CIRCULAR

Prescribing the framework program for intermediate vocational education and the framework program for higher vocational education for five occupations:Framework for intermediate vocational programs and a model framework for higher vocational education levels in the Hotel, Tourism, Sports, and Personal Services sectors

Pursuant to the Vocational Training Law dated November 29, 2006;

Pursuant to Decree No. 186/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor - War Invalids and Social Affairs;

Pursuant to Decision No. 58/2008/QD-BLDTBXH dated September 6, 2008 of the Minister of Labor, Invalids and Social Affairs promulgating regulations on the framework for intermediate vocational programs and a model framework for higher vocational education levels;

Based on the assessment results of the Evaluation Council and the proposal of the General Vocational Training Administration regarding the issuance of the framework for intermediate vocational programs and a model framework for higher vocational education levels for the following occupations: Service Management, Entertainment, and Sports; Tourism MICE Management; Resort Management;

The Ministry of Labor, Invalids and Social Affairs hereby stipulates the framework for intermediate vocational programs and a model framework for higher vocational education levels for the above occupations as follows:

Article 1. Scope of Regulation and Applicability:

This Circular stipulates the framework for intermediate vocational programs and a model framework for higher vocational education levels to be applied to public and private vocational training institutions (hereinafter referred to as Training Institutions) that have registered to provide vocational training for the occupations specified in this Circular; the framework for intermediate vocational programs and a model framework for higher vocational education levels stipulated in this Circular are not mandatory for vocational training institutions with foreign investment capital.

Article 2. The framework prescribed in this Circular includes:

1. The framework for intermediate vocational programs and a model framework for higher vocational education levels for the occupation "Service Management, Entertainment, and Sports" (Annex 1);

2. The framework for intermediate vocational programs and a model framework for higher vocational education levels for the occupation "Tourism MICE Management" (Annex 2);

3. The framework for intermediate vocational programs and a model framework for higher vocational education levels for the occupation "Resort Management" (Annex 3).

Article 3. Responsibilities for Developing Vocational Training Programs:

Based on the provisions of this Circular, the Principals of vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate vocational schools that have registered to provide vocational training for the occupations specified in this Circular shall organize the development, evaluation, and approval of their vocational training programs.

Article 4. Implementation provisions:

1. This Circular takes effect 45 days from the date of signature;

2. Ministries, ministerial-level agencies, government-affiliated agencies, political-social organizations, provincial and municipal people's committees directly under the central government, the General Vocational Training Administration, vocational colleges, intermediate vocational schools, universities, colleges, specialized intermediate vocational schools that have registered to provide intermediate vocational and higher vocational education for the occupations specified in this Circular, and related units are responsible for implementing this Circular./.
