JOINT CIRCULAR
Amending and supplementing certain Articles of Circular Joint Circular No. 113/2013/TTLT-BTC-BYT
dated August 15, 2013 of the Ministry of Finance and the Ministry of Health on management and use of funds
to implement the National Target Program on Health for the period 2012-2015

Pursuant to Decree No. 60/2003/NĐ-CP dated June 6, 2003, promulgated by the Government detailing and guiding the implementation of the Law on State Budget;
Pursuant to Decree No. 215/2013/NĐ-CP dated December 23, 2013, promulgated by the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
This Circular prescribes procedures for receiving, providing health care for domestic violence victims and statistical reports on domestic violence victims at medical facilities.
Pursuant to Decision No. 135/2009/QĐ-TTg dated November 4, 2009 of the Prime Minister promulgating the Regulations on Management and Implementation of National Target Programs;
Implementing Decisions of the Prime Minister No. 2406/QĐ-TTg dated December 18, 2011 approving the List of National Target Programs for the period 2012-2015 and No. 1208/QĐ-TTg dated September 4, 2012 approving the National Target Program on Health for the period 2012-2015;
The Minister of Finance and the Minister of Health hereby issue this Circular Joint Circular amending and supplementing certain Articles of Circular Joint Circular No. 113/2013/TTLT-BTC-BYT dated August 15, 2013 of the Ministry of Finance and the Ministry of Health on management and use of funds to implement the National Target Program on Health for the period 2012-2015 (hereinafter referred to as Circular Joint Circular No. 113/2013/TTLT-BTC-BYT).
Article 1. Amend and supplement Point a, Clause 2, Article 4 of Circular Joint Circular No. 113/2013/TTLT-BTC-BYT as follows:
"a) Expenditure to support health workers for children under one year old to take or inject vaccines according to the prescribed eight doses: - For particularly difficult communes: VND 24,000 per child taking or injecting all doses of vaccine (equivalent to VND 3,000 per child per dose taken or injected). - For other communes: VND 12,000 per child taking or injecting all doses of vaccine (equivalent to VND 1,500 per child per dose taken or injected)."
2. The Director of the Office, the Director of the Telecommunications Department; Heads of agencies and units under the Ministry; Directors of Provincial Departments of Information and Communications; General Directors, Directors of telecommunications enterprises and organizations and individuals related to this matter are responsible for implementing this Circular.
This Circular takes effect from October 1, 2015.
Any difficulties encountered during implementation should be promptly reported to the Ministry of Finance and the Ministry of Health for study and resolution./.
