RESOLUTION

Regarding the October Regular Meeting of the Government year 2002

On October 30 and 31, 2002, the Government convened its regular monthly meeting in October, discussed, and adopted the following issues:

1. The Government heard the report from the Minister of Interior, Deputy Head of the National Steering Committee for Public Sector Salary Reform, on the adoption of opinions from Government members regarding the project on public sector salary reform, social insurance, and preferential allowances for those with meritorious service.

In accordance with Resolution of the 7th Plenary Session of the Central Committee (8th tenure), the National Steering Committee for Public Sector Salary Reform has studied and proposed various salary reform schemes, widely soliciting opinions from relevant agencies. The guiding principle is to fundamentally reform salaries, but it is necessary to take appropriate steps, first adjusting the minimum wage level to be commensurate with the economic capacity, taking into account macroeconomic impacts when adjusting salaries concurrently with rapidly reforming the management mechanism of public institutions.

The National Steering Committee for Salary Reform shall lead, coordinate with the Government Office and relevant agencies, incorporate opinions from Government members and attendees, promptly perfect the Project, and submit it to the Prime Minister for consideration and submission to the Political Bureau, the Central Committee, and the National Assembly.

2. The Government heard the report from the Minister of Transport, also Chairman of the National Traffic Safety Committee, on traffic accident situations, traffic congestion, and measures to address these issues. This is a pressing issue, which the Government has discussed and agreed to adopt a separate resolution on this matter.

The Ministry of Transport shall lead, coordinate with the Ministry of Public Security, the National Traffic Safety Committee, and relevant agencies, incorporate opinions from Government members, perfect the Government's resolution on measures to reduce traffic accidents and congestion, and submit it to the Prime Minister for consideration and issuance at the beginning of November 2002.

3. The Government heard the proposal on the Program of Action of the Government to implement the conclusions of the 6th Plenary Session of the Central Committee (9th tenure) on education and training and science and technology, presented by the Ministers of Education and Training and Science and Technology.

Education, training, and science and technology are critical areas for national development, detailed in the Law on Education, the Law on Science and Technology, and numerous Central Committee resolutions. Alongside significant achievements made in recent times, there remain weaknesses and shortcomings in the country's education, training, and science and technology work that must be promptly addressed to meet the requirements of the nation's renewal and development.

The Ministries of Education and Training and Science and Technology shall lead, coordinate with the Government Office and relevant agencies, incorporate opinions from Government members, perfect the two draft Programs of Action of the Government, and submit them to the Prime Minister for consideration and issuance.

Ministries, ministerial-level agencies, agencies under the Government, and People's Committees at all levels shall base their actions on the Government's Programs of Action, concretize them into their own Programs of Action, and organize successful implementation of the Central Committee's 6th Plenary Session (9th tenure) conclusions on education, training, and science and technology.

4. The Government heard the presentation of the Draft Decree on the organization, operation, and transformation of state-owned corporations into parent companies - subsidiary companies model by the Minister of Planning and Investment.

In recent years, the establishment of state-owned corporations has positively contributed to national development, demonstrating their role in controlling key sectors of the economy, but their operational results have not been commensurate with the potential and resources invested by the State. Among the limitations and weaknesses, a significant part is due to the current corporation model being somewhat unsuitable. Therefore, transforming state-owned corporations into a parent company - subsidiary company model aims to overcome the shortcomings of the current corporation model, clearly delineate legal entities, define the rights, interests, and responsibilities of parent companies vis-à-vis subsidiaries, and create conditions for state-owned corporations to develop into strong economic groups contributing more to the national economy.

The Ministry of Planning and Investment shall lead, coordinate with the Steering Committee for Enterprise Reform and Development, the Government Office, and relevant agencies, incorporate opinions from Government members, perfect the Draft Decree, and submit it to the Prime Minister for issuance to pilot implementation in accordance with the spirit of Resolution of the 3rd Plenary Session of the Central Committee (9th tenure).

5. The Government heard the report from the Minister of Planning and Investment on the implementation of economic and social tasks in October and the first ten months of 2002; and the report from the General Inspector of the State on inspection activities, complaint and denunciation resolution in the third quarter of 2002, and inspection tasks in the fourth quarter of 2002.

The Government unanimously approved these reports.

Over the past ten months, despite encountering significant difficulties, the economic and social situation has maintained a development capability. Industry and agriculture have developed steadily, investment capital execution has been quite satisfactory, and budget revenue has exceeded expectations. Export activities have shown positive changes, with end-of-year export turnover reaching a good level, contributing to improving the annual export turnover growth rate in 2002. There have been notable changes in social fields, particularly in job creation, poverty reduction, and child health care...

However, there are still some weaknesses that have emerged: the disbursement of investment credit funds is low, foreign direct investment attraction has decreased significantly compared to the same period last year, several social areas remain very pressing such as drug addiction, prostitution, mass complaints and appeals bypassing regular channels, especially serious traffic accidents and traffic congestion continue to occur... From now until the end of the year, many difficulties will still exist, the Government requests ministries, sectors, and localities to focus intensively on directing efforts to boost production, exports, and investment, particularly for important projects, and to employ all measures to complete and achieve the highest possible level of economic and social tasks for the year 2002.
