Pursuant to Decree No. 55/2003/NĐ-CP dated May 28, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry;
Pursuant to the Electricity Law dated December 3, 2004;
Pursuant to Decree No. 105/2005/NĐ-CP dated August 17, 2005 of the Government detailing and guiding the implementation of certain provisions of the Electricity Law.

Article 1. Amending and supplementing some articles of the Regulation on Inspection of Electricity Activities and Electricity Usage, and Dispute Resolution in Power Purchase Contracts issued together with Decision No. 31/2006/QĐ-BCN dated September 6, 2006 of the Minister of Industry:
1. Amend and supplement the name and the beginning of Article 5 as follows:
"Article 5. The tasks and powers of the Electricity Inspector of the Industry Department and the Electricity Inspector of the specialized agency under the People's Committee of district, town, city district, and provincial city (hereinafter referred to collectively as the district level) shall perform state management functions over electricity activities and electricity usage, including the following inspection tasks within their jurisdiction:"
2. Amend and supplement the beginning of Clause 2, Article 7 as follows:
"2. Standards for the Electricity Inspector of the Industry Department and the Electricity Inspector of the specialized agency assisting the People's Committee at the district level in performing state management functions over electricity activities and electricity usage. The Electricity Inspectors of the Industry Department and the Electricity Inspectors of the specialized agencies assisting the People's Committee at the district level in performing state management functions over electricity activities and electricity usage must meet the following criteria:"
3. Amend Point a, Clause 3, Article 7 as follows:
"a) For Electricity Inspectors of transmission and distribution units, they must have a diploma in electrical engineering or higher; for Electricity Inspectors of wholesale and retail power units, they must have a diploma in electrical engineering or be an electric technician from grade 5/7 or higher;"
4. Amend and supplement Clause 2, Article 8 as follows:
"2. The Industry Department shall organize training and examination for Electricity Inspectors of specialized agencies under the People's Committees at the district level and electricity units within the province to implement the issuance of Electricity Inspector cards according to Article 10 of this Regulation."
5. Amend and supplement Clause 2 of Article 9 as follows:
"2. The Director of the Industry Department shall issue Electricity Inspector cards to Electricity Inspectors of specialized agencies under the People's Committees at the district level and Electricity Inspectors of electricity units within the province."
Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 3. The Heads of the Ministry’s Office, the Inspectorate, the Department Heads, Bureau Chiefs under the Ministry, the Directors of Provincial Industry Departments, centrally-administered municipalities, heads of relevant agencies and organizations, and individuals participating in electricity activities and electricity usage are responsible for implementing this Decision./.
