RESOLUTION NO. 119/TTG DATED APRIL 22, 1980 OF THE PRIME MINISTER ON THE ESTABLISHMENT OF A SPECIAL PROTECTED AREA FOR ECOLOGICAL SYSTEMS IN THE NGOC LINH MOUNTAIN RANGE, GIA LAI-KON TUM PROVINCE

Pursuant to Decree No. 24-CP dated February 2, 1976 of the Council of Ministers promulgating regulations on the tasks, powers, and responsibilities of provincial state administrative authorities in economic management;
At the request of the People's Committee of Gia Lai-Kon Tum Province (Proposal No. 4-UB dated January 29, 1980) regarding the establishment of a special protected area for ecological systems in the Ngoc Linh Mountain Range;
To manage medicinal resources and valuable specialties to meet domestic needs and for export,

Article 1. The Ngoc Linh Mountain Range, including seven communes: Dak Choang, Ngoc Linh in Dakglei District, Dak Ngo, Dak Sao, Ngoc Yen, Ngoc Lai, Mang Sang in Dak To District, shall be established as a special protected area for ecological systems.
Article 2. Within this area, the State shall apply administrative, economic, scientific, and technical measures to protect the ecological system with the aim of maintaining, developing, and exploiting medicinal resources and valuable specialties. Any economic, cultural, or social activities conducted by state agencies, military units, cooperatives, or the public that are detrimental to the protection of the ecological system in this area shall be strictly prohibited.
Article 3. The People's Committee of Gia Lai-Kon Tum Province shall have the responsibility and authority:
- To define the specific boundaries of the special protected area for ecological systems;
- To establish detailed internal regulations for protecting the ecological system in this special area, including penalty regimes for units and individuals who violate these regulations;
- To organize management to protect the ecological system in the special area according to the provincial internal regulations;
- To develop plans and programs aimed at protecting the ecological system, maintaining, developing, and exploiting medicinal resources and valuable specialties within the area under the current hierarchical management regime.
Article 4. Comrades ministers of relevant ministries and heads of related sectoral management agencies, primarily the Ministry of Health, the Ministry of Agriculture, the Ministry of Forestry, the Ministry of Water Resources, the Ministry of Finance, the State Planning Commission, the State Science and Technology Commission, the Vietnam Academy of Science, the Central Institute for Economic Regional Planning and Development, the Ministry of Higher Education and Secondary Specialized Education ..., depending on their sectoral management functions, shall have the responsibility to assist the People's Committee of Gia Lai-Kon Tum Province in aspects such as investigation, survey, development of management regulations, plans for protecting the ecological system, development and exploitation plans, mobilization of personnel, materials, finance, scientific research, technical guidance, etc., so that the provincial People's Committee can fulfill the above tasks.
Article 5. The Chairman of the People's Committee of Gia Lai-Kon Tum Province, comrades ministers, and heads of related sectoral management agencies shall be responsible for implementing this decision.
