Regarding the release of national reserve rice to support famine relief for localities

THE MINISTER OF FINANCE
Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decision No. 731/QD-TTg dated May 17, 2011 of the Prime Minister on providing rice aid for famine relief in localities;
At the request of the Director General of the State Reserve Administration,
DECISION:
Article 1. The National Reserve Corporation shall allocate (without charge) 11,657 tons of rice from the national reserve to support localities for famine relief during the lean season in 2011 and to assist poor households suffering from drought, specifically:
- Province of Quang Binh: 2,000 tons;
- Province of Nghe An: 3,908 tons;
- Province of Thua Thien Hue: 1,500 tons;
- Province of Quang Tri: 1,800 tons;
- Province of Thanh Hoa: 2,049 tons;
- Province of Gia Lai: 400 tons.
The aforementioned amount of rice includes 200 tons of rice that have been allocated to the province of Thanh Hoa according to Decision No. 1078/QD-BTC dated May 13, 2011 of the Minister of Finance.
Article 2. The National Reserve Corporation shall coordinate with the People's Committees of the provinces of Gia Lai, Quang Binh, Quang Tri, Thua Thien Hue, Nghe An, and Thanh Hoa to promptly organize the delivery and receipt of rice at district centers according to the allocation plans of the provinces; simultaneously, compile the budget estimate for the relief distribution costs to submit to the Ministry for approval and implementation.
The National Reserve Corporation shall reduce the state reserve capital by the quantity of rice mentioned above at the accounting price currently being tracked in the accounting books and report the final settlement of the relief goods in accordance with regulations.
Article 3. This Decision takes effect from the date of issuance. The Director of the National Reserve Corporation, the Heads of the State Budget Department, the Planning and Finance Department, the Price Management Department, and the Office of the Ministry are responsible for implementing this Decision.
