Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the State Budget Law dated December 16, 2002.

Considering the proposal of the Minister of Finance,

Article 1. These Financial Management Regulations for Search and Rescue Operations, Disaster Response, and Emergency Management Activities are hereby issued together with this Decision.

Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette. The Prime Minister's Decision No. 215/1999/QĐ-TTg dated November 3, 1999, promulgating the Interim Financial Management Regulations for Search and Rescue Operations, is hereby repealed.

Article 3. The Minister of Finance, the Chairman of the National Committee for Search and Rescue, the Head of the Central Steering Committee for Flood and Storm Prevention and Control, the Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of provincial and centrally-administered city People's Committees, and relevant agencies are responsible for implementing this Decision./.
