CIRCULAR

Guidelines for Admissions to Four-Year Concentrated Medical and Pharmaceutical Universities - Year 2005

- Based on the Education Law promulgated by the President through Decree No. 09L/CTN dated December 2, 1998;

- Based on the Education Law promulgated by the President through Decree No. 09/CTN dated December 2, 1998;

- Based on Resolution No. 46-NQ/TW dated February 23, 2005 of the Politburo on health care work to protect and improve people's health in the new situation;

- Based on Decision No. 35/2001/QĐ-TTg dated March 19, 2001 of the Prime Minister approving the Strategy for Health Care and Protection of the People's Health for the period 2001-2010;

- Based on the Resolution of the Political Bureau on health care work in new circumstances No. 46-NQ/TW dated February 23, 2005;

- Based on Decision No. 35/2001/QĐ-TTg dated March 19, 2001 of the Prime Minister approving the Strategy for People's Health Care and Protection from 2001 to 2010;

- To implement the plan for developing human resources to serve the cause of health care and protection of the people's health;

The Ministry of Health issues this Circular guiding admissions to four-year concentrated Medical and Pharmaceutical universities (part-time system) in 2005.

This technical regulation sets out technical requirements, testing methods, sampling procedures; management requirements; responsibilities of organizations and individuals producing, trading, and importing cigarettes.

1. Along with the regular training form, the training of Doctors and Pharmacists in the four-year concentrated system (part-time system) is a form aimed at strengthening Doctors and Pharmacists working at primary healthcare facilities. For this training form, the Ministry of Health advocates admissions through various forms such as competitive examinations, nominations, and admissions based on specific addresses, creating favorable conditions for Medical Assistants currently working at Commune Health Stations and High School Pharmacists currently working at commune and district-level healthcare facilities to be trained up to university level so that after graduation they can return to their home provinces to continue working more effectively.

2. For mountainous, highland, remote areas and particularly difficult communes, The Ministry of Health applies the nomination and address-based training contract forms to meet the demand for healthcare personnel. Before officially starting their studies, these trainees will undergo one year of cultural and specialized training according to the program stipulated by the Ministry of Health.

3. The quota for training Doctors and Pharmacists in the four-year concentrated system is assigned by competent state agencies to each University of Medicine and Pharmacy. Provinces facing particular difficulties in healthcare personnel and having a need for address-based training must work with the Ministry of Health and the Universities before August each year to assess the needs and capabilities of the proposed training quota. Based on the proposals from the People's Committees of the provinces and the competent authorities, the Ministry of Health and the Ministry of Education and Training will review and build the admission plan.

Upon completion of the training course, the Universities of Medicine and Pharmacy will hand over the trainees along with their files to the provinces or the agencies nominating them for placement at primary healthcare facilities. Trainees who fail to graduate or have to stop studying before graduation will also be returned to their provinces or nominating agencies for resolution.

Training institutions shall not transfer files or issue certificates to trainees for self-employment purposes.

Admission areas include Region 1 (KV1), Region 2 (KV2), Rural Region 2 (KV2-NT), and Region 3 (KV3), as defined by the current regulations of the Ministry of Education and Training.

The examination area for each candidate is determined based on the address of the agency where the candidate is working.

6. Other provisions:

- Primary healthcare is understood as healthcare at the district and commune levels. district and commune.

- Long-term labor contracts are understood as labor contracts with a term of one year or longer and employees who are required to contribute to social insurance, hereinafter referred to as labor contracts.

- Contracts within the staffing plan are understood as contracts signed in accordance with Circular No. 08/TT-LB dated April 20, 1995 of the Joint Ministry of Health - Finance - Labor, Invalids and Social Affairs - Government Organizational Staff Department. Contracts within the staffing plan are considered a form of long-term labor contract.

II. ELIGIBLE APPLICANTS

Candidates must be Vietnamese citizens working in the appropriate specialty and educational level at healthcare facilities.

