Regarding the regulations on periodic statistical reporting and initial recording systems for drug rehabilitation recovery work

MINISTER OF LABOR, INVALIDS AND SOCIAL AFFAIRS

Pursuant to the Law on Prevention and Control of Narcotics No. 23/2000/QH10 dated December 9, 2000.
Pursuant to the Ordinance on Administrative Violation Handling No. 44/2002/PL-UBTVQH dated July 2, 2002.
Pursuant to the Decree No. 29/2003/NĐ-CP dated March 31, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids and Social Affairs.
After receiving the review opinion of the General Statistics Office at Document No. 454/TCTK-PPCĐ dated July 20, 2004.
Considering the proposal of the Director of the Department for Prevention and Control of Social Evils.

DECISION:

Article 1. Regulations on periodic reporting on drug rehabilitation recovery work shall apply to:

- People's Committees of communes, wards, towns (collectively referred to as commune level).

- Departments of Labor, Invalids and Social Affairs of districts, cities under provinces (collectively referred to as district level).

- Departments of Labor, Invalids and Social Affairs of provinces, centrally governed cities (collectively referred to as provincial level).

- Drug rehabilitation facilities.

Article 2. The contents of the periodic statistical reporting system on drug rehabilitation recovery work shall be uniformly implemented throughout the country as follows:

- Reports from the commune level to the district level (prepared according to Form No. 0-1/BCNPH issued together with this Decision) shall be submitted on the 17th day of the last month of each quarter.

- Reports from the district level to the provincial level (prepared according to Form No. 02/BCNPH issued together with this Decision) shall be submitted on the 22nd day of the last month of each quarter.

- Reports from drug rehabilitation facilities to the provincial level (prepared according to Form No. 03/BCNPH issued together with this Decision) shall be submitted on the 20th day of the last month of each quarter.

- Reports from the provincial level to the Ministry of Labor, Invalids and Social Affairs, concurrently sent to the Provincial Statistics Office (prepared according to Form No. 04/BCNPH issued together with this Decision) shall be submitted on the 25th day of the last month of each quarter.

Article 3. The initial recording system for drug rehabilitation recovery work shall be uniformly applied throughout the country as follows:

- Commune level shall follow Record Book No. 01 - SCNPH issued together with this Decision.

- Drug rehabilitation facilities shall follow Record Book No. 02 - SCNPH issued together with this Decision.

Article 4.

- The Director of the Department for Prevention and Control of Social Evils shall be responsible for guiding and inspecting the implementation of this Decision.

- Departments of Labor, Invalids and Social Affairs of provinces, centrally governed cities shall be responsible for organizing guidance on implementation and printing and distributing statistical report forms for departments of Labor, Invalids and Social Affairs at the specialized level, People's Committees at the commune level, and drug rehabilitation facilities within their province.

Article 5. This Decision replaces the provisions on prevention and control of drug addiction in Sections 1, 2, 3, and 4 of Article 1 of Decision No. 844/LĐ-TBXH-QĐ dated June 28, 1996 of the Minister of Labor, Invalids and Social Affairs regarding the initial recording system and periodic statistical reporting on prevention and control of social evils applicable to management levels within the sector, and shall take effect fifteen days after its publication in the Official Gazette.

Article 6. The Head of the Ministry’s Office, the Director of the Department for Prevention and Control of Social Evils, Heads of units under the Ministry, Directors of Departments of Labor, Invalids and Social Affairs, Heads of departments of Labor, Invalids and Social Affairs at the district level, Chairpersons of People's Committees at the commune level, and Directors of drug rehabilitation facilities are responsible for implementing this Decision./.
