DECISION OF THE PRIME MINISTER
Approving the task of adjusting the Master Plan for Urban Development of Buon Ma Thuot City, Dak Lak Province to 2025

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Construction Law dated November 26, 2003;
Pursuant to Decree No. 08/2005/NĐ-CP dated January 24, 2005 of the Government on urban planning;
Considering the proposal of the Minister of Construction at Report No. 47/TTr-BXD dated August 22, 2006 on approving the task of adjusting the Master Plan for Urban Development of Buon Ma Thuot City, Dak Lak Province to 2025,
DECISION:
Article 1. Approves the task of adjusting the Master Plan for Urban Development of Buon Ma Thuot City, Dak Lak Province to 2025 with the main contents as follows:
1. Scope and boundary of the plan
The scope of the study to adjust the urban development plan within the administrative boundaries of the entire city, with a total natural area of 37,718 hectares.
2. Nature of Buon Ma Thuot City
- A core city in the Central Highlands region, playing a role in promoting economic and social development throughout the region; a regional center for education, healthcare, services, tourism, and sports;
- A provincial political, economic, cultural, educational, and scientific and technological center of Dak Lak Province;
- A regional transportation hub facilitating economic, cultural, and social exchanges between the Central Highlands and other regions in the country and internationally;
- Of particular importance in terms of security and defense.
3. Scale
a) Population scale
- Population scale by 2015 approximately 420,000 people; of which the urban population is about 280,000 people;
- By 2025 approximately 550,000 people; of which the urban population is about 400,000 people.
b) Land scale
Urban construction land by 2015 approximately 6,130 hectares; by 2025 approximately 8,000 hectares.
4. Orientation for spatial development and functional zoning
a) Direction of urban development
Main direction of the city's development: East, Northeast, South, and Southeast; connected with regional cultural, sports, educational, and traditional village centers.
b) Functional zoning
- System of centers:
+ Administrative center system divided by provincial, municipal, and district levels;
+ Specialized center system divided by inter-provincial regional, provincial regional, and urban levels;
+ Urban center model must meet the requirements according to the determined nature of the city;
+ Develop green space systems combined with cultural, sports centers; determine the scale to serve the regional level;
+ Determine the location, functional nature, and scale of universities, training centers, research institutes, regional, provincial, and municipal medical centers, and other specialized function centers. Form some new functional zones and centers such as: exhibition center, traditional culture festival center, film studio, forest park, zoo, etc.
- Residential areas:
+ For old neighborhoods: renovation, improvement, completion of urban technical and social infrastructure systems suitable for each development stage. Upgrade and renovate traditional villages within the city, creating unique characteristics of the Central Highlands region;
+ For new construction areas: develop modern, integrated urban districts with infrastructure structures meeting the criteria of a first-class city; organize garden house areas;
+ Study solutions to maintain, protect, and develop traditional villages within the city, promote the value of traditional architectural heritage of the Central Highlands region, ensuring ecological balance and environmental hygiene;
- Industrial and warehouse areas: build concentrated industrial and warehouse zones outside the city; develop small-scale industries of the city, ensuring no pollution of the urban environment.
c) Architectural space organization
- For old urban areas: renovation, upgrading, and beautification;
- For new urban areas: modern construction reflecting the urban identity of the Central Highlands region;
- For suburban areas: renovation, construction of traditional villages, garden houses; promoting traditional architectural identity, integrating with natural terrain, creating a distinctive architectural landscape of the Central Highlands region.
5. Orientation for planning the technical infrastructure system
Apply standards and regulations according to the criteria of a first-class city stipulated in Decree No. 72/2001/NĐ-CP dated October 5, 2001 of the Government on classifying cities and urban management levels.
6. Planning products
The Master Plan for Urban Development shall be implemented in accordance with Decree No. 08/2005/NĐ-CP dated January 24, 2005 of the Government on urban planning and Circular No. 15/2005/TT-BXD dated August 19, 2005 of the Ministry of Construction on guiding the preparation, review, and approval of urban planning.
7. Implementation Schedule
- Approval of the design assignment: September 2006;
- Survey, fieldwork, data collection, and map gathering: September 2006 to November 2006;
- Research and drafting of the project: December 2006 to May 2007;
- Report for comments from relevant ministries, sectors, and localities: June 2007;
- Completion of documentation and submission for review: July 2007 to August 2007;
- Finalization of documentation and submission for approval: September 2007.
8. Implementation organization
- Project sponsor: People's Committee of Dak Lak Province;
- Organization responsible for preparing the plan: People's Committee of Buon Ma Thuot City;
- Reviewing agency: Ministry of Construction;
- Agency responsible for reviewing: Ministry of Construction and People's Committee of Dak Lak Province;
- Approval agency: Prime Minister.
Article 2. Assign the People's Committee of Dak Lak Province:
- To organize the preparation of the adjusted Master Plan for Urban Development of Buon Ma Thuot City to 2025;
- To issue the Urban Management Regulations according to the approved plan;
- To prepare, approve detailed plans and investment projects in accordance with the law.
Article 3. This Decision shall take effect from the date of signing.
Ministries: Construction, Planning and Investment, Finance, Natural Resources and Environment; People's Committee of Dak Lak Province; People's Committee of Buon Ma Thuot City and related agencies are responsible for implementing this Decision./.