1. Eligible candidates for examination:

1.1. Admission criteria for General Practitioners

a) Medical Assistants working at public healthcare facilities as follows:

- Commune Health Stations, community health centers, and town health stations located in KV1, KV2, and KV2-NT;

- Community health centers and medical teams of district hospitals, city hospitals, and provincial hospitals located in KV1, KV2, and KV2-NT;

- Health stations and infirmaries of other Ministries and Departments located in KV1, KV2, and KV2-NT;

- Leper hospitals, leprosy treatment centers, mental hospitals, tuberculosis hospitals, and tuberculosis prevention centers located in KV1, KV2, and KV2-NT;

- Health departments and county hospitals located in KV1.

b) Medical Assistants working at private community health centers located in KV1, KV2, and KV2-NT.

c) Medical Assistants who have completed military service or have worked continuously in KV1 for at least 24 months and are currently working at the following public healthcare facilities located in KV3:

- Public healthcare facilities: Community health centers, medical teams of district hospitals, leper hospitals, leprosy treatment centers, mental hospitals, tuberculosis hospitals, tuberculosis prevention centers; health stations and infirmaries of other Ministries and Departments.

- Non-public healthcare facilities: Private community health centers.

d) Medical Assistants directly caring for AIDS patients, performing autopsies, and have been engaged in this work continuously for at least 24 months.

1.2. Admission criteria for Traditional Medicine Doctors (YHCT)

- Medical Assistants specializing in Traditional Medicine working at public and non-public healthcare facilities located in KV1, KV2, and KV2-NT.

- Medical Assistants specializing in Traditional Medicine who have completed military service or have worked continuously in KV1 for at least 24 months and are currently working at public and non-public healthcare facilities located in KV3.

1.3. Admission criteria for University-level Pharmacists

- High School Pharmacists working at public and non-public healthcare facilities located in KV1, KV2, KV2-NT.

- High School Pharmacists who have completed military service or have worked continuously in KV1 for at least 24 months and are currently working at public and non-public healthcare facilities located in KV3.

- High School Pharmacists directly involved in pharmaceutical production, vaccine, and biological product manufacturing and have been engaged in this work continuously for at least 24 months.

2. Candidates for Doctor of General Medicine and Bachelor of Pharmacy admitted through nomination.

Medical Assistants and High School Pharmacists meeting the admission criteria specified in the Joint Circular on Admissions to Universities, Colleges, and Secondary Vocational Schools under Nomination System No. 04/2001/TTLT-BGD&ĐT-BTCCBCP-UBDT&MN dated February 26, 2001 of the Ministry of Education and Training - Government Organizational Staff Department - Committee for Ethnic Minorities and Mountainous Areas (hereinafter referred to as Joint Circular No. 04/2001/TTLT-BGD&ĐT-BTCCBCP-UBDT&MN).

3. Admission criteria for General Practitioners and Pharmacists in the training form of address-based contracts

3.1. Medical Assistants who are ethnic minorities working with permanent staff or labor contracts at primary healthcare facilities in districts belonging to KV1 or Commune Health Stations; if they are Kinh, they must have a permanent residence registration and have worked continuously in the aforementioned area for at least 24 months.

3.2. A secondary-level pharmacist shall be a member of an ethnic minority group, having a permanent position or labor contract at healthcare facilities within Zone 1 or primary healthcare facilities within Zones 2 or 2-NT; if they are from the Kinh ethnicity, they must have a permanent residence registration and have continuously worked in the aforementioned areas for at least 24 months.

1. Political standards

Have a clear personal and family background, complete assigned tasks, possess good moral character, and fully comply with the Party's guidelines and State laws. Individuals undergoing disciplinary measures (from reprimand onwards) are not eligible to apply.

2. Standards for professional qualifications and cultural education

2.1. Professional qualifications

- Candidates applying for admission to general medical bachelor programs must hold a secondary-level medical technician diploma obtained through a program approved by the Ministry of Health.

