DECISION OF THE MINISTER OF SCIENCE AND TECHNOLOGY

Regarding the amendment and supplementation of Article 5 of the Provision on Determining Scientific and Technological Research Topics and National Pilot Production Projects issued together with Decision No. 07/2003/QĐ-BKHCN dated April 3, 2003 of the Minister of Science and Technology and technology and the national-level experimental production projects issued together with Issued pursuant to Decree No. 54/2003/NĐ-CP dated May 19, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology, and Decree No. 28/2004/NĐ-CP dated January 16, 2004 of the Government amending and supplementing certain articles of Decree No. 54/2003/NĐ-CP; the Ministry of Science and Technology

THE MINISTER OF SCIENCE AND TECHNOLOGY

Pursuant to Decree No. 81/2002/NĐ-CP dated October 17, 2002 of the Government detailing the implementation of certain provisions of the Law on Science and Technology;

Based on Decision No. 07/2003/QĐ-BKHCN dated April 3, 2003 of the Minister of Science and Technology promulgating the "Provision on Determining Scientific and Technological Research Topics and National Pilot Production Projects";

Pursuant to Decision No. 07/2003/QĐ-BKHCN dated April 3, 2003 of the Minister of Science and Technology promulgating the "Regulations on Determining Scientific and Technological Research Topics and National-Level Experimental Production Projects";

At the proposal of the Heads of the Department of Social Sciences and Natural Sciences, the Department of Science and Technology for Economic and Engineering Sectors, and the Department of Planning and Finance,

 DECISION:

Article 1. Amend and supplement Article 5 of the "Provision on Determining Scientific and Technological Research Topics and National Pilot Production Projects" issued together with Decision No. 07/2003/QĐ-BKHCN dated April 3, 2003 of the Minister of Science and Technology as follows:

"Article 5. General criteria for determining national research topics and pilot production projects

1. Criteria for determining national scientific and technological research topics

a. The importance, scale, and scope of the topic:

- Consistent with the goals and priority directions for the development of science and technology in each period (topics under the national key science and technology program must be consistent with the annual and five-year priorities of the program);

- Having a significant impact on the development of priority sectors of national science and technology;

- Being interdisciplinary requiring the participation of many scientists from different fields or being highly specialized.

b. Scientific and practical significance

- Scientific significance:

+ Being new and innovative in science and technology;

+ Contributing to enhancing the level of the sector or field of science and technology.

- Practical significance:

+ Directly or contributing to solving urgent issues in production and society; meeting the development needs of economic and engineering sectors;

+ Creating a foundation for the formation of new industries and transforming the socio-economic structure towards efficiency and sustainable development.

c. Requirements for scientific and technological products of the topic

- Research and application phase: products are new application principles; new technologies and new products created under experimental conditions;

- Implementation and experimental phase: products are new solutions, new technologies, prototype products, and new products created at a trial scale.

d. Feasibility

- Consistent with the domestic scientific and technological capacity regarding the level of scientific and technological personnel, equipment, workshops, and implementation time;

- Possessing the ability to mobilize resources both domestically and internationally to meet the requirements of the topic;

- Having a user for the research results.

2. Criteria for determining national pilot production projects

a. Technical requirements

- Demonstrating the stability and reliability of the technology; economic and technical indicators demonstrating economic efficiency; having the capability to replace imported technology from abroad; ensuring health and environmental safety standards;

- Demonstrating novelty and advancement compared to existing technology in Vietnam;

- Having an impact on enhancing the technological level of the industry when widely applied.

b. Market potential

- Economic and social sectors having demand for project products;

- Project products having competitive quality and price with similar products on the market, replacing imported products from abroad;

- Project products having export potential.

c. Economic and social benefits

- Project products having a significant impact on national economic and social development (creating new industries, additional jobs and income for the community);

- Project products aiming for cleaner production, not causing adverse effects on human health and the ecological environment.

d. Feasibility

- Consistent with the domestic scientific and technological capacity regarding the level of scientific and technological personnel, equipment, workshops, and implementation time;

- Possessing the ability to mobilize resources from various sources to meet the requirements of implementing pilot production projects; capable of linking with production facilities and scientific and technological organizations to implement the project;

- Having a market for product consumption (having plans for linking consumption, transfer, and commercialization of project products)."

Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

Article 3. The Heads of the Department of Social Sciences and Natural Sciences, the Department of Science and Technology for Economic and Engineering Sectors, the Department of Planning and Finance, the Director of the Ministry's Office, the Heads of units under the Ministry, and the Heads of related agencies and organizations are responsible for implementing this Decision./.
