Pursuant to Decree No. 34/2003/NĐ-CP dated April 4, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;
Pursuant to Decree No. 77/2003/NĐ-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Upon the proposal of the Director of the Price Management Department and the Head of the Cadre and Civil Servant Organization Department,
DECISION:
Article 1. The Price Management Department is an organization under the state management machinery of the Ministry of Finance, with the function of assisting the Minister of Finance in uniformly managing state affairs related to prices nationwide and implementing price management for certain goods and services as prescribed by law.
b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;
1. Submit draft regulatory legal documents concerning the field of prices to the Minister of Finance for approval;
2. Submit to the Minister of Finance regulations on price control for monopolies; principles and methods for determining prices, price ranges for various types of land by region and time period; decisions on prices for certain important goods and services as prescribed by law;
3. Submit to the Minister of Finance pricing plans or review pricing plans developed by ministries, sectors, and state-owned enterprises for important assets, goods, and services, product prices for goods ordered or subsidized by the State, for decision by the Government or the Prime Minister;
4. Submit to the Minister of Finance standards for pricing appraisers and conditions for operating pricing appraisal services; uniformly manage pricing appraisal activities according to the provisions of the law;
5. Issue guiding and explanatory documents on professional policies and systems in the field of prices and price announcements within its authority, upon authorization from the Minister of Finance;
6. Guide and inspect economic and social organizations in complying with state regulations on price management;
7. Guide individuals and organizations engaged in business services to display prices of goods and services at sales locations or transaction sites;
8. Proactively detect discrepancies in export and import prices of goods and propose reports to the Ministry with measures for handling;
9. Coordinate with relevant agencies to handle complaints and denunciations regarding dumping prices or the discovery of dumping prices, monopoly price agreements, and conduct cost production and circulation price inspections for organizations and individuals involved in monopoly price agreements; recommend the Minister of Finance to handle such violations within his authority;
10. Take the lead in coordinating with units to collect information, analyze price situations and fluctuations; forecast trends in domestic and international market price indices; propose stabilization measures;
11. Implement propaganda on price policy and laws and regulations on price management; participate in scientific research and plan training and development for price-related staff;
12. Carry out international cooperation in the field of prices as assigned; prepare materials and content for price negotiations when requested by the Government;
13. Receive reports, information, and necessary documents on price management and request relevant units under the Ministry to provide related documents on price management;
14. Organize the management of cadres and civil servants; train and develop, and implement policies and benefits for the cadre and civil servant team of the Price Management Department according to state regulations and the delegation of cadre management by the Minister of Finance;
15. Manage finances and assets allocated according to the delegation of the Minister of Finance and the provisions of the law;
16. Perform other tasks assigned by the Minister of Finance.
Article 3: Organizational structure of the apparatus

Affiliated units:

Specific tasks of each department and the Market - Pricing Magazine shall be stipulated by the Director of the Price Management Agency.
The staffing of the Price Management Agency shall be decided by the Minister of Finance.
The Price Management Agency is a legal entity with its own seal and is entitled to open an account at the State Treasury in accordance with regulations.
Article 4. Leadership of the Price Management Agency
The Price Management Agency has a Director and several Deputy Directors.
The Director is responsible for managing the staff and civil servants of the Agency in accordance with the provisions of the Ministry; managing financial resources and assets in compliance with regulations; assigning and arranging staff and civil servants in accordance with their trained expertise; organizing training and capacity enhancement for staff and civil servants; being accountable to the Minister of Finance for all activities of the Agency.
Deputy Directors are accountable to the Director for the tasks assigned to them.
Article 5. Effectiveness and Responsibility for Implementation
This Decision takes effect from August 1, 2003.
The Director of the Price Management Agency, the Head of the Cadre and Civil Servant Organization Department, Heads of units and organizations under the Ministry, and the Director of the Ministry of Finance's Office are responsible for implementing this Decision./.
