks| ) to the Banking Information Technology Bureau.
The Banking Inspection Department shall photocopy the received financial reports in writing from state-owned credit institutions and send copies to the Accounting and Finance Department.
- According to the prescribed periodicity and deadlines, the Central People's Credit Fund shall consolidate data from the main office and branches of the Central People's Credit Fund and submit financial reports in writing to the State Bank of Vietnam (Cooperative Credit Institutions Department| ) while simultaneously transmitting them through computer networks (or sending via floppy disks| ) to the Banking Information Technology Bureau.
2- The process of submitting financial reports within credit institutions shall be regulated and guided by the General Director (Director) of the credit institution.
Article 9. Responsibilities of credit institutions
Credit institutions, including trading offices, branches, representative offices, and subordinate units, shall apply the accounting chart of accounts of credit institutions and shall be responsible for:
1- Preparing and submitting complete and timely financial reports in accordance with the provisions of this Regulation.
2- For financial reports in written form, they must contain signatures and seals of the unit in accordance with the regulations.
3- For financial reports in the form of data files on storage media or transmitted through computer networks, they must be encrypted, secured, and processed for transmission (submission) in accordance with the current regulations of the State Bank of Vietnam regarding the transmission and receipt of information and reports through networks or tapes, disks.
4- Upon receiving inquiries about errors in financial reports from the receiving unit, they must review and check again, and if there are errors, they must immediately correct them by canceling the erroneous report and resubmitting the correct report to the receiving unit, accompanied by a reply to the inquiry noting "Errors have been corrected"; In cases where the unit itself discovers errors in its own financial reports, it must proactively correct them as directed above.
Article 10. Responsibilities of units under the State Bank of Vietnam
1- Branches of the State Bank of Vietnam in provinces and centrally-administered cities:
a- Are the focal point for receiving financial reports in written form and in file form via network transmission from credit institutions in their jurisdiction; They shall control the accuracy of arithmetic in financial reports, and specifically for the balance sheet, they must reconcile the beginning-of-period balances with the end-of-period balances of the previous report to ensure correctness.
b- After receiving, checking, and reconciling financial reports according to regulations, if there are no errors, they shall immediately process further transmission to the Banking Information Technology Bureau. If errors are detected, they shall request the reporting unit to check, adjust, and retransmit for further processing according to regulations.
c- Exploit data and situations from financial reports to serve the implementation of tasks and authorities stipulated by the Governor; Manage and store financial reports in written form.
2- Banking Information Technology Bureau:
a- Is the focal point for organizing and receiving financial reports transmitted through computer networks from credit institutions and branches of the State Bank of Vietnam in provinces and centrally-administered cities (or sending via floppy disks| ); Organize secure and confidential storage of financial report data.
b- Check the accuracy of arithmetic in financial reports; Aggregate indicators in financial reports according to the needs of exploitation and use by relevant Departments, Bureaus, and functional units of the State Bank of Vietnam.
c- Guide credit institutions, branches of the State Bank of Vietnam in provinces and centrally-administered cities, and relevant Departments, Bureaus, and functional units of the State Bank of Vietnam to implement the transmission, receipt, and exploitation of financial report data on computer networks in accordance with regulations.
d- Ensure smooth, timely, accurate, secure, and confidential information transmission.
3- The Accounting and Finance Department is responsible for guiding the implementation of this Regulation.
4- Based on functions and tasks stipulated by the Governor of the State Bank of Vietnam, relevant Departments, Bureaus, and units of the State Bank of Vietnam shall register with the Banking Information Technology Bureau to access financial reports on the network according to specific needs and be responsible for managing and using them internally within their units.
Part III:
IMPLEMENTING PROVISIONS
Article 11. The amendment and supplementation of this Regime shall be decided by the Governor of the State Bank.
