PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 25/CP dated May 23, 1993 of the Government stipulating temporarily the new salary system for civil servants, public officials, administrative and service staff, and armed forces;
Pursuant to Decree No. 89/1998/NĐ-CP dated November 7, 1998 of the Government promulgating the Rules on Detention and Pre-Trial Detention;
Upon the proposal of the Minister of National Defense,
DECISION:
Article 1. The regulations on the allowance calculated based on military rank salary for officers; grade-level salary for professional soldiers, workers, and defense officials; or military rank allowance for non-commissioned officers and privates (including position allowance, if any) directly performing duties managing detention centers and holding houses under the Ministry of National Defense are as follows:
A 10% allowance for Wardens, Deputy Wardens, Custody Assistants, Educators, medical staff directly examining and treating prisoners, and guards working at detention centers;
A 5% allowance for other military personnel, workers, and defense officials working at detention centers; and military personnel, workers, and defense officials performing specialized duties at holding houses.
Article 2. This Decision takes effect from September 1, 2002. The Ministry of National Defense shall take the lead and coordinate with the Ministry of Labor, Invalids and Social Affairs, and the Ministry of Finance to guide the implementation of this Decision.
Article 3. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, and related agencies are responsible for implementing this Decision.