- Candidates applying for admission to traditional medicine bachelor programs must hold a secondary-level traditional medicine technician diploma or a secondary-level medical technician diploma with a focus on traditional medicine obtained through a program approved by the Ministry of Health.

- Candidates applying for admission to pharmacy bachelor programs must hold a secondary-level pharmacy technician diploma obtained through a program approved by the Ministry of Health.

- Candidates who have been trained in the military must hold a secondary-level medical or pharmacy diploma issued by Military Medical College 1 (now Military Medical Academy) or Military Medical College 2; or a secondary-level medical or pharmacy diploma issued by Military Medical Colleges under Military Regions, Military Services, Arms, General Departments, and equivalent institutions prior to 1994, with a minimum training period of two years.

2.2. Cultural education level

All candidates must have completed high school education, supplementary education, or have passed all cultural subjects in the secondary medical or pharmacy training program, confirmed by the training institution.

3. Professional experience standards

The minimum professional experience requirement is two years (24 months) for individuals with a permanent residence and working in Zone 1, and three years (36 months) for other candidates.

Professional experience is the continuous time spent working in the correct specialized field after graduating from secondary medical or pharmacy education, calculated from the date of the competent authority's decision on civil servant or public service employee recruitment, employment contracts in public or legally established private healthcare facilities, or individual permission to practice private medical or pharmaceutical services until October 31 of the application year.

4. Health standards

Must meet health requirements as stipulated in Joint Circular No. 10/TT-LB dated August 18, 1989 of the Ministry of Health and the University of Vocational and Technical Education, and Instructional Letter No. 2445/TS dated August 20, 1990 of the Ministry of Education and Training.

IV. PRIORITY POLICIES

Admission scores will be given priority based on zones, and within each zone, there are priorities for certain groups according to policy.

1. Priority by zone

As per the current regulations of the Ministry of Education and Training.

2. Priority by policy

2.1. Priority Group 1

- National Labor Heroes, National Heroes of Armed Forces, National Model Workers.

- Ethnic minority workers currently working in Zone 1.

- War invalids, disabled veterans, those entitled to benefits similar to war invalids.

2.2. Priority Group 2

- Individuals awarded medals, war resistance medals, victory medals, labor medals, or provincial or centrally-administered city model workers for two consecutive years.

- Children of martyrs, war invalids, disabled veterans, or those entitled to benefits similar to war invalids.

- Ethnic minorities working in Zone 2 or 2-NT.

- Those directly caring for AIDS patients, performing autopsies, and have continuously performed these duties for at least 24 months.

- Individuals working at rural health stations in Zone 1, leprosy hospitals, leprosy treatment centers, mental hospitals, tuberculosis hospitals, tuberculosis prevention centers, who have continuously worked there for at least 24 months up to October 31 of the application year.

Each candidate can only enjoy the highest policy priority standard.

V. APPLICATION DOCUMENTS

Application documents include:

1. An application form for admission, nominated by the employer and approved by the Provincial Health Department. Candidates working in non-health units must have a recommendation from their managing authority at the provincial level or equivalent.

2. A certified copy of the secondary vocational school diploma, high school diploma, or equivalent supplementary education certificate. Original certificates must be presented upon enrollment. In necessary cases, the school may require candidates to present their secondary vocational school transcript.

3. A certified copy of the birth certificate.

4. Certified copies of relevant documents related to work experience (originals must be presented upon enrollment):

- Decision on recruitment as civil servants or employees by the competent authority or labor contract in public healthcare facilities.

- Private practice license in medicine or pharmacy, confirmation of practice duration issued by the Provincial Department of Health (for private practitioners).

- Labor contracts, social insurance books (for other candidates).

Candidates working in Zone 3 must provide a certified copy of the work assignment decision and a confirmation letter of work duration in Zone 1 or a confirmation letter of completion of national service from a competent state authority.

