CIRCULAR

Regulations on vocational secondary education in basic military fields

MINISTER OF NATIONAL DEFENSE

Pursuant to the Law on Legislative Regulatory Acts issued on June 3, 2008 by the National Assembly;

Pursuant to Decision No. 257/2006/QĐ-TTg dated November 9, 2006 of the Prime Minister promulgating regulations on frequency band allocation for economic and social purposes, national defense, and security;

Article 2. This Circular applies to academies, universities, military officer schools, vocational colleges, secondary technical schools, and military schools (hereinafter referred to collectively as military schools) that organize training in accordance with the law, and related agencies, units, organizations, and individuals; it does not apply to teachers teaching at kindergartens, general education schools, national defense education centers, and security education centers.

CIRCULAR

Chapter I GENERAL PROVISIONS

Article 1. Scope of regulation and application objects

1. Provisions regarding recruitment, organization of training; evaluation of course components, final course examinations, and graduation examinations; conditions for recognition, classification, and issuance of vocational secondary graduation certificates in the basic military field.

2. These provisions apply to military schools of provinces and centrally governed cities (hereinafter referred to collectively as provincial level).

Article 2. Training subjects

1. Are Party members or outstanding League members currently holding the position of Military District Chief, Deputy Military District Chief at commune, ward, town levels who have not been trained and are still within the planning cadre reserve for communal civil servants; individuals who have held positions such as platoon commander, village defense team leader, squad leader, or machine gun squad leader in the civilian militia; demobilized veterans, discharged soldiers, and officers, non-commissioned officers, and soldiers who have ceased service in the People's Army and Public Security Forces and are included in the planning cadre reserve for military district chiefs at commune, ward, town levels (hereinafter referred to collectively as commune level).

2. Possess firm political resolve, moral character, and work capability; age not exceeding 35 for males and 30 for females; having completed high school or equivalent education, with sufficient health to study and work.

Article 3. Training objectives

1. To train students with knowledge and skills to effectively perform the duties and responsibilities of a Military District Chief at the commune level.

2. Upon graduation, achieve a vocational secondary qualification in the basic military field; attain a professional military level equivalent to a reserve officer at the sub-unit level; meet the conditions for further advanced training in national defense and local military fields at military schools; possess political qualities, health, and potential for advancement to higher positions within the organizational Party and local government structures.

Article 4. Recruitment organization

1. Based on the management and utilization plan for the commune-level military cadre team, the Provincial Military Command shall take the lead in coordinating with the Provincial Party Committee Organization Department, Provincial Civil Service Department, and County Party Committees (collectively referred to as County Party Committees) to compile lists and personal files for reporting to the Provincial Party Committee Standing Committee and the Provincial People's Council for approval of the recruitment plan.

2. Each year in July, the Provincial Military Command reports the training plan and quota to the Ministry of Defense (through the Militia Self-Defense Bureau and the School Administration Bureau/BTTM) to serve as the basis for compiling reports to relevant state management agencies concerning the number of graduates and issuance of diplomas.

Article 5. Management and administration of training activities

1. The management and administration of training is a structured process aimed at unifying the establishment, management, and implementation of programs and plans for vocational secondary education in the basic military field at the Provincial Military School.

2. The Provincial Military School is responsible for all aspects of organizational, managerial, and administrative work; promptly proposing policies and measures to the Provincial Military Command for coordination and cooperation with related functional agencies to advise the Provincial Party Committee and Provincial People's Council on organizing and implementing the task of training military district cadres at the commune level.

Article 6. Content of Management and Direction

1. Impart to all cadres, teachers, and students about the purpose, requirements, and tasks of training cadres for the People's Militia Command at the commune level for the course.

2. Develop a comprehensive training plan for the entire course, a monthly training plan divided by week, day, and various plans to ensure training.

3. Organize close coordination and unified cooperation among relevant agencies and units to implement the training program.

4. Direct activities related to training work, registration, management, statistics, inspection, interim review, final assessment; promptly draw lessons to develop subsequent guidance measures.

5. Organize examinations and issue graduation certificates.

Article 7. Methods of Management and Direction

1. Training management and direction are organized from the school’s Board of Directors to the student management unit through the command system and duty roster to continuously grasp the training situation and compile reports for the Training Steering Committee and higher military authorities.

