CIRCULAR

Regulations on the Conditions for Operating Sports Facilities Organizing Football Activities

Pursuant to the Law on Physical Culture and Sports No. 77/2006/QH11 dated November 29, 2006;

Pursuant to the Government Decree No. 112/2007/NĐ-CP dated June 26, 2007 detailing and guiding the implementation of certain provisions of the Law on Physical Culture and Sports;

Pursuant to the Government Decree No. 7841/2007/NĐ-CP dated December 25, 2007 on the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

Pursuant to the Government Decree No. 69/2008/NĐ-CP dated May 30, 2008 on policies encouraging socialization in education, vocational training, healthcare, culture, sports, and environmental activities;

Article 1. This Circular stipulates special conditions for organizing training and competitions in Golf.

The Minister of Culture, Sports and Tourism issues this Circular stipulating the conditions for operating sports facilities organizing football activities.

Article 1. Scope of Regulation and Applicability

Article 1. This Circular details the conditions regarding infrastructure, equipment, gear, and specialized staff of sports facilities organizing football activities.

This Circular does not regulate professional football activities.

Article 2. This Circular applies to organizations and individuals organizing football activities in Vietnam.

Article 3. Issuance of Certificate of Compliance with Business Conditions

Clause 1. A sports facility organizing football activities that is a business entity must obtain a certificate of compliance with business conditions according to the procedures stipulated in Article 55 of the Law on Physical Culture and Sports when conducting operations.

Clause 2. A sports facility organizing high-performance football training and competition must ensure the conditions prescribed in Article 43 of the Law on Physical Culture and Sports.

Article 4. Conditions Regarding Playing Fields and Equipment

Clause 1. The training field area must meet a minimum density of 25m2/person. If there is a wall for shooting at goal posts, its minimum size must be 5m wide and 2.5m high, made of durable material. The competition field area must comply with the dimensions specified in the Football Competition Law.

The training and competition fields must ensure safe surrounding distances without obstacles, with a minimum distance of 2.5m from the field boundary to the fence or adjacent field.

Clause 2. The field surface must be flat and made of natural grass, artificial turf, clay, wooden flooring, synthetic materials, or fine sand without gravel.

Clause 3. The field must have all necessary markings including sideline, endline, center circle, penalty area, and free kick points.

Clause 4. The goal frame must meet the size requirements of the Football Competition Law and be made of iron, wood, or synthetic materials.

Clause 5. Football fields adjacent to residential areas, public buildings, or roads must be surrounded by a fence at least 3m high.

Clause 6. Evening training and competition must ensure a minimum light intensity of 150 lux.

Clause 7. The field must have operational rules covering the following basic contents:

Point a) Wearing sportswear during training and competition;

Point b) Adhering fully to the guidance of the field management board;

Point c) Communicating politely and courteously, no aggressive behavior or actions that disrupt unity;

Point d) No consumption of alcohol or smoking within the field;

Point đ) No carrying of hard, sharp, or pointed objects that could cause injury into the field;

Point e) No gathering to organize gambling or other social evils;

Point g) Operating hours.

Clause 8. There must be a first aid kit and medical supplies for initial treatment.

Clause 9. There must be changing rooms and parking areas.

Clause 10. Environmental sanitation, security, and fire prevention must be ensured in accordance with regulations.

Clause 11. Images and advertising boards used on the field must comply with legal provisions.

Article 4. Conditions for Professional Staff

Sports facilities organizing football training activities must have instructors with professional qualifications in football meeting one of the standards prescribed in Point 1, Section I of Circular No. 05/2007/TT-UBTDTT dated July 20, 2007, issued by the Sports Steering Committee guiding the implementation of certain provisions of Decree No. 112/2007/NĐ-CP dated June 26, 2007, of the Government detailing and guiding the implementation of certain articles of the Law on Physical Culture and Sports.

State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.

1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.

2. The Cultural, Sports and Tourism Inspectorate shall conduct inspections and handle violations concerning professional conditions when organizing football activities within its authority.

3. Departments of Culture, Sports and Tourism of provinces and centrally-administered cities are responsible for implementing this Circular.

Article 6. Effectiveness

This Circular takes effect from January 25, 2013. Sports facilities that have already established football activities but do not meet the conditions stipulated in this Circular must complete and improve within six months from the date of its effectiveness. During the implementation process, if any difficulties arise, organizations and individuals are requested to promptly report them to the Ministry of Culture, Sports and Tourism for consideration and resolution.
