Issued Cframework for intermediate vocational qualification programs, advanced vocational qualification programs
for four occupations under the legal and environmental protection occupational group

CPursuant to Decision No. 58/2008/QD-BLDTBXH dated September 6, 2008 of the Minister of Labor, War Invalids and Social Affairs promulgating regulations on intermediate vocational qualification program frameworks and advanced vocational qualification program frameworks;
Pursuant to Decree No. 106/2012/NĐ-CP dated December 20, 2012, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;
The Minister of Labor, War Invalids and Social Affairs issues this Circular to stipulate the intermediate vocational qualification program frameworks and advanced vocational qualification program frameworks for four occupations under the Legal and Environmental Protection and Environmental Protection occupational group as follows:
Considering the proposal of the General Director of the Vocational Training Administration,
This Circular hereby promulgates the intermediate vocational qualification program frameworks and advanced vocational qualification program frameworks for the following occupations: Waste Management; Industrial Environmental Protection; Urban Environmental Protection; Forestry Inspection to be applied to public and private vocational colleges, intermediate vocational colleges, universities, advanced vocational colleges, and intermediate specialized colleges that have registered to provide training for these occupations (hereinafter referred to collectively as vocational training institutions), but such application is not mandatory for vocational training institutions with foreign investment capital.
Article 1. 1. Intermediate vocational qualification program framework and advanced vocational qualification program framework for the occupation "Waste Management" (Annex 1).
2. Intermediate vocational qualification program framework and advanced vocational qualification program framework for the occupation "Industrial Environmental Protection" (Annex 2).
3. Intermediate vocational qualification program framework and advanced vocational qualification program framework for the occupation "Urban Environmental Protection" (Annex 3).
4. Intermediate vocational qualification program framework and advanced vocational qualification program framework for the occupation "Forestry Inspection" (Annex 4).
Based on the provisions of this Circular, the directors of vocational training institutions that have registered to provide training for the occupations specified in this Circular shall organize the development, review, and approval of their vocational training programs.
Article 2. This Circular takes effect from July 12, 2014.
Article 3. Ministries, ministerial-level agencies, government agencies, political and social organizations, provincial People's Committees, the General Department of Vocational Training, vocational training institutions that have registered to provide intermediate vocational qualification training and advanced vocational qualification training for the four occupations specified in this Circular, and related units are responsible for implementing this Circular./.
The ministries, ministerial-level agencies, government agencies, political-social organizations, provincial people's committees, centrally governed city people's committees, the Vocational Training General Department, vocational training institutions registered to provide intermediate vocational training and higher vocational training for the four trades specified in this Circular, and related units shall be responsible for implementing this Circular./.