2. The Planning and Training Department, Teacher Department, and student management unit must manage the training results of each student with all examination points and test scores.

Chapter II BUILDING TRAINING PLANS

Article 8. Intermediate Vocational Training Program

1. The intermediate vocational training program for the basic military profession (hereinafter referred to as the intermediate program) reflects the goal of intermediate vocational training for the basic military profession; sets standards for knowledge, skills, scope, and structure of the intermediate vocational training content for the basic military profession, methods and forms of training, evaluation methods for each subject, intermediate vocational training level throughout the course; ensuring compatibility with other training programs.

2. The specific training program of the Provincial Military School is based on the detailed intermediate vocational training program for the basic military profession issued by the Minister of National Defense.

Article 9. Course Units and Course Components

1. A course unit is used to measure the study load of students. One course unit is defined as 15 theoretical class hours; 30 to 45 practical, discussion, and experiment class hours; 45 to 60 hours of internship and graduation internship. A theoretical or practical class hour lasts 45 minutes.

2. A course component is a relatively complete block of knowledge and skills that facilitates the acquisition of knowledge during the learning process. Each course component has a volume of 2 to 5 course units, arranged for full teaching and evenly distributed within a semester. Knowledge in each course component corresponds to a certain level and is structured as part of a subject or parts of multiple subjects. The Provincial Military Command Chief stipulates or authorizes the Provincial Military School Principal to specify the number of class hours and hours for each course component according to the characteristics of each course.

Article 10. Building a Comprehensive Training Plan for the Entire Course

1. Based on the project and directive of the Provincial Military Command Chief; the framework program of the Ministry of Education and Training and the detailed program issued by the Ministry of National Defense, the Provincial Military School takes the lead in coordinating with the Provincial Political Academy and relevant provincial agencies to build a comprehensive training plan for the entire course.

2. The comprehensive course plan must be approved by the provincial People's Committee or signed by the Provincial Military Command Chief.

Article 11. Monthly Training Plan

1. The monthly training plan, hosted and coordinated by the Planning and Training Board of the Military School and constructed in collaboration with the Training Department of the Provincial Political School, shall be reviewed and approved by the Director of the Provincial Military School and sent to all departments, divisions, and teaching faculties before the 20th day of each month.

2. The training plan for each month shall be divided into weekly and daily schedules, with each day consisting of ten sessions, each session lasting forty-five minutes.

3. The arrangement of the training plan must be scientific, logical, and reasonable among subjects within each course; preceding courses serve subsequent ones; between theory and practice; between technical and tactical aspects; between field training and classroom instruction; and balance intellectual and physical strength.

4. The scheduling of subjects and lessons should be appropriate so that there are no more than three subject examinations or lesson tests in one week.

5. Upon completion of a course, a knowledge assessment must be scheduled within five days.

Chapter III ORGANIZATION AND MANAGEMENT OF TRAINING

Section 1 TRAINING ORGANIZATION

Article 12. Volume of Knowledge, Skills, and Duration of Training

1. The volume of knowledge, skills, and duration of training for the intermediate specialized military program specifically:

a) Conducting training for eighteen months with a volume of training from ninety-five to one hundred five credit units, wherein the practical teaching and internship portion accounts for fifty to seventy-five percent of the total time allocated;

b) The maximum duration to complete the program includes the time stipulated for the training program as specified in point a.

2. Training Organization Provincial Military Schools organize training according to academic sessions, academic years, and semesters.

a) The duration of an academic session is calculated from the date of enrollment until the completion of the training program, designed according to current regulations of the Ministry of Education and Training;

b) An academic year consists of two main semesters, each semester having at least fifteen weeks of study and two to three weeks of exams. Each week shall not exceed thirty theoretical sessions. Practical training, internships, and graduation internships are counted in hours, with no more than eight hours per day. Outside the two main semesters, the Director of the Military School may arrange additional classes and study on holidays for students who have failed certain subjects during the academic year to retake and retest;

c) Based on the training programs, the Director of the Military School shall develop plans to allocate subjects for each academic year and semester; At the beginning of the academic session, the school must inform students about the training regulations; the content and study plans of the training programs; the content of the training program for each semester; the list of subjects, exam schedule, examination formats; rights and obligations of students.

