Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
BASED ON DECREE NO. 178/CP DATED OCTOBER 28, 1994 OF THE GOVERNMENT ON THE TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF FINANCE;
Pursuant to Decree No. 38/2001/PL-UBTVQH dated August 28, 2001 on fees and charges;
Pursuant to Decree No. 57/2002/NĐ-CP dated June 3, 2002 of the Government detailing the implementation of the Ordinance on Fees and Charges;
Pursuant to the proposal of the Ministry of Transport at Circular No. 4283/GTVT-TCKT dated November 13, 2002, and the recommendation of the Director of the Enterprise Finance Department.
DECISION:
Article 1. Attached to this Decision is the Fee Schedule for Safety and Technical Quality Inspection of Equipment and Materials under the Supervision of the Vietnam Inspection Agency, including:
1. Design approval fees for equipment and materials.
2. Product quality testing fees.
3. Laboratory certification inspection fees, test station inspection fees, and production facility inspection fees for materials and products.
4. Container quality inspection fees.
5. Inspection fees for lifting equipment quality.
6. Inspection fees for boiler quality and pressure vessel quality.
7. Non-destructive testing inspection fees for equipment and material quality.
8. Welder examination fees and non-destructive testing inspector examination fees.
Article 2. The fees listed in this schedule include value-added tax but do not include licensing fees for quality and technical safety certificates and costs related to accommodation, travel, and communication for inspection work more than 100 kilometers away from the headquarters.
Article 3. For inspection tasks not covered by this Fee Schedule, the inspection fee will be calculated based on the actual time spent inspecting, with a rate of 100,000 VND per hour. The minimum charge for one inspection session is 100,000 VND per session.
Article 4. The entities subject to payment under this Decision are organizations and individuals whose equipment and materials installed on transportation vehicles are inspected for quality by the Vietnam Inspection Agency; calibration of production facilities, test stations, laboratories, and other entities within the scope of supervision of the Vietnam Inspection Agency or upon request.
Article 5. Some concepts in the Fee Schedule are understood as follows:
1. Single product: Products manufactured individually for installation and use on transportation vehicles and marine structures.
2. Prototype: A product manufactured for the first time to meet current technical regulations and standards, serving as a basis for mass production.
3. Mass-produced product: A product manufactured in batches according to the approved prototype.
4. Fee calculation price: The selling price for domestically produced products or the purchase price for imported products.
Article 6. This Decision takes effect from February 1, 2003, and replaces the inspection service fee schedule for equipment, materials, and industrial products specified in Decision No. 129/1999/QĐ-BVGCP dated December 16, 1999, issued by the Government Price Board regarding the inspection service fees for ships, inland waterway vessels, and industrial products of Vietnamese organizations and individuals under the supervision of the Vietnam Inspection Agency and related guiding documents.
Article 7. Organizations and individuals subject to payment, inspection agencies, and relevant agencies are responsible for implementing this Decision.
