JOINT CIRCULAR
Regarding the supplementation and amendment of some points in Circular Joint Circular No.
02/1998/TTLT/BYT-BTCCBCP dated 27/1998 of the Joint Ministry of Health and the Government Organizational Cadre Department
guiding the implementation of Decree No. 01/1998/NĐ-CP dated January 3, 1998
of the Government on the local health care organization system

On June 27, 1998, the Joint Ministry of Health - Government Organizational Cadre Department issued Circular Joint Circular No. 02/1998/TTLT-BYT-BTCCBCP guiding the implementation of Decree No. 01/1998/NĐ-CP dated January 3, 1998 of the Government on the local health care organization system. During the process of implementation and studying the opinions of some localities and ministries, the Joint Ministry of Health - Government Organizational Cadre Department supplements and amends some points in Circular Joint Circular No. 02/1998/TTLT as follows:
I- AMENDMENTS AND SUPPLEMENTS:
1- Supplementing the phrase: "Managing research topics in science, disseminating and applying technological advancements and various fields within the healthcare sector" to Point 5, Section II of Circular Joint Circular No. 02/1998/TTLT.
The new provision states: "Managing organizational structure, personnel, salary, training and development of the healthcare workforce, managing research topics in science, disseminating and applying technological advancements into various fields within the healthcare sector according to the分级任务如下:
level division of the provincial People's Committee and national regulations."
Amending Subpoint 1.1, Point 1, Section III of Circular Joint Circular No. 02/1998/TTLT.
The new provision states: "... In mountainous provinces, the Central Highlands and provinces where 40% of the population still lives in malaria and goiter endemic areas, the Centers for Malaria Control and Goiter Prevention will continue to be maintained for a certain period of time."
Amending Point 1, Section IV of Circular Joint Circular No. 02/1998/TTLT.
The new provision states: "The district health centers shall be organized into two levels, having legal personality, with only one seal, receiving state funding and opening accounts at the State Treasury."
II- IMPLEMENTATION:
1. The Director of the Provincial Health Department and the Head of the Provincial Government Organizational Department assist the Provincial People's Committee in implementing this Circular.
2- This Circular takes effect fifteen days from the date of issuance, all previous documents and local health care organizations that conflict with this Circular are abolished.
