NOTIFICATION OF ELECTRONIC COMMERCE WEBSITES FOR SALES Article 3. Objects subject to notification of electronic commerce sales websites

Step 1: Traders or individuals register

- Step 4: Within three working days, traders, organizations, or individuals will receive feedback from the Ministry of Industry and Trade via the registered email address regarding one of the following contents:No. Confirmation that the reported information is complete and valid;
Notification that the reported information is incomplete or invalid. In such cases, the trader, organization, or individual must return to Step 3 to report or supplement the information as required., amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP Article 5. Modification and termination of previously notified informationintention 1. In case there is a change in any of the information specified in Clause 2 of Article 53 of Decree No. 52/2013/NĐ-CP or cessation of operations of the previously notified electronic commerce sales website, the trader, organization, or individual must notify the Ministry of Industry and Trade within seven working days from the date of the change in information or cessation of operations.
- 2. The modification and termination of information about the electronic commerce sales website are carried out online through the access account to the system that was granted when the trader, organization, or individual made the notification as stipulated in Article 4 of this Circular.Deputy ministers of ministerial-level agencies,3. Time for confirmation of changes or termination of the notification: 03 (three) working days from the date of receipt of the complete and accurate notification sent by commercial traders, organizations, or individuals to the Ministry of Industry and Trade as prescribed in Clause 2 of this Article.âREGISTRATION FOR E-COMMERCE SERVICE PROVIDING WEBSITES
- The registration object is commercial traders or organizations operating in the field of trade promotion or business support, having an e-commerce website providing at least one of the following services: lStep 4: Within 07 (seven) working days, commercial traders, organizations will receive feedback from the Ministry of Industry and Trade via the registered email address regarding one of the following contents:
- Confirmation that the registration dossier is complete and valid and request commercial traders, organizations to proceed to Step 5;shallNotification that the registration dossier is not valid or request supplementation of information. In such cases, commercial traders, organizations must revert to Step 4 or supplement the required information and dossiers., amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP Step 5: After receiving the notification confirming the completeness and validity of the dossier, commercial traders, organizations send to the Ministry of Industry and Trade (Electronic Commerce and Information Technology Department) the complete registration dossier (paper version) as prescribed in Article 7 of this Circular.on 4. Time for registration confirmation: 05 (five) working days from the date of receipt of the complete and valid paper registration dossier directly or via post sent by commercial traders, organizations to the Ministry of Industry and Trade (Electronic Commerce and Information Technology Department) upon completion of the registration procedure prescribed in Clause 2, Article 8 of this Circular. In case the paper dossier sent does not match the documents and information declared online through the system access account, the Ministry of Industry and Trade will notify via the email address registered by the commercial traders, organizations to complete the dossier., amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP 2. Upon confirmation of registration, the Ministry of Industry and Trade will send to commercial traders, organizations via the registered email address a code segment to attach to the e-commerce service providing website, displayed as a registration icon. When selecting this icon, users are directed to the registration information section set up by the commercial traders, organizations operating the e-commerce service providing website at the Electronic Commerce Activities Management Portal.
3. Merchants, organizations, or individuals are responsible for monitoring the status of their application through emails or the accessed system account to update and correct information as required.

Article 7. Registration Documents
1. Application for registration of a website providing electronic commerce services (in accordance with Model TMĐT-1 attached to this Circular).
2. Certified copy of the Decision on Establishment (for organizations), business registration certificate, investment certification, or investment permit (for traders).
3. Proposal for provision of services as prescribed in Clause 3, Article 54 of Decree No. 52/2013/NĐ-CP.
4. Regulation on management of activities of websites providing electronic commerce services as prescribed in Point d, Clause 2, Article 55 of Decree No. 52/2013/NĐ-CP.
5. Sample of service contracts or cooperation agreements between traders or organizations owning websites providing electronic commerce services and traders, organizations, or individuals participating in buying and selling goods or providing services through such websites.
6. General terms and conditions applicable to the buying and selling of goods or provision of services on the website (if any).
Article 8. Registration Procedure
1. The acceptance and processing of registration documents for websites providing electronic commerce services shall be conducted online by the Ministry of Industry and Trade via the Electronic Commerce Activities Management Portal at the address www.online.gov.vn.
