THE MINISTER OF TRANSPORTATION
Pursuant to Decree No. 22/CP dated March 22, 1994 of the Government stipulating tasks, powers, responsibilities for state management and organizational structure of the Ministry of Transport;
Pursuant to Decree No. 40/CP dated July 5, 1996 of the Government on Ensuring Order and Safety in Inland Waterway Traffic;
Pursuant to Decision No. 581-TTg dated July 25, 1997 of the Prime Minister promulgating the Storm and Flood Warning Regulation;
Pursuant to the proposal of the Heads of the Legal Affairs Department and the Transport Department, the Director of the Vietnam Inland Waterways Administration.

Article 1. Now, it is hereby prescribed that the reduction of load for inland waterway transport vessels operating on inland waterway routes with flood levels at or above Level 1 warning (as announced by the General Department of Hydrology and Meteorology) shall be carried out as follows:
- Prior to loading, the master or person in charge of the vessel must monitor the hydrological conditions along the entire route. If any section of the river or canal on the route shows flood levels at or above Level 1 warning, then the vessel's load must be reduced by 10%.
- In cases where a vessel is en route and encounters floods, there is no need to reduce the load, but the master or person in charge of the vessel must base their actions on the technical condition of the vessel and actual circumstances to ensure safe arrival at the destination.
Article 2. This Decision takes effect fifteen days from the date of signature and replaces Decision No. 1733/1999/QĐ-BGTVT dated July 12, 1999 of the Ministry of Transport. The Vietnam Inland Waterways Administration is assigned to guide the implementation of this Decision.
Article 3. The Heads of the Ministry’s Office, the Heads of the Legal Affairs Department and the Transport Department, the Directors of the Departments of Transport Services, the Departments of Transport Infrastructure, the Heads of relevant agencies, units, and individuals are responsible for implementing this Decision./.
