Regarding the transfer of the Cotton and Fiber Plant Research Institute under Vietnam Cotton Corporation to the Cotton Research and Development Institute, a public service unit under Vietnam Textile and Garment Corporation

THE MINISTER OF INDUSTRY

Pursuant to Decree No. 55/2003/NĐ-CP dated May 28, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry;

Pursuant to Circular No. 5764/VPCP-ĐMDN dated October 21, 2004 of the Government Office on the transfer of the Cotton and Fiber Plant Research Institute under Vietnam Cotton Corporation to the Cotton Research and Development Institute, a public service unit under Vietnam Textile and Garment Corporation;

Considering the proposal of Vietnam Textile and Garment Corporation (Proposal No. 1759/TT-HĐQT dated September 20, 2004);

At the suggestion of the Director of the Department of Organization and Cadres,

DECISION:

Article 1. Transfer the Cotton and Fiber Plant Research Institute under Vietnam Cotton Corporation to the Cotton Research and Development Institute, a public service unit under Vietnam Textile and Garment Corporation.

The Cotton Research and Development Institute is a scientific and technological research public service unit directly under Vietnam Textile and Garment Corporation, a revenue-generating public service unit; it has legal personality under Vietnamese law, its own seal, and accounts at the treasury and banks; it organizes and operates according to the charter approved by the Board of Directors of Vietnam Textile and Garment Corporation and in accordance with relevant laws.

1. The Cotton Research and Development Institute has:

a) International trade name: INSTITUTE FOR COTTON RESEARCH AND DEVELOPMENT;

b) Abbreviation: INCORD;

c) Main office: Km 14, National Highway 27, Nha Ho Commune, Nhon Son Ward, Ninh Son District, Ninh Thuan Province.

2. The Institute has the following main functions and tasks:

a) Scientific and technological research (on genetics and breeding, biotechnology, cultivation techniques, plant protection, cotton fiber quality), economics of cotton plants, other agricultural crops in crop rotation and intercropping systems with cotton;

b) Planning and strategic development of cotton nationwide; planning and developing new cotton growing areas; researching and proposing new policies for cotton development to the State;

c) Transferring new technological advancements into cotton planting and processing and other crops;

d) Training and enhancing scientific and technical staff, agricultural extension workers; implementing international cooperation programs in research and training;

đ) Organizing scientific and technological service activities through various forms of collaboration and cooperation with domestic and international units and organizations;

e) Organizing the production of hybrid cotton seeds and some other agricultural crop seeds.

3. The organizational structure of the Institute includes:

a) Director;

b) Deputy Directors;

c) Functional departments;

d) Research departments;

đ) Research, experimental production, and service units.

Article 2. Vietnam Cotton Corporation is responsible for transferring the Cotton and Fiber Plant Research Institute under the Corporation to be directly under Vietnam Textile and Garment Corporation.

The Board of Directors of Vietnam Textile and Garment Corporation is responsible for organizing and implementing this transfer in accordance with the provisions of the law.

Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

The Head of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments and Bureaus under the Ministry, Chairman of the Board of Directors, General Director of Vietnam Textile and Garment Corporation, General Director of Vietnam Cotton Corporation, Director of the Cotton and Fiber Plant Research Institute, and Director of the Cotton Research and Development Institute are responsible for enforcing this Decision./.