2. To declare the application, traders and organizations need to access the Portal for Managing E-commerce Activities and proceed with the following steps:
Step 1: Traders and organizations register an account to log into the system by providing the following information: 1Name of trader or organization;âBusiness registration number of the trader, establishment decision number of the organization;intention Address of the trader or organization's headquarters.amendStep 2: Within three working days, traders and organizations will receive results from the Ministry of Industry and Trade via the registered email address regarding one of the following contents:of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Home AffairsIf the account registration information is complete, traders and organizations will be granted an account to log into the system and proceed to Step 3;
- Otherwise, if additional information is required, traders and organizations must re-register or supplement the required information.
- Contact information, including phone number, fax, email address.amendống kintention Step 3: After being granted an account to log into the system, traders and organizations log in, select the function to register a website providing electronic commerce services, fill out the information according to the model, and attach the registration documents as stipulated in Article 7 of this Circular., amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP Step 4: Within seven working days, traders and organizations will receive feedback from the Ministry of Industry and Trade via the registered email address regarding one of the following contents:
- If the account registration information is complete, the trader, organization, or individual will be granted an account to log into the system and proceed to Step 3;
- Confirmation that the registration documents are complete and valid, and request traders and organizations to proceed to Step 5;
- Step 4: Within three working days, traders, organizations, or individuals will receive feedback from the Ministry of Industry and Trade via the registered email address regarding one of the following contents:No. Confirmation that the reported information is complete and valid;
Notification that the registration documents are invalid or require additional information. In this case, traders and organizations must return to Step 1 or supplement the required information and documents.
- Step 5: Upon receiving confirmation that the registration documents are complete and valid, traders and organizations send the complete registration documents (paper version) to the Ministry of Industry and Trade (Electronic Commerce and Information Technology Department) as stipulated in Article 7 of this Circular.
- The object of registration is traders or organizations operating in the field of promoting trade or supporting businesses, having electronic commerce websites on which they provide at least one of the following services:No.4. Within thirty working days from the date of receipt of the notification requesting additional information at Step 4 as prescribed in Clause 2 of this Article, if traders and organizations do not respond, the registration on the system will be locked, and traders and organizations must start the registration process again from the beginning.
Article 9. Confirmation of Registrationorganize credit institutions, foreign bank branches are responsible for organizing the implementation of this Circular.1. Time for confirmation of registration: five working days from the date of receipt of the complete and valid paper registration documents directly or via postal service sent by traders and organizations to the Ministry of Industry and Trade (Electronic Commerce and Information Technology Department) upon completion of the registration procedure as prescribed in Clause 2, Article 8 of this Circular. In cases where the paper documents sent do not match the materials and information declared online through the system access account, the Ministry of Industry and Trade will notify traders and organizations via the registered email address to complete the documents."b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation."2. When confirming registration, the Ministry of Industry and Trade will send a code segment to traders and organizations via the registered email address to be affixed on the website providing electronic commerce services, displayed as a registration icon. When selecting this icon, users will be directed to the registration information section established by the trader or organization setting up the website providing electronic commerce services on the Electronic Commerce Activities Management Portal.
Compliance with the law
- 3. Commercial traders and organizations that have registered to provide e-commerce trading platform services according to Circular No. 46/2010/TT-BCT must supplement their registration dossiers to comply with the provisions of this Circular within 90 (ninety) days from the effective date of this Circular.
- Notify the filing of an invalid application or request for additional information.June 2024;In such cases, the trader or organization must return to complete or supplement the required information and documents., amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP sung thông tin. Step 5: After receiving notification confirming that the submitted documents are complete and valid, the trader or organization shall submit the complete set of registration documents (in paper form) to the Ministry of Industry and Trade (Electronic Commerce and Information Technology Department) as prescribed in Article 7 of this Circular.intention The completed registration documents (paper version) shall be submitted according to the provisions of Article 7 of this Circular.
3. Traders and organizations are responsible for monitoring the status of document processing via email or the system login account provided to make updates and corrections as required.
Within thirty working days from the date of receipt of the notification requesting additional information at Step 4 as stipulated in Clause 2 of this Article, if the trader or organization does not respond, the registration on the system will be locked, and the trader or organization must re-register from the beginning.
