PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on Prevention and Control of Drugs dated December 9, 2000;
Pursuant to Resolution No. 16/2003/QH11 dated June 17, 2003 of the National Assembly on the implementation of pilot projects organizing management, vocational training, and employment for people after drug rehabilitation in Ho Chi Minh City and other centrally governed cities and provinces;
Considering the proposal of the Minister of Labor, Invalids and Social Affairs and the Chairman of the People's Committee of Tây Ninh Province.

Article 1Approve the Pilot Project "Organizing Vocational Training and Employment for People After Drug Rehabilitation in Tây Ninh Province" (annexed hereto).
Article 2. The People's Committee of Tây Ninh Province shall be responsible for implementing the Project; annually organize interim reviews and evaluations of the implementation of the Project and report to the Prime Minister.
Article 3. The Ministry of Labor, Invalids and Social Affairs shall take the lead and coordinate with the Ministry of Public Security, the Ministry of Finance, the Ministry of Justice, and relevant ministries and sectors in directing, guiding, and assisting the People's Committee of Tây Ninh Province in implementing the Project within their respective functions, tasks, and authorities; at the same time, coordinate with the People's Committee of Tây Ninh Province to resolve difficulties arising during the implementation process, and regularly report annually to the Prime Minister on the implementation status of the Project in Tây Ninh Province.
Article 4. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 5. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, and the Chairman of the People's Committee of Tây Ninh Province are responsible for implementing this Decision /.