Section 2 TEACHER MANAGEMENT

Article 13. Preparation Work for Teacher Staff

1. The Teaching Faculty must thoroughly understand the overall training plan for the entire academic session and the monthly training plan provided by the Planning and Training Board to assign teachers accordingly.

2. Teachers must meet the following standards:

a) Loyalty to the revolutionary cause of the Party, firmness in Marxism-Leninism, Ho Chi Minh Thought, the goal of national independence and socialism, exemplary compliance with the Party's policies and the State's laws;

b) Strict organizational discipline awareness, high sense of responsibility; clean and healthy lifestyle, having been trained through basic courses both inside and outside the military, possessing the necessary level, practical experience, and pedagogical methods to meet the requirements of the assigned teaching program;

3. Teachers from the Political School are responsible for teaching political theory and state management courses. Teachers from the Military School are responsible for teaching military knowledge, Party work, and political work courses. Officials from the Provincial People's Committee for Defense and Security participate in teaching as part-time teachers and are under the management of the Military School regarding their teaching activities. The Military School collaborates with the Political School under the management of the Training Steering Committee.

Article 14. Teachers' preparation work

1. All teachers assigned to teach must prepare thoroughly; actively study to grasp the content of the program, the target audience of learners; timely update new information both theoretical and practical into their lectures.

2. The Principal or Deputy Principal of Military School is responsible for reviewing and approving the lectures of teachers at the Military School. The Director or Deputy Director of the Political School is responsible for reviewing and approving the lectures of teachers at the Political School. The Head of the Provincial Military Command is responsible for reviewing and approving the lectures of experienced teachers.

3. The Teacher Department must ensure material resources for lectures one week in advance with the Training Planning Office. Before teaching, teachers must proactively coordinate with the unit managing the class and check the preparation work serving the lecture.

Article 15. Teachers' teaching work

1. Teachers' teaching work includes: Lecturing, moderating discussions, organizing reviews, tutoring, guiding, and organizing examinations and tests for students.

2. Teachers must strictly adhere to the training schedule, absolutely not changing or adjusting the intended content of the approved lecture.

3. During the teaching process, teachers must implement the Party's viewpoints and policies, and state laws; always absorb students' feedback, promptly draw lessons to innovate and improve teaching quality.

4. Teachers must closely manage the number of personnel, maintain students' study discipline, and be primarily responsible for all activities of the class during the specified lecture time.

5. In case of accidents or safety issues during training, teachers and management staff must promptly address and mitigate consequences, while immediately reporting to the Training Planning Office and the School Principal's Office.

6. Prior to examinations and tests, teachers must guide students to review. Written exams must have at least three test papers, oral exams must have at least ten questions, and the test paper set must include answer keys and grading criteria sent to the Training Planning Office fifteen days in advance.

Section 3 MANAGEMENT OF STUDENTS

Article 16. General Provisions

1. Students must fully comply with the training and practice programs, strictly follow state laws, all regulations of the Military School. In classrooms and on training fields, students must have self-awareness, high sense of responsibility, strictly follow all rules, and correctly implement the training content. During lectures and discussions, they must respect teachers and management staff; actively participate in providing feedback to teachers on the content and methods of teaching. Students can propose opinions to participate in the goals, requirements, content, and duration of the training program and contribute to the organization, management, and operation of teaching and learning at the Military School.

2. Students are responsible for maintaining and preserving materials, textbooks, and all equipment used for studying and living at school; if lost or damaged, they must bear the responsibility for repair or compensation.

3. Students are guaranteed benefits according to the Law on Militia and Self-defense and related implementing regulations.

4. During the learning and training period, students who achieve good results will be rewarded; those who violate discipline will be dealt with according to the school's and local regulations where they work and live before being sent for training.

Mục 4 SOME REGULATIONS FOR IMPLEMENTATION DURING THE TRAINING COURSE

Article 17. Conference system during training

1. The unit managing students shall organize a monthly experience-sharing conference on training once a week on Monday afternoon of the last week of each month. Participants include student management officers, students, representatives of teachers, the Training and Planning Board, the Political Board, the Logistics Board/School of Military Affairs, and the Training Department/School of Political Affairs.