Article 9. Confirmation of Registration
1. Time for confirmation of registration: Five working days from the date of receipt of the complete and valid paper registration documents directly or via post sent by the trader or organization to the Ministry of Industry and Trade (Electronic Commerce and Information Technology Department) upon completion of the registration process as prescribed in Clause 2 of Article 8 of this Circular. In case the paper documents sent do not match the materials and information declared online through the account accessing the system, the Ministry of Industry and Trade will notify the trader or organization via the email address registered by them to complete the documents.
2. Upon confirmation of registration, the Ministry of Industry and Trade will send a code segment to the trader or organization via the registered email address to be attached to the website providing electronic commerce services, displayed as a registration icon. When clicking on this icon, users will be directed to the registration information section of the trader or organization operating the website providing electronic commerce services on the Portal for Managing Electronic Commerce Activities.
Article 10. Amending and supplementing registration information
1. In case there is a change in any of the information related to the website providing e-commerce services that has been registered as stipulated in Clause 1, Article 56 of Decree No. 52/2013/NĐ-CP, the trader or organization must notify the Ministry of Industry and Trade within 07 (seven) working days from the date of the information change.
2. The notification shall be made online through the access account to the system that has been issued or by sending a written notice directly or via postal service to the Ministry of Industry and Trade (Department of E-commerce and Information Technology), accompanied by copies of documents proving the change (if any).
3. Within 07 (seven) working days from the date of receiving a complete and accurate notification from the trader or organization as prescribed in Clause 2 of this Article, the Ministry of Industry and Trade will examine and confirm or not confirm the amended and supplemented information and provide feedback to the trader or organization through the access account to the system that has been issued; in case of non-confirmation, the reasons must be clearly stated.
Article 11. Withdrawal, termination of registrationcommission 1. The Ministry of Industry and Trade terminates the registration for websites providing e-commerce services in the following cases:
a) At the request of the trader or organization establishing the website;
b) The trader or organization establishing the website ceases operations or transfers the website to another trader or organization;
c) Over 30 (thirty) days without any activity on the website or the trader or organization does not respond to information requests from state management agencies;
d) The trader or organization providing e-commerce services has their registration canceled according to the provisions of Clause 3 of this Article.
2. When the trader or organization establishing an e-commerce website ceases operations or transfers the website, they must notify the Ministry of Industry and Trade at least 07 (seven) working days in advance to terminate the registration. This notification shall be made online through the access account to the system that was used during registration or by sending a written notice directly or via postal service to the Ministry of Industry and Trade (Department of E-commerce and Information Technology).
3. The Ministry of Industry and Trade cancels the registration of websites providing e-commerce services of traders or organizations that commit the following acts:
b) Failing to fulfill the reporting obligations as stipulated in Decree No. 52/2013/NĐ-CP and continuing to repeat the offense after being reminded;
a) Engaging in prohibited acts in electronic commerce as stipulated in Article 4 of Decree No. 52/2013/NĐ-CP;
c) Being canceled registration pursuant to the decision to handle violations by competent state agencies.
Article 12. Re-registration for websites providing e-commerce services
4. Information about websites providing electronic commerce services whose registrations have been canceled will be published on the Portal for Management of Electronic Commerce Activities.
1. When a trader or organization receives the transfer of a website providing e-commerce services, they must re-register according to the procedures prescribed in Article 8 of this Circular.ệSigned electronic document (meeting the requirements of Article 6 of this Circular)
2. The time limit for the trader or organization to re-register shall not exceed 30 (thirty) days from the date of receiving the transferred website providing e-commerce services.
Article 13. Reporting Obligations of Traders, Organizations that Have Registered Websites Providing E-commerce Services
2. The report shall be made online through the trader or organization's account at the Portal for Managing E-commerce Activities.â3. To serve the inspection and supervision work of state management agencies or to clarify information reported by organizations or individuals as stipulated in Article 24 of this Circular, traders or organizations establishing websites providing e-commerce services have the obligation to explain and provide information about activities on their website when requested by the Ministry of Industry and Trade.
1. Before January 15 each year, businesses and organizations establishing websites providing electronic commerce services must report to the Ministry of Industry and Trade statistical data on the operation status of the previous year.

