DECISION OF THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Issuing Regulations on Technical Operations for Plant Quarantine Inspection and Procedures for Establishing Plant Quarantine Inspection Records
Pursuant to the Ordinance on Protection and Plant Quarantine promulgated on February 15, 1993, and Government Decree No. 92/CP dated November 27, 1993, regarding the Plant Quarantine Regulations;
THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Government Decree No. 73/CP dated November 1, 1995, stipulating the functions, tasks, and organizational structure of the Ministry of Agriculture and Rural Development;
At the proposal of the Director of the Plant Protection Department.
Issued along with this Decision are the "Regulations on Technical Operations for Inspecting Objects Subject to Plant Quarantine and Procedures for Establishing Plant Quarantine Inspection Records".
DECISION:
Article 1:This Decision shall take effect fifteen days from the date of signature. This Decision replaces Decision No. 91/1998/QĐ/BNN-BVTV dated July 2, 1998, and Decision No. 106/1999/QĐ/BNN-BVTV dated July 26, 1999, of the Minister of Agriculture and Rural Development.
Article 2:The Heads of the Ministry's Office, the Director of the Plant Protection Department, and the Heads of related agencies are responsible for implementing this Decision.

All technical operations for inspecting objects subject to plant quarantine shall be uniformly applied according to TCVN 4731-89, concerning "Plant Quarantine, Sampling Methods".
Article 1
The Plant Protection Department shall detail technical operations for inspecting objects subject to plant quarantine for various modes of transport, packaging, storage, and specific groups of objects subject to plant quarantine; specify inspection operations for each type of harmful organism within each group of objects and control operations for harmful organisms on each type of plant.

The plant quarantine inspection record includes:

2.Plant Quarantine Permit for Imported Plant Propagating Material (Form 2).
3.Plant Quarantine Declaration Form (Form 3).
4.Inspection Record for Plant Quarantine of Transport Means (Watercraft, Aircraft, Railways, Motor Vehicles, etc.) (Form 4).
5.Plant Quarantine Inspection and Sample Collection Record (Form 5).
6.Inspection Record for Surveying Harmful Organisms in Plant Resources (Form 6).
7.Interim Plant Quarantine Result Certificate (Form 7).
8.Plant Quarantine Result Certificate (Form 8).
9.Plant Quarantine Certificate (Form 9).
10.Plant Quarantine Certificate for Imported, Transit, and Domestic Transport Goods (Form 10).
11.Record of Violation of the Ordinance on Protection and Plant Quarantine (Form 11).
12.Decision on Penalty for Violation of the Ordinance on Protection and Plant Quarantine (Form 12).
13.Plant Quarantine Declaration Form for Plant Products (Form 13).
14.Order to Hold and Process Imported Plant Products (Form 14).
15.Supervision and Processing Record for Objects Subject to Plant Quarantine (Form 15).
16.Notification of Plant Quarantine (Form 16).
These regulations apply to organizations and individuals involved in plant quarantine activities within the territory of Vietnam./.
