DECREE

Regulations on the functions, tasks, powers, and organizational structure of the Vietnam News Agency

Pursuant to the Government Organization Law dated June 19, 2015;

Pursuant to Decree No. 10/2016/NĐ-CP dated February 1, 2016 of the Government on agencies under the Government;

At the proposal of the Minister of Information and Communications;

The Government promulgates this Decree to regulate the functions, tasks, powers, and organizational structure of the Vietnam News Agency.

Article 1. Position and Functions

Article 1. The Vietnam News Agency is an agency under the Government, performing the function of state news in publishing and broadcasting official information and documents of the Party and State; providing information to serve the leadership requirements of the Party and management needs of the State; collecting and disseminating information through various forms of press and multimedia communication to serve mass media organizations, the public, and other entities both domestically and internationally.

2. The Vietnam News Agency has the abbreviated name in Vietnamese as VNA; the international trading name in English is Vietnam News Agency, abbreviated as VNA.

Article 3. The Vietnam News Agency is subject to the State management of the Ministry of Information and Communications regarding press, radio, and television.

b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;

Clause 1. To develop, submit to the Government and the Prime Minister strategies, plans, programs, long-term, medium-term, annual plans, important projects and proposals of the Vietnam News Agency, and organize their implementation after approval.

Clause 2. To unify the publication and broadcasting of official documents and information of the Party and State; collect and compile information for dissemination and reference through various forms of press and multimedia communication to timely meet the leadership requirements of the Party and management needs of the State.

Clause 3. To announce the official stance of the State on current issues; correct information that does not align with national interests; rectify false information; when necessary, issue statements to refute information with malicious intent to distort.

Clause 4. To collect, compile, publish, and disseminate products in various forms of press and multimedia communication to serve mass media organizations, the public, and other entities both domestically and internationally.

Clause 5. To perform the main role of the State's foreign press agency; collect, compile, and disseminate information about Vietnam in different languages for domestic agencies and organizations, foreign news agencies and press, foreigners, and overseas Vietnamese.

Clause 6. To provide information and carry out tasks related to informing ethnic minorities and mountainous regions in the languages and scripts of ethnic minority groups.

Clause 7. To implement the archiving of information materials; establish a database of information and manage the national photo archive.

Clause 8. To provide information and coordinate with relevant agencies to fulfill tasks related to information services for security and defense work.

Clause 9. To organize research and application of scientific and technological progress in the fields of press, communication, and news.

Clause 10. To implement international cooperation in areas within the functions, tasks, and powers of the Vietnam News Agency as prescribed by law.

Clause 11. To perform the function of the State's representative body of ownership for enterprises established by the Vietnam News Agency and for its share capital in enterprises as prescribed by law.

Clause 12. To manage and decide on investment and construction projects within its authority as prescribed by law; participate in the appraisal of important projects, proposals, and programs in its specialized field assigned by the Prime Minister.

Clause 13. To coordinate with relevant agencies to build a special financial mechanism for the Vietnam News Agency for submission to the Ministry of Information and Communications to be approved by the Government.

Clause 14. To decide and direct the implementation of the administrative reform program of the Vietnam News Agency according to the objectives and content of the State administrative reform program already approved by the Government and the Prime Minister.

Clause 15. To manage organizational structures, staffing, and the number of employees; to decide on appointments, reappointments, transfers, rotations, resignations, dismissals, training, rewards, and disciplinary actions; to implement salary systems and other policies for personnel under its management as prescribed by law.

Clause 16. To organize activities to provide services in accordance with the law.

Clause 17. To manage and utilize the state budget and assets allocated both domestically and internationally; to coordinate financial resources among units directly under the Vietnam News Agency in accordance with the State Budget Law and related regulations.

Clause 18. To implement reporting procedures to the Government, the Prime Minister, the Ministry of Information and Communications, and other competent authorities.

19. Performing other tasks and powers assigned by the Government and the Prime Minister and as prescribed by law.

24.News Agency Offices located in provinces and centrally governed cities established in accordance with the law.

25.Foreign News Agency Offices established in accordance with the law.

27.News Agency Training Center.

28.News Agency Communication Development Center.

29.Computer Center.

30.International Cooperation Center.

Units specified from Clause 1 to Clause 5 of this Article are assisting organizations for the General Director; units specified from Clause 6 to Clause 25 of this Article are information units; units specified from Clause 26 to Clause 30 of this Article are service units for information.

The Editorial and External Relations Department has 03 rooms, the Office has 08 rooms, the Organization and Staff Department has 02 rooms, the Planning and Finance Department has 05 rooms.

Article 4. Leadership

1.Vietnam News Agency shall have a General Director and not more than 04 Deputy General Directors.

2.The General Director and Deputy General Directors of Vietnam News Agency shall be appointed and relieved of duty by the Prime Minister in accordance with the provisions of the law.

3.The General Director is responsible before the Government, the Prime Minister, and the law for all activities of Vietnam News Agency. Deputy General Directors assist the General Director, and are responsible before the General Director and the law for the tasks assigned to them.

4. The General Director appoints and relieves of duty heads and deputies of heads, and stipulates the functions, tasks, powers, organizational structure, and working relationships of subordinate units.

Article 5. Effective Date

This Decree takes effect from the date of issuance and replaces Decree No. 88/2013/NĐ-CP dated August 1, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of Vietnam News Agency.

Article 6. Responsibility for Implementation

The General Director of Vietnam News Agency, Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and centrally governed city People's Committees are responsible for implementing this Decree./