Article 14. Registration Subjects
The registration subjects for the operation of evaluating trustworthiness of electronic commerce websites are business entities and organizations established under Vietnamese law and fall into one of the following categories:
1. Organizations promoting trade or supporting businesses.
2. Media agencies, industry associations, or consumer rights protection organizations.
3. Business entities operating in the field of electronic commerce.
Article 15. Registration Documents
1. Application for registering the operation of evaluating trustworthiness of electronic commerce websites (in accordance with Model TMĐT-2 attached to this Circular).
2. Certified copy of the Decision on Establishment (for organizations), business registration certificate, investment certification, or investment permit (for traders).
3. Proposal for activities to assess the creditworthiness of electronic commerce websites including the following minimum contents:
a) Official name of the credit assessment program for electronic commerce websites;
b) Purpose of the activities to assess the creditworthiness of electronic commerce websites;
c) Time and frequency of conducting evaluation activities;
d) Objectives or types of electronic commerce websites to be evaluated for trustworthiness;
đ) Criteria applied to evaluate an electronic commerce website, including criteria that the electronic commerce website has completed notification or registration with the Ministry of Industry and Trade as stipulated in Decree No. 52/2013/NĐ-CP;
e) Procedures and methods for conducting the evaluation of an electronic commerce website;
g) Methods of organizing evaluation activities and selecting personnel to carry out the evaluation;
h) Design of the trust symbol to be affixed on electronic commerce websites that have been evaluated;
i) Supervision plan for the operations of electronic commerce websites that have been affixed with the trust symbol;
k) Rights and obligations of the trust evaluator and the party owning the website being evaluated.
Article 16. Registration Procedure
1. The acceptance and processing of applications for registering the operation of evaluating trustworthiness of electronic commerce websites are conducted online by the Ministry of Industry and Trade through the Electronic Commerce Activities Management Portal at www.online.gov.vn.
2. To declare the application, traders and organizations need to access the Portal for Managing E-commerce Activities and proceed with the following steps:
Step 1: Traders and organizations register an account to log into the system by providing the following information: 1: Business entity, organization applying for registrationintention Field of business/activity;
- Otherwise, if additional information is required, traders and organizations must re-register or supplement the required information.
- Business registration number of the business entity or decision number establishing the organization;
- Business/operational field;iContact information, including telephone number, fax, email address.
- If the account registration is rejected or requires supplementation, the trader, organization, or individual must re-register or supplement the information as required., amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP Step 4: Within seven working days, traders and organizations will receive feedback from the Ministry of Industry and Trade via the registered email address regarding one of the following contents:

3. Traders and organizations are responsible for monitoring the status of document processing via email or the system login account provided to make updates and corrections as required.
Within thirty working days from the date of receipt of the notification requesting additional information at Step 4 as stipulated in Clause 2 of this Article, if the trader or organization does not respond, the registration on the system will be locked, and the trader or organization must re-register from the beginning.
Article 17. Confirmation of Registration
1. Time for confirmation of registration: seven working days from the date of receipt of the complete and valid paper application file sent directly or through postal service to the Ministry of Industry and Trade (Electronic Commerce and Information Technology Department) upon completion of the registration process as prescribed in Clause 2, Article 16 of this Circular. In case the paper application file does not match the documents and information declared online by the business entity or organization, the Ministry of Industry and Trade will notify via the email address registered by the business entity or organization to complete the application file.
2. When confirming the registration, the Ministry of Industry and Trade will send a notification about the confirmation of registration to the business entity or organization via the registered email address, simultaneously listing the name of the business entity or organization on the list of business entities and organizations providing credit rating services that have registered on the Portal for Management of Electronic Commerce Activities.
3. After being confirmed for registration, the trust symbol of the business entity or organization providing credit rating services for electronic commerce websites along with the list of websites bearing this symbol will be published on the Portal for Management of Electronic Commerce Activities.
Article 18. Amendment and Supplement of Registration Information
1. Business entities or organizations providing credit rating services for electronic commerce websites must notify the amendment and supplement of registration information within seven working days from the date of any of the following changes:
a) Change of the name of the trader or organization;
b) Change of the representative of the trader or organization; change of the person responsible for the operation of trust evaluation on e-commerce websites;
c) Change of the business office address or contact information;
d) Change in criteria and procedures for evaluating the creditworthiness of electronic commerce websites or other contents of the project for credit rating activities for electronic commerce websites as stipulated in Clause 3, Article 15 of this Circular.
