CIRCULAR
Issuing the National Technical Regulation "Classification Rules and Construction of Steel-Hulled Seagoing Ships"

BASED ON THE LAW ON STANDARDS AND TECHNICAL REGULATIONS dated June 29, 2006;
Pursuant to the Law on Legislative Activities dated June 3, 2008;
Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations;
Pursuant to Decree No. 24/2009/ND-CP dated March 5, 2009 of the Government detailing and providing implementation measures for the Law on Enacting Regulatory Legal Documents;
Pursuant to Decree No. 51/2008/NĐ-CP dated April 22, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;
The Minister of Transport hereby promulgates:
Article 1. The National Technical Regulation "Classification Rules and Construction of Steel-Hulled Seagoing Ships" accompanying this Circular is hereby issued.
Registration code: QCVN 21:2010/BGTVT.
Article 2. This Circular shall take effect six months from the date of issuance. For ships that have signed new construction contracts before the effective date of this Circular, the Vietnamese Standards TCVN 6259-01:2003 to TCVN 6259-12:2003 on Classification Rules and Construction of Steel-Hulled Seagoing Ships shall still be applied.
Article 3. The Director of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments, the Director of the Vietnam Ship Inspection Bureau, Heads of agencies and units under the Ministry of Transport, relevant organizations and individuals are responsible for implementing this Circular./.