2. Every quarter, the School Director's Office of the Military School shall organize a training coordination meeting for the school on Thursday morning of the last week of the last month of each quarter. Participants include the School Director's Office, commandants of various departments, faculties, the Training Department of the Political School, student representatives, and one member from the Political School's Director's Office.

3. Based on the actual situation of the school and the locality, organize deployment meetings for training tasks and summary meetings for experience-sharing at the end of the course appropriately.

Article 18. Coordination and Reporting System

1. Every day, departments, faculties, and training units shall organize a coordination meeting to grasp the daily situation, chaired by the School Director's Office.

2. Daily duty officers of the class and the school shall compile the daily training situation report and submit it to the Training and Planning Board between 15:00 and 16:00. The report must be confirmed by the student management officer.

Article 19. Inspection and Audit System for Training

1. Inspection and audit of training aim to enhance the effectiveness of management over training work within the school.

2. The content of inspection and audit of training focuses on the implementation of plans, organization of teaching and learning, and quality of training.

3. At the conclusion of inspection and audit, comments and scores will be given for each aspect of work and an overall evaluation score. The inspection and audit record must be confirmed by teachers, student management officers, and inspection and audit officers.

4. Inspection and audit of training shall be conducted regularly throughout the course. Audits shall be carried out in phases according to the requirements of commanders and the practical needs of training. Inspectors at each level shall be designated by the commander at that level.

5. Inspection and audit: Provincial Military Command once a month, Military Region Command once every quarter, and the Ministry of Defense at least once during each course.

Chapter IV ASSESSMENT OF STUDY UNITS, END-OF-STUDY UNIT EXAMS, AND GRADUATION EXAMS

Article 20. Organization of End-of-Study Unit Exams

1. At the end of each semester, the school shall organize two exams to conclude study units. Students who did not attend the first exam or scored below 5 in the first exam shall be allowed to take the second exam. The second exam in that semester shall be held at the earliest two weeks after the first exam.

a) Students who miss more than 20% of the prescribed class hours for each study unit shall not be eligible to take the first end-of-study unit exam. These students, after participating in supplementary classes to cover the missing content of the study unit, may take the second end-of-study unit exam. For those with valid reasons for absence, the Military School Principal shall consider and decide whether to treat this as their first attempt. Students who fail to attend supplementary classes due to excessive absence without valid reasons must accept a score of 0 for the end-of-study unit exam.

b) Students who miss more than 20% of the prescribed class hours for each study unit mentioned above shall only be allowed to take the end-of-study unit exam once more (if applicable) during the time off decided by the Provincial Military School Principal.

2. Students absent from the first end-of-study unit exam without valid reasons must accept a score of 0 for that exam and can only take the second end-of-study unit exam organized by the school. If absent with valid reasons, the Military School Principal shall consider and decide whether to allow them to take the second exam but still count it as their first attempt.

3. In cases where a student fails to achieve a score of 5.0 even after two attempts, they must re-enroll in the study unit and the number of opportunities to take the end-of-study unit exam shall be applied as stipulated in Clause 1 of this Article. The Military School Principal shall arrange the time for re-enrollment and completion of the re-examination before considering eligibility for graduation examination.

4. The time allocated for reviewing for each end-of-study unit exam depends on the number of credit units of the study unit. The Principal shall specify the review and exam times in the schedule for each semester. The duration for writing essay-type end-of-study unit exams ranges from 90 minutes to 120 minutes, while multiple-choice exams range from 45 minutes to 60 minutes. For specialized subjects, the duration of the end-of-study unit exam shall be determined by the Military School Principal.

Article 21. Evaluation of Course Components

1. Depending on each course component, the comprehensive evaluation score for the course component (referred to as the course component score) shall be calculated based on regular test scores, periodic test scores, and final examination scores for the course component:

a) Regular test scores are scores from tests at the beginning or during class hours, practical tests, or written tests with a duration of less than 45 minutes;

b) Periodic test scores are scores from end-of-course tests, practical assignment tests, internship tests, or tests on major components of the course component, with a duration of 45 minutes or more;

c) Final examination scores are scores from examinations organized by the school at the end of each semester to conclude the course component.

2. The course component score is the average of the final examination score and the average of the regular test scores. The average of the regular test scores is the weighted average of the regular test scores and periodic test scores, where regular test scores are weighted at 1 and periodic test scores are weighted at 2.

