DECISION OF THE MINISTER OF FINANCE

Article on the functions, tasks, powers, and organizational structure of the Information Technology and Financial Statistics Department

 THE MINISTER OF FINANCE

Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

Based on Decree No. 77/2003/NĐ-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

Considering the proposal of the Director of the Information Technology and Financial Statistics Department, the Head of the Cadres and Civil Servants Department,

DECISION:

Article 1: The Information Technology and Financial Statistics Department is an organization within the State management machinery of the Ministry of Finance, with the function of assisting the Minister of Finance to uniformly manage activities, development, and application of information technology; manage statistical work throughout the sector; implement financial statistics work and build, operate the National Financial Database;

Article 2: The Information Technology and Financial Statistics Department has tasks and powers:

1. Developing strategies, plans, and programs for the development of information technology applications:

a. Submitting to the Ministry the strategy, plan, and program for developing the information system throughout the finance sector and organizing implementation after approval;

b. Building the plan for the development and application of information technology at the Ministry of Finance; reviewing the plans for the development and application of information technology of units and organizations under the Ministry; compiling and building the plan for the development and application of information technology throughout the sector to submit to the Ministry for approval;

c. Guiding units and organizations under the Ministry to build plans and implement activities related to the application of information technology according to approved plans;

d. Organizing research, analysis, and forecasting issues related to the development and application of information technology to serve the management requirements of the Ministry.

2. Uniformly managing activities related to the application of information technology:

a. Submitting to the Ministry for issuance of regulations and policies related to the management of development and application of information technology throughout the sector;

b. Submitting to the Ministry for issuance of regulations on the application of information technology to be uniformly applied throughout the sector, including IT standards, confidentiality and information security regimes, procedures for construction, deployment, management, and acceptance of information technology application projects...;

c. Submitting to the Ministry for issuance or issuing under the delegation of the Ministry guiding documents for units and organizations under the Ministry in implementing the development and application of information technology plans and implementing the Ministry of Finance's regulations in the field of information technology application, in the management and provision of specialized management information within the scope of the Ministry's management;

d. Taking the lead or coordinating with relevant units to develop and submit to the Ministry for issuance cost norms for activities related to the deployment of information technology applications to be applied throughout the sector.

đ. Participating in opinions and proposals on the allocation of funds for the development and application of information technology in accordance with approved development and application plans of information technology.

3. Inspecting the implementation of state regulations in the field of development and application of information technology:

a. Inspecting the implementation of development and application plans of information technology of units and organizations under the Ministry;

b. Coordinating with the General Department of Taxation, the General Department of Customs, the State Treasury, and the National Reserve Corporation to inspect the implementation of the Ministry's regulations on the development and application of information technology at units within the system;

c. Submitting to the Ministry for handling cases of violations by units and organizations under the Ministry in the application of information technology;

4. Managing statistical work and organizing the implementation of financial statistics:

a. Submitting to the Ministry for issuance of detailed documents on statistical work in accordance with the provisions of the Law on Statistics to be uniformly applied throughout the sector;

b. Taking the lead in coordinating with units and organizations under the Ministry to study and submit to the Ministry for issuance of a system of statistical indicators in areas of state management of the Ministry, forms, information regimes, reports serving statistical work and reporting of the Ministry;

c. Taking the lead in coordinating with units and organizations under the Ministry to build and submit to the Ministry for issuance of a unified classification system for financial statistics (codes) to be used throughout the finance sector;

d. Directing, inspecting units and organizations under the Ministry to implement regulations of the Ministry and the State on statistical work and reporting;

đ. Organizing financial statistics work and analysis and forecasting in accordance with the provisions of the Ministry.

e. Compiling and publishing the Financial Statistics Yearbook and other financial statistics publications in accordance with the provisions of the State.

5. Building and managing the operation of the National Financial Database:

a. Building, deploying, and operating the National Financial Database to ensure comprehensive, reliable, rapid, accurate, and secure receipt, processing, and extraction of information in accordance with the management requirements of the Ministry;

b. Organizing the collection, processing, and provision of financial data information in accordance with laws and the Ministry's regulations; coordinating with units and organizations under the Ministry to implement the provision and exchange of information with specialized information databases;

c. Managing technical aspects and editing content for internal electronic pages and the Ministry of Finance's website;

6. Directly building, deploying, and operating major information technology applications in the sector:

a. Building, deploying, managing operations, and providing technical support for:

- Technical infrastructure systems and information technology application programs in the Ministry;

- Unified communication infrastructure systems in the finance sector;

- Technical infrastructure systems and information technology application programs serving the National Financial Database.

b. Organizing the development and deployment of common information technology application programs and integration between systems throughout the sector

7. Organizing training in information technology and financial statistics, updating new knowledge, and transferring specialized information technology applications to users according to approved plans and programs.

8. Editing and publishing the Journal of Financial Information Technology.

9. Proposing opinions and implementing international cooperation contents in the fields of development and application of information technology and financial statistics as assigned by the Ministry.

10. Organizing scientific research or cooperating in scientific research with units inside and outside the sector according to approved plans and topics.

11. Sign explanatory documents, provide guidance, and respond to units, organizations, or individuals regarding difficulties encountered during the implementation of documents within the scope of management of the Bureau; documents responding to requests from agencies, organizations, or individuals pursuant to the authority delegated by the Ministry.

12. Implement information reporting systems as prescribed by the Ministry.

13. Request relevant agencies and units to provide necessary information, documents, and texts for the performance of assigned tasks.

Article 3: The organizational structure of the Bureau of Information Technology and Financial Statistics includes::  

  1. Management System Department
  2. Network Administration Department
  3. Information Technology Application Development Department
  4. Statistics and Forecast Analysis Department
  5. General Administrative Department

Public services:

1. Database Center

2. Technology Transfer and Technical Support Center

3. Backup Database Center and IT Implementation Support Center in Ho Chi Minh City

4. Financial Information Technology Journal

Specific tasks of the Departments and affiliated units shall be determined by the Director of the Bureau of Information Technology and Financial Statistics.

The staffing of the Bureau of Information Technology and Financial Statistics shall be determined by the Minister of Finance.

The Bureau of Information Technology and Financial Statistics shall have its own seal, open accounts at the State Treasury and banks to implement assigned tasks.

Article 4: The Bureau of Information Technology and Financial Statistics shall have a Director and several Deputy Directors.

The Director is responsible for managing the staff and civil servants of the Bureau in accordance with the regulations of the Ministry; managing financial resources and assets in compliance with regulations; arranging and assigning staff and civil servants in accordance with their trained expertise; organizing training and capacity enhancement for staff and civil servants; being accountable to the Minister of Finance for all activities of the Bureau.

Deputy Directors are responsible to the Director for the tasks assigned to them.

Article 5: This Decision takes effect from August 1, 2003; abolishing Decision No. 398 TC/QĐ/TCCB dated May 17, 1995 on the issuance of the Charter of Organization and Operation of the Information Technology Application Management Board, and Decision No. 01/2000/QĐ-BTC dated January 4, 2000 on the restructuring of the Information Technology Application Management Board.

The Director of the Bureau of Information Technology and Financial Statistics, the Head of the Civil Service Department, the Director of the Ministry's Office, and the Heads of units and organizations under the Ministry are responsible for implementing this decision.
