Guidelines for determining unit prices for document correction

Pursuant to Decree No. 48/2008/NĐ-CP dated April 17, 2008 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
Pursuant to Decree No. 111/2004/NĐ-CP dated April 8, 2004 of the Government detailing the implementation of certain provisions of the National Archives Law;
Pursuant to Decree No. 60/2003/NĐ-CP dated June 6, 2003, promulgated by the Government detailing and guiding the implementation of the Law on State Budget;
Pursuant to Circular No. 03/2010/TT-BNV dated April 29, 2010 of the Ministry of Home Affairs on economic and technical norms for document correction;
After receiving the unified opinion of the Ministry of Finance in Document No. 9810/BTC-QLG dated July 27, 2010, the Ministry of Home Affairs guides the method for determining unit prices for document correction as follows:
Article 1. General Provisions
1. Scope and objects of application: This Circular guides the method for determining unit prices for document correction to build budgets for expenses incurred from outsourcing document correction services for agencies and organizations using state budget funds.
2. The unit price for document correction paper is calculated for each meter of original documents brought for correction, including the unit price for wages and the unit price for materials and office supplies (VPP).
Article 2. Method for Determining Unit Price for Wages
1. The unit price for wages for correcting paper documents with a coefficient of 1.0 is determined through the following steps:
a) Step 1: Determine the hourly wage for each step of work (BCV) in the correction process (i = 1, 2, 3, ..., 23), denoted as Vi according to the following formula:
Basic wage of BCV + Supplementary wage according to BCV system + Contributions deducted from BCV wage + Hazard pay / 26 days x 8 hours x 60 minutes (VND/minute)

- The basic wage of BCV equals the national minimum wage for each period multiplied by the BCV's salary coefficient (applicable according to the Professional and Technical Salary Table for civil servants and employees in state units issued together with Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on salary systems for civil servants, employees, and armed forces, Table No. 3).
- The supplementary wage according to the BCV system equals the basic wage of BCV multiplied by 0.1 (the coefficient for paid leave according to the system).
- Contributions deducted from BCV wage include social insurance, health insurance, unemployment insurance, and trade union fees, calculated as the total of the basic wage and the supplementary wage according to the BCV system multiplied by the prescribed percentage of the state for each period.
- Hazard pay equals the national minimum wage for each period multiplied by the hazard coefficient of 0.2 (as stipulated in Circular No. 2939/BNV-TL dated October 4, 2005 of the Ministry of Home Affairs on hazardous and dangerous allowances for civil servants, employees, and personnel in the archives sector).
- 26 days is the number of working days in one month; 8 hours is the working time in one day, and 60 minutes is the time in one hour.
b) Step 2: Determine the unit price for wages for each BCV in the correction process (i = 1, 2, 3, ..., 23), denoted as Vsp,i according to the formula:
Vsp,i = Vi x Tsp,i (VND/meter)
Where:
- Vi is the hourly wage for each BCV, measured in VND/minute.
- Tsp,i is the comprehensive labor rate for each BCV, measured in minutes/meter of documents. Detailed labor rates for correcting paper documents with a coefficient of 1.0 in the correction process are specified in Appendix No. 02 of Circular No. 03/2010/TT-BNV dated April 29, 2010 of the Ministry of Home Affairs.
c) Step 3: Determine the overall unit price for wages (Vsp) for the entire correction process according to the formula:
Vsp = Vsp,1 + Vsp,2 + ... Vsp,i + ... Vsp,23 (VND/meter).
Where Vsp,i is the unit price for wages for each BCV among the 23 BCVs in the document correction process. (Method for determining the unit price for wages for correcting paper documents as attached in the appendix).
2. The unit price for wages for correcting paper documents with coefficients other than 1.0 is determined based on the unit price for wages for correcting paper documents with a coefficient of 1.0 multiplied by the coefficients specified in Circular No. 03/2010/TT-BNV dated April 29, 2010 of the Ministry of Home Affairs.
Article 3. Method for determining unit prices of materials and office supplies
The unit price of materials and office supplies (OS) for processing 01 meter of documents shall be calculated according to the formula:
Unit price of materials, OS = Σ (Quantity of each type of material, OS according to norms) x Unit price of each type of material, OS
Where:
- The quantity of each type of material, OS is specified in Appendix No. 03 of Circular 03/2010/TT-BNV dated April 29, 2010, issued by the Ministry of Home Affairs.
- The unit price of each type of material, OS is calculated based on market prices at the time of document processing.
Article 4. Organization of Implementation
1. State agencies and organizations using state budget funds shall base their budget estimates on the actual situation of documents in their units and the guidelines provided in this Circular, and submit them to the competent authority for approval. Settlement and finalization shall be carried out in accordance with the provisions of the law.
2. This Circular shall take effect 45 days from the date of signature.
3. During implementation, if any difficulties arise, they should be promptly reported to the Ministry of Home Affairs for study, amendment, and supplementation as necessary.