3. The form of testing and the number of tests shall be determined by the Rector and must be publicly announced to students before they begin the course component, but it must ensure that there is at least one regular test and one periodic test for every two to three credit units of each course component. Students who are absent from tests without valid reasons must accept a score of 0 for those tests.

4. Lecturers directly prepare questions, organize tests, and grade the test papers of the course component.

Article 22. Preparation of Examinations, Examination Formats, and Grading of Final Examinations

1. The content of the examination questions must be consistent with the basic knowledge content of the course component as stipulated in the curriculum. The process of preparing final examination questions for the course component shall be regulated by the Rector of the Military School and the Political School.

2. The format of the final examination for the course component may include written exams (multiple choice or essay), oral exams, practical exams, or a combination thereof. The Rector decides on appropriate examination formats for each course component and publicly announces them to students at the beginning of the academic year.

3. The grading of final examinations for written exams can only be conducted after the exam papers have been sealed. The results of the written exam grading must be published no later than ten days after the exam. The Rector regulates the grading process, standardizes the scoring criteria, and specifies the preservation and retention of written exam papers after grading. Written exam papers must be retained for at least one year after the completion of the academic program.

4. Oral exam and practical exam grading must be conducted according to the prescribed grading forms, where corresponding to each evaluation content, teachers must record their comments, scores for each part, and total scores on the grading form. Oral exam scores must be announced immediately after each session when the two graders agree on the score. The Rector specifies the content and format of the grading forms for oral and practical exams.

5. Final examination scores must be recorded on a standardized score sheet, signed by two graders, and confirmed by the Department Head or the Faculty Head. The final examination score sheet and the course component score must be managed and retained in the department and faculty, and submitted to the Planning and Training Board no later than one week after the conclusion of the course component grading.

6. Students have the right to request a re-evaluation of their final examination scores for essay-type written exams within fifteen days from the date of publication of the final examination results. The Rector is responsible for organizing the re-evaluation and announcing the re-evaluation results to the students.

Article 23. Calculation of examination scores, final scores, average scores, and classification of academic results

1. Partial assessment scores (including regular tests and periodic tests) and final examination scores for each course are graded on a scale of 10 points and rounded to whole numbers.

2. The course assessment score is rounded to one decimal place.

3. The overall average academic score for each semester, each academic year, and the entire program is the weighted average of the course scores within each semester, each academic year, and the entire program, with the weight being the credit value of each course, rounded to one decimal place after rounding. The weight of each course depends on the number of credits for that course. Each credit corresponds to a specific weight.

4. Course scores and overall average academic scores for awarding honors are based solely on the first attempt at the final examination. Course scores and overall average academic scores for graduation are based on the highest score from all attempts at the final examination.

5. Classification of academic results:

a) The overall average academic score serves as the basis for classifying student academic performance, specifically:

- Excellent: 9.0 to 10,

- Very Good: 8.0 to 8.9,

- Good: 7.0 to 7.9,

- Fairly Good: 6.0 to 6.9,

- Average: 5.0 to 5.9,

- Weak: 4.0 to 4.9,

- Poor: below 4.0.

b) If a student has an overall average academic score classified as Good or higher but has more than 20% of their courses with scores below 5.0 on the first attempt, the classification will be reduced by one level.

Article 24. Conditions for Graduation Examination

1. A student is eligible to take the graduation examination if they meet the following conditions:

a) They have accumulated the required number of courses as specified in the training program, with no remaining courses having scores below 5.0,

b) They are not currently under disciplinary action of suspension or higher at the time of assessing eligibility for the graduation examination.

2. A student who does not meet the conditions stipulated in point a, Clause 1 of this Article due to insufficient overall average academic score for the final academic year of 4.0 or above, an overall average academic score for the entire program of 4.5 or above, and still meets the study duration requirements set forth in Clause 1 of Article 12 of this Circular, may be considered by the President for re-taking courses that did not meet the requirements, followed by reassessment of eligibility for the graduation examination. If the student meets the conditions for taking the graduation examination, they may participate in subsequent graduation examinations. The timing and plan for retaking courses, reassessing eligibility for the graduation examination, and taking the graduation examination shall be decided by the President.

