DECISION OF THE PRIME MINISTER

Regarding the establishment of a Joint Inter-Ministerial Task Force to support Vietnam's role as Chair

of the ASEAN Senior Officials' Meeting Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).The Standing Committee of ASEAN

 

PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;

Upon the proposal of the Minister of Foreign Affairs and the Chairman of the Government Office,

 

DECISION:

Article 1Establish a Joint Inter-Ministerial Task Force to implement and carry out Vietnam's responsibility in assuming the role of Chair Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).of the ASEAN Senior Officials' Meeting, Session 34 (ASC 34); and Chair of the 7th ASEAN Regional Forum (ARF 7).

Article 2The Joint Inter-Ministerial Task Force shall commence operations from the date this Decision takes effect until July 2001, and shall have the following main tasks:

Serve as the coordinating body for work with relevant ministries, sectors, and agencies related to Vietnam's implementation of its role as Chair Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).of the ASEAN Senior Officials' Meeting; compile and prepare documents necessary for ASEAN meetings during the tenure of Vietnam's Chairmanship Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).of the ASEAN Senior Officials' Meeting; and Chair of the ASEAN Regional Forum.

Prepare the necessary material, personnel, protocol, and logistical conditions to serve the ASEAN meetings according to ASEAN regulations and practices; organize and direct specific information dissemination activities; ensure security and safety for delegates and ASEAN meetings held in Vietnam.

Manage and use the allocated funds reasonably for the aforementioned activities.

Article 3.The regular office of the Joint Inter-Ministerial Task Force shall be located at the Ministry of Foreign Affairs, headed by the Minister of Foreign Affairs, with an assigned Deputy Minister of Foreign Affairs serving as the Permanent Representative; supporting units for the Joint Inter-Ministerial Task Force include relevant departments of the Ministry of Foreign Affairs.

Members of the Joint Inter-Ministerial Task Force include a Deputy Director of the Government Office, Deputy Ministers of the Ministries of National Defense, Public Security, Trade, Finance, Planning and Investment, Culture, Information, Health, and a Deputy Chairman Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).of the People's Committee of Hanoi City; a leader of the Guard Command.

The Joint Inter-Ministerial Task Force shall convene regularly once a month (based on the content of each meeting, the Task Force Leader decides on the invitation of relevant members).

Article 4The operational budget of the Joint Inter-Ministerial Task Force shall be provided by the Ministry of Finance, based on the estimate of the Ministry of Foreign Affairs.

Article 5.This Decision takes effect from the date of signature.

Article 6The Ministers, Heads of the agencies named above, and the Chairman of the People's Committee of Hanoi City are responsible for implementing this Decision./.
