MINISTER OF NATIONAL DEFENSE

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on Legislative Acts issued on November 12, 1996, amended and supplemented on December 16, 2002;

Pursuant to Decree No. 30/2004/NĐ-CP dated January 16, 2004 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;

To continue implementing Directive No. 37/CT-ĐUQSTƯ dated April 14, 1993 of the Central Military Party Committee's Standing Committee on intensifying regularity construction in the Vietnam People's Army at a new level;

Upon the proposal of the General Staff Chief,

DECISION:

Article 1. Scope of application

Article 1. This Decision prescribes the model and color of name plates for military personnel, defense civil servants (DCS), defense workers (DW), and the National Flag on the desks of commanders within the Army.

Article 2. This Decision does not apply to reservists during concentrated training.

Article 2. Model and color of name plates

Clause 1. Name plates for officers, non-commissioned officers (NCOs), DCS, and DW: made of aluminum with gold plating, thickness 1.5mm, size 8 cm x 2 cm; the upper left corner (viewed from outside) has a national flag image measuring 1.5cm x 1cm; the plate background is black-blue; the writing includes the surname, middle name, and given name in one horizontal line in white, height 6mm; surrounded by a yellow border, line width 1.5mm; attached to the coat with a pin.

Clause 2. Name plates for junior officers - soldiers (JOS-S) and name plates on training uniforms - field uniforms, working attire of officers, NCOs: printed directly onto the uniform using paint; the writing includes the surname, middle name, and given name in one horizontal line in white, height 8mm (for summer training uniforms of JOS-S Navy, the writing is black-blue).

Clause 3. Name plates for officer trainees include two types:

Point a. Name plates worn on ceremonial uniforms as prescribed in Clause 1, Article 2 of this Decision for officers and NCOs.

Point b. Name plates worn on daily uniforms, training uniforms - field uniforms, and working attire as prescribed in Clause 2, Article 2 of this Decision for junior officers - soldiers.

Clause 4. Working name plates for specialized departments (military medicine, research institutes...): size 9 cm x 5 cm; the plate background is pink; the left side has a color photo measuring 2 x 3 (wearing working attire); the writing consists of four horizontal lines in white from top to bottom: unit name; scientific title (if applicable); surname, middle name, and given name; position; surrounded by a white border, attached to the coat with a pin.

Clause 5. The writing on name plates must be clear and legible; the writing includes the surname, middle name, and given name fully; if there are multiple middle names, the middle name preceding the given name must be written out fully, other middle names can be abbreviated.

Article 3. Wearing name plates

Clause 1. Name plates for military personnel are worn on ceremonial uniforms, daily uniforms, cold weather uniforms, training uniforms - field uniforms, and working attire; when wearing ceremonial uniforms, name plates are not worn. Name plates for DCS and DW are worn on DCS and DW attire. Working name plates for specialized departments are worn on specialized working attire when performing duties.

Clause 2. The position of wearing name plates is on the right chest of the coat. For name plates of officers and NCOs, the lower edge of the plate aligns with the upper edge of the pocket flap, both ends of the plate are equidistant from the ends of the pocket flap (except for winter uniforms, the plate is worn on the pocket flap, the upper edge of the plate aligns with the upper edge of the pocket flap). For name plates of JOS-S and name plates on training uniforms - field uniforms, working attire of officers and NCOs, they are printed on the chest of the coat, the lower edge of the writing is 1cm below the upper edge of the pocket flap, the length of the writing does not exceed 9 cm, equidistant from both ends of the pocket flap (on JOS-S Navy uniforms, the upper edge of the writing is level with the bottom of the collar flap).

Article 4. The National Flag on the desk of commanders

Clause 1. The National Flag is placed on the desk of commanders, deputy commanders of units at the Brigade level and above, and agencies at the Department level and above.

Clause 2. The shape and size of the National Flag placed on the desk of commanders have a round base diameter 10.5 cm, black color; the flagpole is cylindrical, height 45 cm, white color divided into two sections (the section near the base is 10 cm high, diameter 1.5 cm; the upper section is 35 cm high, diameter 0.7 cm); the National Flag measures 20 cm x 30 cm.

Clause 3. The placement of the National Flag on the desk is on the right front side of the sitting position.

Article 5. Responsibility for implementation

Clause 1. The General Staff shall implement and organize the execution of this Decision; unify the production method and ensure name plates for military personnel, DCS, DW, and the National Flag on the desk of commanders throughout the entire army.

Clause 2. Agencies, units, schools shall ensure printing of name plates for military personnel on the uniforms of JOS-S and training uniforms - field uniforms, working attire of officers, NCOs, and officer trainees under their jurisdiction.

Clause 3. Military medical departments, research institutes... shall ensure the provision of working name plates for specialized departments according to the prescribed model.

Clause 4. The Finance Department of the Ministry of National Defense shall allocate the budget for producing name plates for military personnel, DCS, DW, and the National Flag on the desk of commanders throughout the entire army.

Article 6. Effectiveness

1. This Decision takes effect fifteen days after its publication in the Official Gazette.

Clause 2. Commanders of agencies, units, and schools throughout the entire army are responsible for enforcing this Decision. The wearing of name plates and the National Flag on the desk of commanders will be uniformly implemented throughout the entire army starting July 1, 2005.