Article 25. Subjects of the Graduation Examination

1. The subjects of the graduation examination include: Politics, Comprehensive Military Theory, and Military Practice.

2. Content of the graduation examination subjects:

a) The content of the graduation examination in Politics includes knowledge from the curriculum of the Politics subject as prescribed by the Ministry of Education and Training;

b) The content of the graduation examination in Comprehensive Military Theory includes knowledge synthesized from several mandatory courses in the foundational and specialized knowledge sections of the training program;

c) The content of the graduation examination in Military Practice includes basic and advanced military skills synthesized from several mandatory courses in the specialized skills section of the training program.

3. The President specifies in detail the content and volume (in terms of credits) of the review materials, review period, and examination period for each graduation examination subject, in accordance with the training program, and announces them at the beginning of the final semester of the program.

Article 26. Examination Board for Graduation Examinations

1. At least two weeks before the graduation examination period, the Principal must complete the plan for organizing the graduation examinations, propose to the Head of the Provincial Military Command to decide or decide to establish the Examination Board for Graduation Examinations when authorized, and simultaneously report the plan for organizing the graduation examinations to the Provincial Military Command and the Provincial Department of Education and Training.

2. The composition of the Examination Board for Graduation Examinations includes:

a) Chairman: One Deputy Member of the Training Steering Committee;

b) Vice-Chairman: Principal of the Military School, Director of the Political School;

c) Secretary member is the Head of the Operations - Training Department of the Military School;

d) Members include: Inviting one functional department officer of the Provincial Department of Education and Training, Head of the Mobilization and Recruitment Department at the provincial level; Head of the Organization and Training Department of the Political School at the provincial level, and Heads of each faculty and some teachers from the Military School and the Political School.

3. Tasks of the Examination Board for Graduation Examinations:

a) Assist the Training Steering Committee in organizing and directing the graduation examinations according to the regulations stipulated in this Regulation and the Principal's plan of the Military School;

b) Decide on the establishment of working committees for the Examination Board for Graduation Examinations, including the Secretariat, Question-setting Committee, Supervision Committee, and Marking Committee. These committees are directly under the direction of the Chairman of the Examination Board for Graduation Examinations.

- The Secretariat is headed by the Secretary member of the Examination Board;

- The Question-setting Committee is headed by the Chairman or Vice-Chairman of the Examination Board concurrently. The Question-setting Committee consists of sub-committees, each subject being handled by one sub-committee. Each sub-committee shall not exceed three people, including one person as the Head of the sub-committee;

- The Supervision Committee is headed by the Chairman or Vice-Chairman of the Examination Board concurrently;

- The Marking Committee is headed by the Chairman or Vice-Chairman of the Examination Board concurrently. The Marking Committee consists of sub-committees, each sub-committee responsible for marking one subject of the graduation examination. The number of people in each sub-committee depends on the number of examination papers of the subject and is decided by the Chairman of the Examination Board for Graduation Examinations. Each sub-committee has a minimum of three people, including one person as the Head of the sub-committee;

c) Organize and monitor the examination period, ensuring compliance with internal regulations and handling violations of internal regulations as stipulated in Article 33 of this Regulation;

d) Review examination results and resolve any complaints (if any); submit to the Principal of the Military School lists of students recognized as having graduated and lists of students not recognized as having graduated;

đ) Perform other tasks as required by the Training Steering Committee.

4. The Standing Committee of the Examination Board for Graduation Examinations consists of the Chairman, Vice-Chairman, and Secretary member of the Board. The Standing Committee has the following tasks:

a) Prepare necessary files and documents for full board meetings;

b) Handle matters between two board meetings in accordance with the regulations, and report the results of the work to the board in the next meeting;

c) Collect and classify examination results and present them to the Board for recognition of graduation.

5. The Board must have a schedule for full board meetings during the period of directing and organizing the examination, clearly defining the content of each meeting, and each meeting must have minutes. All recommendations of the Board and minutes of each meeting must be signed by the Chairman and Secretary member to report to the Training Steering Committee.

6. The organization, tasks, and authority of the working committees assisting the Examination Board for Graduation Examinations are defined by the Chairman of the Board.

6. The organization, duties, and powers of the committees assisting the graduation examination council shall be prescribed by the council chairman.

