DECISION OF THE MINISTER OF EDUCATION AND TRAINING

Regarding amendments and supplements to certain provisions of the Examination Regulations for Secondary Education Completion and Upper Secondary Education Completion issued together with Decision No.18/2002/QD-BGD&ĐT dated April 8, 2002, and amended by Decision No. 46/2002/QD-BGD&ĐT dated November 12, 2002 of The Minister of Education and Training

MINISTER OF EDUCATION AND TRAINING

Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 85/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

At the proposal of the Director of the Department of Testing and Quality Assurance,

DECISION:

Article 1. Amending and supplementing certain provisions of the "Examination Regulations for Secondary Education Completion and Upper Secondary Education Completion" issued together with Decision No. 18/2002/QD-BGD&ĐT dated April 8, 2002, and amended by Decision No. 46/2002/QD-BGD&ĐT dated November 12, 2002 of the Minister of Education and Training, as follows:

1. Clause 1 of Article 16 shall be amended and supplemented as follows:

"1. The examination question-setting board for Upper Secondary Education Completion:
a) Chairman of the Board: Director or Deputy Director of the Testing and Quality Assurance Department.
b) Vice Chairmen of the Board: Deputy Directors of the Testing and Quality Assurance Department, leaders of other units under the Ministry appointed by the Minister of Education and Training.
c) Secretary of the Board and members of the Board appointed by the Minister of Education and Training shall be selected from staff of units under the Ministry, lecturers of universities, researchers of the Institute of Strategy and Educational Programs, editors of the Educational Publishing House, excellent staff of Departments of Education and Training, and excellent teachers who have taught or are currently teaching at continuing education centers.

d) Each subject shall have at least two people setting the exam questions and one person reviewing the questions."

2. Point b and c of Clause 1 of Article 43 shall be amended and supplemented as follows:

"b) Deputy Heads of the Board shall be undertaken by the Director or Deputy Director of the Testing and Quality Assurance Department, the Head or Deputy Head of the Continuing Education Department, and some leaders of other relevant units under the Ministry.

c) Members shall be undertaken by staff of the Testing and Quality Assurance Department and some staff of other relevant units under the Ministry."

Article 2. This Decision takes effect 15 days after its publication in the Official Gazette. Any previous regulations that conflict with this Decision are hereby abolished.

Article 3. The Heads of the Office, the Department of Organization and Cadres, the Department of Planning and Finance, the Director of the Testing and Quality Assurance Department, the Head of the Continuing Education Department, the Heads of related units under the Ministry, the Directors of Departments of Education and Training, and the Director of the School Management Bureau - General Staff Department of the Ministry of National Defense are responsible for implementing this Decision.
