Pursuant to the Law on Organization of the Government dated December 25, 2001;
Based on Directive No. 01/2003/CT-TTg dated January 16, 2003 of the Government Chairman on continuing to promote the restructuring, modernization, development, and improvement of efficiency of state-owned enterprises;
Pursuant to Directive No. 01/2003/CT-TTg dated January 16, 2003 of the Prime Minister on continuing to promote restructuring, renewal, development, and improving the efficiency of state-owned enterprises;
Considering the proposal of the People's Committee of Ha Giang Province, the opinions of the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Labor, Invalids and Social Affairs, and the Ministry of Home Affairs,
DECISION:
Article 1. Approves the overall plan for the restructuring and renewal of state-owned enterprises directly under the People's Committee of Ha Giang Province for the period 2003-2005 as set out in the attached appendix.
Article 2. The Chairman of the People's Committee of Ha Giang Province shall be responsible for directing the implementation of the restructuring and renewal of state-owned enterprises directly under the committee according to the approved content and schedule.
Article 3. The Ministry of Finance, the Ministry of Planning and Investment, the Ministry of Home Affairs, the Ministry of Labor, Invalids and Social Affairs, and relevant ministries, sectors, and localities shall be responsible for coordinating with the People's Committee of Ha Giang Province in implementing this Plan.
The Steering Committee for Enterprise Renewal and Development shall be responsible for supervising, guiding, and monitoring the implementation of this Plan, and at the same time making recommendations to
Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

I. ENTERPRISES IN WHICH THE STATE CONTINUES TO HOLD 100% OF THE CHARTER CAPITAL AND MAINTAINS THE ORIGINAL STAFFING:
1. Public service enterprises:
- Public Service and Environment Company,
- Vi Xuyen Forestry Station,
- Bac Me Forestry Station,
- Yen Minh Forestry Station,

2. Business enterprises:

1. Year 2003:

b) Enterprises to implement shareholding, in which the State holds less than 50% of the charter capital or does not hold shares:
- Construction Company No. II Ha Giang,
- Timber Processing Factory,
- Hung An Tea Company.
c) To sell:
- Building Materials Company Ha Giang,
- Import-Export Company Ha Giang.
d) To dissolve:
- Vị Xuyên General Trade Company,
2. Year 2004:
a) State-owned enterprises to implement shareholding, in which the State holds more than 50% of the charter capital:
- Ha Giang Cement Company,
b) Enterprises to implement shareholding, when selling shares for the first time, the State must hold at least 51% of the charter capital:
- General Trade Company,
- Construction Company No. I Ha Giang.
c) Enterprises to implement shareholding, in which the State holds less than 50% of the charter capital or does not hold shares:
- Ha Giang Hydropower Construction Company,
d) To sell:
- Vietnam Lam Ha Giang Tea, Coffee Company,
- Tourism Services and Import-Export Company Ha Giang.
3. Year 2005:

- Textbook and School Supplies Company,
