On the basis of Decree No. 86/2003/ND-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

On the basis of Decision No. 36/2006/QD-BNN/TCCB dated May 15, 2006 of the Minister of Agriculture and Rural Development promulgating the Regulation on management of scientific and technological projects of the Ministry of Agriculture and Rural Development;

On the basis of Decree No. 56/2005/ND-CP dated April 26, 2005 of the Government on agricultural extension and fishery extension work; and Circular Joint No. 30/2006/TTLT-BTC-BNN&PTNT-BTS dated April 6, 2006 of the joint ministries: Ministry of Finance, Ministry of Agriculture and Rural Development, and Ministry of Fisheries guiding the management and use of state funds for economic public services in agricultural extension and fishery extension activities;

Considering the letter No. 130/KN-NNNT dated April 9, 2007 from the Director of the National Agricultural Extension Center requesting approval of the standard budget for constructing extension models for irrigation;

Article 1. Issued herewith are the temporary regulations on "Standard budget for constructing agricultural extension models for irrigation of dry crops using sprinkler systems."

Article 2. The standard is the basis for preparing, reviewing, and approving detailed budgets for constructing agricultural extension models for irrigation of dry crops using sprinkler systems.

Article 3. The Head of the Ministry's Office, the Director of the Science and Technology Department, the Director of the National Agricultural Extension Center, and the Heads of related units are responsible for implementing this Decision.

BUDGET FOR CONSTRUCTING AGRICULTURAL EXTENSION MODELS FOR IRRIGATION USING SPRINKLER SYSTEMS FOR DRY CROPS (Issued together with Decision No. 1187/QD-BNN-KHCN dated May 3, 2007 of the Minister of Agriculture and Rural Development)

I. SCOPE AND APPLICATION REGULATIONS

1. The standard serves as the basis for preparing, reviewing, and approving detailed budgets for constructing agricultural extension models for irrigation (water-saving irrigation) using sprinkler systems for dry crops (vegetables, flowers, fruit trees, industrial crops).

2. The budget for state support to build models must comply with the provisions of Circular Joint No. 30/2006/TTLT-BTC-BNN&PTNT-BTS.

3. In cases where the irrigation area is complex and requires more equipment, the participants in the model are responsible for supplementing it.

4. For irrigation systems in mountainous areas, pipelines should be arranged along contour lines (same elevation).

5. The standard specifies the quantity of equipment based on the irrigation water requirement and type of crop. The unit implementing the model is responsible for selecting sprinklers (pressure, flow rate, spray radius), calculating technical parameters of water pipes, pumps (flow rate, power, head).

6. Valves, couplings, elbows, nipples, internal threads, external threads are auxiliary devices connecting sections of water pipes, calculated specifically for each model. Not exceeding 10% of the value of the water pipe.

7. The agricultural extension program for irrigation does not cover costs for surveying, designing, and project preparation (to be borne by the participants in the model).

During implementation, units should summarize and research to further improve the standard budget.

II. BASIS:

1. On the basis of Decree No. 56/2005/ND-CP dated April 26, 2005 of the Government on agricultural extension and fishery extension work.

2. Circular Joint No. 30/2006/TTLT-BTC-BNN&PTNT-BTS dated April 6, 2006 of the joint ministries: Ministry of Finance, Ministry of Agriculture and Rural Development, and Ministry of Fisheries guiding the management and use of state funds for economic public services in agricultural extension and fishery extension activities.

3. On the basis of current construction standards.

III. COMPONENT WORKS:

The standard sets the maximum amount of equipment for constructing agricultural extension models for irrigation using sprinkler systems for dry crops. Specifically, it includes:

1. Source pump: Pumping water from ponds, lakes, wells into storage tanks. In cases where water quality is poor, a filtration system is required.

2. Pressure pump: Pumping water from storage tanks into distribution pipes to sprinklers.

3. Water tanks: Filtration tank, storage tank. On average, for 1 hectare of irrigated area, a filtration tank of 5 cubic meters and a storage tank of 15 cubic meters are needed.

4. Pump shelter: Each pump has one brick shelter with a concrete lid for protection. The shelter measures 100cm long x 70cm wide x 50cm deep. The concrete lid is 120cm long x 80cm wide x 10cm thick.

5. Valve pit: Each irrigation zone has one valve pit with a concrete lid. The pit measures 50cm long x 30cm wide x 50cm deep. The concrete lid is 70cm long x 50cm wide x 10cm thick.

6. Concrete base for sprinkler posts: A concrete slab measuring 20cm long x 20cm wide x 5cm thick with a hole in the center to protect the sprinkler post.

7. Main water supply pipe: Pipe conveying water from the source to the storage tank. It can be made of PVC or galvanized steel.

8. Main and branch pipes: Pipes conveying water from the storage tank to sprinklers (including the section from branch pipes to sprinklers). The size of branch pipes must be based on hydraulic calculations for each irrigation zone.

9. Sprinklers: Equipment for watering crops. Sprinklers can be made of brass, galvanized steel, or plastic.

10. Valves, couplings, elbows, nipples, internal threads, external threads are auxiliary devices connecting sections of water pipes. All devices must meet quality standards and have clear origin certificates.