Individuals directly caring for or treating AIDS patients or conducting post-mortem examinations must provide a confirmation letter of their direct care and treatment of AIDS patients or post-mortem examinations from the Health Department or their managing authority at the provincial level or equivalent.

Individuals directly producing pharmaceuticals, vaccines, or biological products must provide a confirmation letter of their direct production of pharmaceuticals, vaccines, or biological products from the Health Department or their managing authority at the provincial level or equivalent.

5. Certificate of preferential admission status and zone (as specified in Part IV) issued by the employer and confirmed by the Provincial Health Department or a competent authority. and confirmed by the Provincial Health Department or a competent authority.

6. A commitment from the candidate to return to work at the grassroots health sector according to the allocation of the province after completing their studies.

7. Four recent photographs (within six months) size 4x6 (one photo affixed to the application form, stamped by the sending unit).

8. Upon enrollment, successful candidates must submit the admission decision from the Provincial Health Department; candidates not managed by the Provincial Health Department must submit the admission decision from a provincial-level state management agency or equivalent under the relevant ministry, department, or provincial People's Committee managing the workforce. VI. SELECTION AND ALLOCATION

1. Selection Examination

1.1. Subjects of Examination

Candidates participating in the examination must take three subjects: Mathematics, Chemistry, and Specialization.

a) Mathematics and Chemistry

High school level (or equivalent supplementary education) following the current curriculum.

b) Specialization subject

Following the current secondary-level medical technician (general medical technician or traditional medicine technician) or secondary-level pharmacy technician training program approved by the Ministry of Health.

1.2. Examination Organization

Schools organize the selection examination in accordance with the regulations of the University and College Admission Regulations currently in effect by the Ministry of Education and Training.

The examination date is determined by the schools (preferably held on the same day as the regular university entrance examination) and registered with the Ministry of Health (Department of Science and Training) and the Ministry of Education and Training, while also notifying the candidates.

Provincial Health Departments need to develop plans to enhance cultural and professional knowledge for those selected for training to ensure the quality of training.

The Ministry of Health encourages schools with the same examination date to organize and use common questions to save resources and ensure a standard knowledge base.

1.3. Admission Conditions

Candidates who meet the target group criteria, have all admission standards, score no less than 5 points in the specialized subject exam, and do not have a zero in cultural subjects, will be considered for admission if they reach the school's admission threshold.

2. Contract-based Training

After one year of studying according to the program prescribed by the Ministry of Health, candidates under the contractual training program must participate in the unified admission examination along with other candidates and be admitted based on separate admission thresholds set for these categories.

3. Allocation

The selection of recommended students is carried out in accordance with the selection procedures stipulated in Joint Circular No. 04/2001/TTLT-BGD&ĐT-BTCCBCP-UBDT&MN.

After completing one year of cultural and specialized knowledge enhancement, recommended student candidates must take additional subject exams; those meeting the requirements will be considered for formal enrollment.

Schools must report admission scores, lists of admitted candidates, and lists of enrolled students to the Ministry of Health and fully comply with reporting regulations as specified by the Ministry of Education and Training.

VII. LIVING ALLOWANCE AND TUITION FEES

1. Admitted students (through both competitive and recommended admissions) within the national budget quota must pay tuition fees in accordance with current regulations; for students under the location-based training program, localities directly enter contracts with educational institutions.

2. During the study period, salaries and all benefits of students are handled by the sending agency according to current regulations.

3. Students admitted without state budget support must pay tuition fees and other charges (if applicable) in accordance with current regulations.

VIII. IMPLEMENTATION PROVISIONS

This Circular shall take effect fifteen days from the date of publication in the Official Gazette.

Units and localities must implement, select officials to participate in the admission examination and study according to the specified categories and standards as stipulated in this Circular.

Universities shall widely announce to candidates and implement the admission process in accordance with current regulations to ensure educational quality and social equity..

In the implementation process, if units or localities encounter difficulties, they must report to the Ministry of Health (Department of Science and Training) for timely consideration and resolution./.