Article 27. Conducting Graduation Examinations

1. The graduation examination board shall develop plans and organize examinations, thoroughly prepare all conditions for the examination work, ensuring strict and serious management at all stages during the examination process.

2. Rules of the examination shall be disseminated to each invigilator and examinee. All necessary information about the graduation examination shall be posted fully and publicly.

3. Each examination room must have two invigilators. Depending on examination room conditions, the number of supervisors shall be arranged appropriately while ensuring the requirements of the examination task.

Article 28. Grading Graduation Examinations

1. The grading scale for graduation examinations is a ten-point scale, with minor points being graded up to 0.25 points. If the total score has a decimal point of 0.25, it will be rounded to 0.5, if the decimal point is 0.75, it will be rounded to 1.0. If grading is done according to a different scale than the ten-point scale, after grading is completed, it must be converted to the ten-point scale. The conversion must be decided by the Principal of the Military School and publicly announced before grading begins.

2. The Principal of the Military School shall stipulate the grading procedures:

a) All written examination papers must be coded before grading;

b) Written examination grading (essay type) must be conducted by two teachers following a two-round independent grading procedure, then unify the grading results for each paper;

c) Oral examination and practical examination grading must ensure that two teachers participate in each examination. After grading, the scores for each paper must be unified. In cases where two graders cannot agree on the score, a report must be made to the Head of the Sub-committee, and the Head of the Grading Committee shall decide on the handling measures.

3. Students have the right to request a re-grading of their graduation examination scores for essay-type written subjects within fifteen days from the date of the examination results announcement. The Principal is responsible for organizing the re-grading and announcing the re-grading results to the students. In cases of re-grading requests, the re-grading process must follow the regulations set forth in the current Professional Secondary Education Admissions Regulations issued by the Ministry of Education and Training.

Chapter V CONDITIONS FOR GRADUATION RECOGNITION, CLASSIFICATION, AND GRANTING OF GRADUATION CERTIFICATES

Article 29. Conditions for Graduation Recognition

1. Students meeting the following conditions shall be recognized as having graduated:

a) The average score of graduation examination subjects (AGES) must be 5.0 or higher (The average score of graduation examination subjects is the sum of the scores of the graduation examination subjects);

b) At most only one graduation examination subject may have a score below 5.0 but not lower than 4.5;

c) Up to the time of graduation recognition review, the student has not been disciplined with suspension of studies or higher.

2. Based on the recommendation of the graduation review board, the Principal of the Military School shall sign the decision recognizing graduation for students meeting the conditions stipulated in Clause 1 of this Article.

3. Students who do not meet the conditions for graduation recognition due to failing to achieve the required scores in graduation examinations as specified in Point a and b of Clause 1 of this Article or for special reasons not taking all subjects, the school shall organize a retake of the failed subjects within three to six months from the date of the school's announcement of the examination results. The content, form, question setting, organization, grading, and recognition of graduation for these students shall be carried out like the official graduation examination and stipulated by the Principal of the Military School.

4. Students who do not meet the conditions for graduation recognition due to criminal prosecution or disciplinary action of suspension of studies or higher, up to the time of graduation recognition review, shall have their graduation recognition postponed. Depending on the severity of the violation, the postponement period shall be at least six months and decided by the Principal. During this period, if the student is confirmed by the local authority where they reside and the workplace organization (if applicable) to have good self-cultivation and training awareness, they shall be eligible for graduation recognition.

Article 30. Graduation Classification

1. The graduation classification score (GCS) is the average of the overall course GPA (OCGPA) and the GPA of the graduation examination subjects (EGPA). The graduation classification score is rounded to one decimal place.

2. Graduation classification is carried out as follows:

3. Students who are classified as good or better will be downgraded by one level if they violate any of the following circumstances:

a) The total number of courses requiring retake exceeds 10% of the total credit hours specified for the entire program.

b) They have been disciplined during their study period at a level of warning or higher.

4. Students who retake the graduation examination and meet the requirements will only be classified as satisfactory.

Article 31. Management and Issuance of Graduation Certificates

1. The format of the vocational secondary military foundation graduation certificate is prescribed, printed, and distributed nationwide by the Ministry of Education and Training. The functional unit responsible for managing vocational education under the Ministry of Education and Training shall be accountable to the Ministry for:

a) Managing the vocational secondary military foundation graduation certificates through the School Administration Department of the General Staff.

b) Checking decisions recognizing graduation and examination result reports to identify cases of incorrect certificate issuance.

