Considering the proposal of the Minister of Education and Training at the Report No. 3311/TTr-BGD&ĐT dated April 26, 2006 regarding the establishment of the Central Academy of Pedagogical Arts.

Article 1. Establish the Central Academy of Pedagogical Arts based on upgrading the Central College of Music and Fine Arts Education.
Article 2. The Central Academy of Pedagogical Arts shall be under the Ministry of Education and Training; the academy shall have legal personality, its own seal, and separate accounts. The headquarters of the academy shall be located in Hanoi City.
Article 3. The Central Academy of Pedagogical Arts shall operate according to the University Charter issued together with Decision No. 153/2003/QĐ-TTg dated July 30, 2003 of the Government Chairman.
Article 4. This Decision shall take effect fifteen days after its publication in the Official Gazette.
Article 5. Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairmen of provincial People's Committees directly under the central government, and the Rector of the Central College of Music and Fine Arts Education are responsible for implementing this Decision./.
