Regarding the issuance of industry standards for plant quarantine

MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
On the basis of Decree No. 86/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
On the basis of the Plant Protection and Quarantine Law dated August 8, 2002 of the Socialist Republic of Vietnam;
On the basis of Decree No. 58/2002/NĐ-CP dated June 3, 2002 of the Government stipulating the Regulations on Plant Protection, the Regulations on Plant Quarantine, and the Regulations on Management of Plant Protection Chemicals;
On the basis of Decision No. 135/QĐ-BNN-KHCN issued by the Minister of Agriculture and Rural Development on October 1, 1999 regarding the issuance of regulations on the establishment, review, and promulgation of industry standards;
At the proposal of the Director of the Department of Science and Technology;

Article 1. Now hereby promulgates the following industry standards:
10 TCN 582-2003 "Procedure for identifying scale insects as objects of plant quarantine in Vietnam";
10 TCN 583-2003 "Procedure for identifying nematodes as objects of plant quarantine in Vietnam";
10 TCN 584-2003 "Procedure for quarantine of imported natural enemy insects";
10 TCN 585-2003 "Integrated management procedure for stored grain insect pests in warehouses in southern provinces";
Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.
Article 3. The Heads of the Ministry's Office, Directors of the Department of Science and Technology, Directors of the Plant Protection Bureau, and Heads of related units are responsible for implementing this Decision.
