Regarding the provision of functions, tasks, powers
and organizational structure of Computing Center

THE MINISTER OF INDUSTRY
Pursuant to Decree No. 55/2003/NĐ-CP dated May 28, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Industry;
Pursuant to Decision No. 112/2001/QĐ-TTg dated July 25, 2001 of the Prime Minister approving the project on computerization of administrative management of the State for the period 2001-2005;
At the suggestion of the Director of the Department of Organization and Cadres,
DECISION:
Article 1. The Computer Center under the Ministry of Industry is a service unit with revenue, entitled to open accounts at the Treasury and the State Bank of Vietnam, and has its own seal for operation and transactions in accordance with the provisions of the law.
Head office: No. 54, Hai Ba Trung Street, Hoan Kiem District, Hanoi City,
Representative Office in Ho Chi Minh City.
Article 2. The Computer Center shall perform the following tasks and powers:
1. Developing long-term plans and annual plans on investment in information technology development to serve the administrative management work of the Ministry; organizing implementation after approval;
2. Guiding the use and exploitation of information to serve the administrative management work of the Ministry to ensure convenience, safety, and efficiency;
3. Building, operating, and developing information systems and technical infrastructure in the Ministry's offices in Hanoi City and the Ministry's Representative Office in Ho Chi Minh City to serve the leadership's guidance and management work;
4. Cooperating with functional agencies of the Ministry to organize research and application of information technology in the industry sector;
5. Implementing cooperative relationships for exchange of information technology with domestic and foreign agencies and units in accordance with the provisions of the law;
6. Participating in the review of information technology projects managed by the Ministry; receiving, managing, and operating information technology systems handed over to the Ministry through government information technology projects or from organizations within and outside the country;
7. Organizing conferences and seminars to disseminate new technologies and exchange experiences in applying information technology in the industry sector;
8. Organizing training and professional development in information technology for staff and civil servants of the Ministry;
9. Providing consulting and technical services on information technology;
10. Providing and developing information technology products;
11. Managing organization, staffing, and assets assigned in accordance with the law and the Ministry's delegated management.
Article 3. The organizational structure of the Computer Center includes:
1. Leadership:
a) Director,
b) Deputy Directors.
The Director of the Computer Center is responsible to the Minister of the Ministry of Industry for all activities of the Center;
Deputy Directors assist in managing specific areas of work assigned by the Director;
The Director and Deputy Directors are appointed and relieved of their duties by the Minister.
2. Supporting departments, including specialized and operational departments.
The Director of the Computer Center is responsible for drafting and submitting to the Ministry for approval the Regulation on Organization and Operation; arranging and deploying personnel of the Center to ensure streamlined operations and effective performance.
Article 4. This Decision takes effect fifteen days after its publication in the Official Gazette and replaces Decision No. 2551/QĐ-TCCB dated October 9, 2002 of the Minister of the Ministry of Industry.
The Chief of the Ministry’s General Office, the Chief Inspector of the Ministry, Heads of Departments, Directors of Bureaus, Heads of agencies and units under the Ministry, and the Director of the Computer Center are responsible for implementing this Decision./.