2. The notification of amendment and supplement of registration information shall be made online through the access account to the system provided during the registration process or by sending a written notice directly or through postal service to the Ministry of Industry and Trade (Electronic Commerce and Information Technology Department), accompanied by copies of relevant documents and materials proving the change (if any).
3. Within 07 (seven) working days from the date of receiving a complete and accurate notification from the trader or organization as prescribed in Clause 2 of this Article, the Ministry of Industry and Trade will examine and confirm or not confirm the amended and supplemented information and provide feedback to the trader or organization through the access account to the system that has been issued; in case of non-confirmation, the reasons must be clearly stated.
Article 19. Withdrawal and Termination of Registration
1. The Ministry of Industry and Trade shall terminate registration for traders and organizations that assess trustworthiness of e-commerce websites in the following cases:
a) At the request of such trader or organization;
b) The trader or organization ceases to operate the assessment of trustworthiness of e-commerce websites;
c) The business entity or organization providing credit rating services for electronic commerce websites fails to fulfill obligations as prescribed in Clause 4, Article 61 of Decree No. 52/2013/ND-CP and continues to commit the same violation after being reminded;
d) The business entity or organization providing credit rating services for electronic commerce websites has their registration canceled as prescribed in Clause 2, Article 61 of Decree No. 52/2013/ND-CP.
2. When ceasing operations, the business entity or organization providing credit rating services for electronic commerce websites must notify the Ministry of Industry and Trade at least fifteen working days in advance to terminate the registration. This notification shall be made online through the access account to the system provided during the registration process or by sending a written notice directly or through postal service to the Ministry of Industry and Trade (Electronic Commerce and Information Technology Department).
3. Upon termination or cancellation of registration, the Ministry of Industry and Trade will remove the name of the business entity or organization from the list of business entities and organizations providing credit rating services for electronic commerce websites that have registered, and simultaneously delete the trust symbol of the business entity or organization along with the list of websites bearing this symbol on the Portal for Management of Electronic Commerce Activities.
Article 20. Obligation to Report of Merchants and Organizations Evaluating Trustworthiness of E-commerce Websites
1. Before the fifth day of each month, merchants and organizations must update on the Portal for Management of E-commerce Activities the list of e-commerce websites that have been awarded trust symbols up to the end of the previous month.
2. Before January 15th of each year, merchants and organizations evaluating the trustworthiness of e-commerce websites must report the results of their trust evaluation activities of the previous year to the Ministry of Industry and Trade through an online method via their accounts at the Portal for Management of E-commerce Activities.
3. To serve inspection and supervision work of state management agencies or to clarify information reported by organizations or individuals as stipulated in Article 24 of this Circular, merchants and organizations evaluating the trustworthiness of e-commerce websites have the obligation to report and provide information about the websites they have awarded trust symbols when requested by the Ministry of Industry and Trade.
Chapter IV
ANNOUNCEMENT OF INFORMATION ON THE PORTAL FOR MANAGEMENT OF E-COMMERCE ACTIVITIES MANAGEMENT OF ELECTRONIC COMMERCE ACTIVITIES
Article 21. Announcement of List of E-commerce Websites That Have Completed Notification and Registration Procedures
1. Immediately after an e-commerce website completes notification or registration procedures as prescribed in this Circular and receives confirmation from the Ministry of Industry and Trade, information about the website will be included in the list of notified or registered e-commerce websites for public announcement on the Portal for Management of E-commerce Activities.
2. The announced information includes the information specified in Clause 2 of Article 65 of Decree No. 52/2013/ND-CP.
3. When an e-commerce service website is terminated or its registration is canceled, the information about the website will be removed from this list and transferred to the status of a terminated registration website or moved to the list of websites violating legal provisions as stipulated in Article 23 of this Circular.
Article 22. Announcement of List of Merchants and Organizations Evaluating Trustworthiness of E-commerce Websites That Have Completed Registration Proceduresintention
1. Immediately after merchants and organizations engaged in evaluating the trustworthiness of e-commerce websites complete registration procedures as prescribed in this Circular and receive confirmation from the Ministry of Industry and Trade, information about the merchants and organizations will be included in the list of registered merchants and organizations evaluating the trustworthiness of e-commerce websites for public announcement on the Portal for Management of E-commerce Activities.