2. Provincial Military Schools are responsible for:

a) Reporting to the Militia Self-Defense Department and the School Administration Department of the General Staff about the commencement and completion of training programs within one month.

b) Registering and purchasing vocational secondary military foundation graduation certificate forms from the General Staff (through the School Administration Department). The number of extra forms purchased should not exceed 5% more than the number of students recognized for graduation.

c) Issuing vocational secondary military foundation graduation certificates to eligible recipients according to regulations and recording them clearly in the graduation certificate issuance logbook for each program.

d) Returning damaged certificates and settling accounts for unused forms with the General Staff (through the School Administration Department) no later than one month after the school's graduation certificate issuance ceremony.

Article 32. Issuance of Graduation Certificates, Management, and Storage of Graduation Records

1. Vocational secondary military foundation graduation certificates can only be issued when all required information on the form is accurately filled out according to current regulations of the Ministry of Education and Training.

2. Students who have not yet graduated will be issued a certificate of academic results for completed courses in the training program.

3. The Principal of the Military School is responsible for organizing the graduation certificate award ceremony for students recognized as having graduated. The ceremony must be held no later than 30 days after the Principal signs the decision recognizing graduation.

4. The Principal of the Military School is responsible for managing and storing graduation records, sending the decision along with the list of recognized graduates to the management authority and the Ministry of Education and Training. The submission time must be no later than 15 days after signing the decision recognizing graduation.

5. Stored records include:

a) Decision recognizing graduation;

b) List of students taking the graduation examination;

c) List of students not allowed to take the graduation examination (if applicable);

d) List of students recognized as having graduated and their graduation classifications, including columns for examination subject scores, overall course GPA (OCGPA), examination GPA (EGPA), and graduation classification score (GCS);

đ) List of students who have not graduated. Documents specified in Clause 5 of this Article must be stored and preserved according to current regulations.

Chapter VI DISPOSITION OF VIOLATIONS

Article 33. Disciplinary Disposition for Examination Supervisors, Inspectors, and Students Violating Examination and Inspection Regulations

During regular inspections, periodic inspections, final course examinations, and graduation examinations (hereinafter referred to as examinations and inspections), if there is a violation of regulations, students will be subject to disciplinary disposition:

1. For examination supervisors and inspectors: Depending on the level of violation, if the staff member belongs to the provincial military command, they shall be disciplined by the provincial military commander; if they belong to the political school, they shall be disciplined by the director of the political school.

2. For students:

a) Reprimand and deduct 25% of the examination or inspection score if they commit any of the following offenses:

- Having been warned once for looking at another's paper or exchanging papers with others but still repeating the offense.

- Bringing unauthorized materials into the examination or inspection room but not using them.

b) Warning and deducting 50% of the examination or inspection score if they commit any of the following offenses:

- Exchanging materials or scratch paper with others.

- Copying answers for others or allowing others to copy their answers (both the giver and receiver are subject to disposition).

- Using unauthorized materials inside or outside the examination room.

- Refusing to comply with the management of examination supervisors.

c) Suspension of the examination or inspection (score of zero) if they commit any of the following offenses:

- Having received a warning but continuing to violate.

- Engaging in aggressive behavior or threatening examination supervisors or other students during the examination period.

3. In all cases of violations stipulated in Clause 1 and 2 of this Article, examination supervisors must prepare a report and send it to the Training and Operations Department (if it is an inspection or course examination) and to the Examination Board (if it is a graduation examination). The deduction of scores and recommendation for disciplinary disposition shall be carried out by the Training and Operations Department or the Examination Board.

Chapter VII IMPLEMENTATION PROVISIONS

Article 34. Effective Date

This Circular shall take effect forty-five days from the date of signature.

Article 35. Implementation

1. The Chief of General Staff, Chiefs of General Departments, Commanders of Military Regions, Provincial Military Commanders, Principals of Military Schools, Directors of Political Schools at the provincial level, and related agencies and units are responsible for implementing this Circular.

2. The General Staff Headquarters shall organize the implementation of this Circular./.
