Directive No. 12/2002/CT-TTg on Strengthening Care for War Invalids, Families of Martyrs, and Those Contributing to the Revolution

DIRECTIVE

Regarding the promotion of work on caring for war invalids, families of revolutionary martyrs, and those who have contributed to the revolution

            Continuing to promote the tradition of "Remembering the source of water when drinking it" and "Repaying kindness", in recent years, the Party and State have issued Ordinances on Preferential Treatment for Revolutionary Activists, Martyrs, Families of Martyrs, War Invalids, Veterans, and Those Who Have Contributed to the Revolution, and the Ordinance on the National Honor Title "Heroic Mothers of Vietnam". At the same time, a nationwide movement "Repaying Kindness" has been launched to contribute to improving the material and spiritual lives of war invalids, families of martyrs, Heroic Mothers of Vietnam, and those who have contributed to the revolution. Many war invalids, families of martyrs, and contributors have continued to uphold revolutionary traditions, striving to overcome all difficulties in life, actively studying and working to contribute to the cause of building and defending the country.

However, the work of caring for war invalids, families of martyrs, and contributors to the revolution in recent times still has issues that need to be addressed, such as: some localities have implemented the resolution of post-war policies slowly, some places have allowed negative behaviors, corruption, violations of the Party's and State's policies; the movement of caring for war invalids, families of martyrs, and contributors to the revolution in some agencies, units, and localities has not developed evenly, the lives of a part of war invalids, veterans, families of martyrs are still difficult, their children have not been adequately cared for in terms of education, vocational training, and job placement.

To address these issues, implementing Directive No. 08-CT/TW dated March 1, 2002 of the Central Committee of the Communist Party of Vietnam: "2002 is the year to intensify the work of caring for war invalids, martyrs, and contributors to the revolution," the Prime Minister instructs ministries, sectors, and people's committees at all levels to implement the following tasks well:

1. Ministry of Labor, Invalids and Social Affairs.

a) Take the lead, coordinate with and guide ministries, sectors, localities, and mass organizations to organize a conference to review and evaluate six years of implementation of the Ordinance on Preferential Treatment for Revolutionary Activists, Martyrs, Families of Martyrs, War Invalids, Veterans, and Those Who Have Contributed to the Revolution (the Ordinance on Preferential Treatment for Contributors).

Develop and propose measures to address existing issues and policy obstacles concerning preferential treatment for war invalids, veterans, volunteers, contributors to the revolution, and those who participated in the resistance struggle and still bear heavy consequences for themselves and their families.

b) Continue to guide, urge, and inspect ministries, sectors, and localities:

- Complete the basic work of confirming the status of contributors during the revolutionary and resistance periods; pay allowances to those who participated in the resistance before December 31, 2002.

- Strengthen and improve the inspection and supervision of the implementation of policies towards contributors; promptly handle according to regulations any organizations or individuals who violate the rules.

- Take the lead and coordinate with relevant agencies to organize the fourth national conference in Hanoi to commend outstanding units in the "Repaying Kindness" movement and outstanding war invalids, veterans, families of martyrs, and contributors in the patriotic emulation movement during the period of renovation.

2. Ministry of Defense.

Take the lead and coordinate with the Ministry of Labor, Invalids and Social Affairs, the Ministry of Planning and Investment, and the Ministry of Finance to develop plans until 2005 and annually for the work of searching for and repatriating the remains of martyrs within the country and the remains of international volunteer soldiers abroad.

3. Ministry of Culture and Information.

- Take the lead and coordinate with ministries, sectors, localities, and mass organizations to guide the organization of cultural and information activities, propaganda, and education about the tradition of War Invalids' Day, the exemplary efforts of war invalids, families of martyrs, and the achievements of the work of war invalids, martyrs, and the "Repaying Kindness" movement over the past 55 years.

- Develop and direct the implementation of a program to publicize and disseminate the policies and systems of the Party and State in the field of contributors through mass media.

4. Ministry of Finance.

Allocate and guide the use of funds announced in the central and local budgets for 2002 to support the care of war invalids, families of martyrs, and contributors to the revolution, and activities commemorating the 55th anniversary of War Invalids' Day with the spirit of thrift, avoiding formalism and waste.

5. Office of the Government (National Institute of Encouragement and Reward).

Coordinate with the Ministry of Labor, Invalids and Social Affairs to guide and direct the examination and recommendation of rewards and commendations for outstanding units and individuals from ministries, sectors, and localities in the movement of caring for war invalids, families of martyrs, and contributors to the revolution, and for war invalids, veterans, and families of policy beneficiaries who have made great efforts to overcome difficult circumstances and become exemplary citizens to decide on rewards on the occasion of the 55th anniversary of War Invalids' Day.

6. People's Committee of Hanoi City takes the lead and coordinates with the Ministry of Labor, Invalids and Social Affairs and related agencies to solemnly organize a rally to commemorate the 55th anniversary of War Invalids' Day in Hanoi.

7. People's Committees at all levels.

a) Implement the review of six years of implementation of the Ordinance on Preferential Treatment for Contributors according to the guidance of the Ministry of Labor, Invalids and Social Affairs.

b) Develop specific and practical goals and action programs to support the spiritual and material needs of war invalids, families of martyrs, and contributors to the revolution; prioritize vocational training and job placement for the children of families under policy benefits.

c) Coordinate with the People's Front at the same level to vigorously mobilize the whole society to participate in supporting the construction of the "Repaying Kindness Fund."

8. The Party committees at all levels are requested to direct the People's Committees at the same level to closely cooperate with the Vietnam Fatherland Front and mass organizations at all levels in effectively carrying out the work of caring for war invalids, families of martyrs, those who have rendered meritorious service to the revolution, and organizing commemorative activities on July 27 in accordance with the contents of this Directive.

9. Implementation organization.

The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and centrally governed city People's Committees shall be responsible for implementing this Directive.

The Ministry of Labor, Invalids and Social Affairs shall be responsible for monitoring and urging the implementation of this Directive, and reporting the results of its implementation to the Central Party Secretariat and the Prime Minister before December 31, 2002.