2. The announced information includes the information specified in Clause 2 of Article 66 of Decree No. 52/2013/ND-CP.
3. When registration is terminated or canceled, the information about merchants and organizations evaluating the trustworthiness of e-commerce websites will be removed from this list and transferred to the status of terminated registration or moved to the list of merchants and organizations violating legal provisions.
Article 23. Announcement of List of E-commerce Websites Violating Legal Provisionsy đcouncillORSIN ACCORDANCE WITH THE LAW
1. The Ministry of Industry and Trade announces on the Portal for Management of E-commerce Activities the list of e-commerce websites violating legal provisions as stipulated in Article 4 of Decree No. 52/2013/ND-CP and regulations on administrative violations in e-commerce.
2. The information to be announced includes:
a) Name of the e-commerce website;
b) Name and information of the merchant or organization owning the website;
c) Violation behavior of the merchant, organization, or individual.
Article 24. Receiving information reports and publishing the list of e-commerce websites that have been reported for suspected violations of the lawAverage loan repayment period is 10 years; b) Violating provisions on contract formation in e-commerce as stipulated in Decree No. 52/2013/ND-CP;
1. The Ministry of Industry and Trade receives feedback from organizations and individuals regarding the following behaviors on e-commerce websites:
a) Violations of regulations on notification and registration of e-commerce websites;
c) Violating provisions on the responsibilities of website owners in e-commerce sales or service providers in e-commerce as stipulated in Decree No. 52/2013/ND-CP;
d) Violating provisions on personal information protection and payment security in e-commerce as stipulated in Decree No. 52/2013/ND-CP;
đ) Other violations prescribed in Article 4 of Decree No. 52/2013/ND-CP.
2. Organizations and individuals shall perform online reporting on the E-commerce Management Portal at the address www.online.gov.vn. When making a report, organizations and individuals must provide the following minimum information:
3. Within 05 (five) working days, organizations and individuals making the report will receive a response from the Ministry of Industry and Trade via the email address provided regarding one of the following contents:
a) Full name, national identity card number, residential address, phone number, and email address of the person providing feedback;
b) Address of the e-commerce website where the reflected behavior occurred;
c) Reflected behavior;
d) Summary of the feedback content;
đ) Documents and evidence proving the violation behavior (if available).
- Confirmation that the report is complete, valid, and counted among the number of reports specified in point a, Clause 4 of this Article.
a) An e-commerce website receiving more than 05 (five) opinions from different organizations and individuals about one or more acts mentioned in Clause 1 of this Article will be notified by the Ministry of Industry and Trade to explain the reported opinions.
- Notification that the feedback information is invalid or request for additional information.
4. The publication of feedback information for an e-commerce website on the Portal for Management of E-commerce Activities shall be carried out as follows:
b) After 10 (ten) working days from the date of receipt of the request for explanation from the Ministry of Industry and Trade, if the trader, organization, or individual owning the e-commerce website does not respond or cannot explain the reported opinions, then the website will be included in the list of e-commerce websites reported for suspected violations of the law and may be subject to administrative penalties according to the law.

The Minister of Industry and Trade assigns the Department of E-commerce and Information Technology to implement procedures for notification, registration of e-commerce websites, registration of activities for website trust evaluation, and publication of information on the E-commerce Management Portal in accordance with the provisions of this Circular.
Chapter IV
IMPLEMENTING PROVISIONS
Article 25. Responsibilities for Implementation
3. Provincial Departments of Industry and Trade under the central government, within their functions and authorities, shall cooperate with the Department of E-commerce and Information Technology in reviewing and verifying reported and registered information; monitoring, updating, and publishing information on the E-commerce Management Portal.
2. Relevant agencies and units under the Ministry of Industry and Trade are responsible for coordinating to participate in state management of e-commerce activities within their authority.
1. This Circular takes effect from July 1, 2013.
Article 26. Effective date
2. This Circular replaces Circular No. 46/2010/TT-BCT dated December 31, 2010 of the Ministry of Industry and Trade on the management of e-commerce websites selling goods or providing services.
3. Merchants and organizations that have registered to provide e-commerce trading platform services according to Circular No. 46/2010/TT-BCT must supplement their registration files to comply with the provisions of this Circular within 90 (ninety) days from the effective date of this Circular.
