Pursuant to the Law on Forest Protection and Development dated August 12, 1991.
Considering the proposal of the Ministry of Agriculture and Rural Development (Circular No. 4021/BNN-KL dated December 24, 2001) and the People's Committee of Tay Ninh Province (Circular No. 329/TT-UB dated December 3, 2001).
DECISION:
Article 1. Establish the Cultural-Historical Forest Area under Tan Bien District, Tay Ninh Province within the system of special-use forests in Vietnam.
The name of the Cultural-Historical Forest Area is: Chàng Riệc Cultural-Historical Forest Area.
Article 2. Location, geographic coordinates, and area of the Chàng Riệc Cultural-Historical Forest Area:
1. Geographic location:
The Chàng Riệc Cultural-Historical Forest Area includes the land areas of Tan Lap and Thanh Binh communes, Tan Bien District, Tay Ninh Province.
To the north and west, it borders the Vietnam-Cambodia border; to the east, it borders Tan Chau District, Tay Ninh Province; to the south, it borders Thanh Binh and Tan Lap communes, Tan Bien District, Tay Ninh Province.
Geographic Coordinates:
- From 11 00'30'' to 11 35'13'' North latitude.
- From 106 00'00'' to 106 07'10'' East longitude.
3. Scale of area and functional zones:
Total area: 11,488 hectares
Including:
- Strict protection zone: 6,423 hectares
- Ecological restoration zone: 5,065 hectares
- Administrative and service zone: 0.2-0.5 hectares

The buffer zone of the Chàng Riệc Cultural-Historical Forest Area has an area of 3,200 hectares, surrounding the forest area with a range from the forest boundary: 1-1.5 kilometers (to the north, west, and south), and 100 meters (to the east).
Article 3. Objectives and tasks of the Chàng Riệc Cultural-Historical Forest Area:
- Preserve and develop forest resources to enhance the values and potential of the forest regarding biodiversity, landscape, environment, contributing to the preservation and enhancement of national historical sites ranked by the state (Central Office of South Vietnam Historical Site, Southern Vietnam National Liberation Front Historical Site, Central Office of South Vietnam Security Bureau Historical Site).
- Preserve the natural landscapes of the forest and seasonal flooded grasslands within the forest area, maintain and increase forest coverage to contribute to protecting the border region and the environment, ecology, while serving tourism, study, and scientific research activities.
Article 4. The People's Committee of Tay Ninh Province shall directly manage the Chàng Riệc Cultural-Historical Forest Area.
The Chairman of the People's Committee of Tay Ninh Province shall direct the submission to competent authorities for review and approval of the Investment and Construction Project for Developing the Chàng Riệc Cultural-Historical Forest Area and the Investment and Construction Project for Developing the Buffer Zone of the Chàng Riệc Cultural-Historical Forest Area in accordance with current regulations.
Annually, within the provincial budget investment plan, the Ministry of Planning and Investment and the Ministry of Agriculture and Rural Development shall clearly allocate funds for the projects mentioned above in the Chàng Riệc Cultural-Historical Forest Area to ensure implementation in accordance with the approved project content and schedule.
Article 5. On the organization and staff structure of the Chàng Riệc Cultural-Historical Forest Area:
The Chairman of the People's Committee of Tay Ninh Province shall decide on the organization and staff structure of the Chàng Riệc Cultural-Historical Forest Area based on the provisions of the Special-Use Forest Management Regulation issued together with Decision No. 08/2001/QĐ-TTg dated January 11, 2001 of the Prime Minister, in consultation with the Ministry of Agriculture and Rural Development and the Government Organizational Cadre Department.
This Decision shall take effect fifteen days from the date of signature.
The Ministers, Heads of ministerial-level agencies, and government-affiliated agencies, and the Chairman of the People's Committee of Tây Ninh Province shall be responsible for implementing this Decision.
