CIRCULAR

REGULATIONS ON THE APPLICATION OF INFORMATION TECHNOLOGY IN MANAGEMENT AND ORGANIZATION OF ONLINE TRAINING

2. For Circular No. 10/2022/TT-BKHĐT dated June 15, 2022 of the Minister of Planning and Investment detailing the provision of information and the selection of investors on the National Public Procurement Network, it suspends its effectiveness from August 1, 2022 to September 15, 2022.June 2024;education dated June 14, 2005; Law amending and supplementing certain articles of the Education LawJune 2024;education dated November 25, 2009;

Pursuant to the Higher Education Law dated June 18, 2012;

Pursuant to the Law on Information Technology dated June 29, 2006;

Pursuant to Decree No. 36/2012/NĐ-CP dated April 18, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 64/2007/NĐ-CP dated April 10, 2007 of the Government stipulating the application of information technology in the activities of state agencies;

Pursuant to Decree No. 72/2013/NĐ-CP dated July 15, 2013 of the Government stipulating management, provision, and use of Internet services and information on networks;on The Ministry of Education and Training issues this Circular on the application of information technology in management and organization of online training.

At the request of the Director of the Department of Information Technology,

Minister of TransportJune 2024;1. This Circular stipulates the application of information technology in management and organization of online training, including conditions, content of online training, implementation organization; responsibilities for managing the application of information technology in management and organization of online training.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

2. This Circular applies to training institutions, including universities, academies, university schools (including member schools under national universities and regional universities).

1. Application of information technology in online training refers to the use of electronic equipment, software, electronic learning materials, and telecommunications networks (mainly the Internet) to support teaching and learning activities with the aim of innovating teaching methods, enhancing the effectiveness of training work. Some common models of applying information technology in online training include:

Article 2. Interpretation of Terms

In this Circular, the following terms are understood as follows:

a) Blended learning involves combining electronic learning (e-Learning) with traditional face-to-face teaching methods (where both teachers and students are present) to improve the effectiveness of training and educational quality.

b) Electronic learning (e-Learning) is a form of learning where students can study anytime and anywhere through multimedia electronic learning materials (lectures, explanations, sound, images, videos, graphics, etc.). Forms of learning such as m-Learning (learning through mobile devices: smartphones, tablets, interactive screens), u-Learning (learning through virtual reality interaction occurring anywhere), or smart-Learning (smart learning tools) are all forms of electronic learning (e-Learning).

3. Electronic learning materials refer to a collection of electronic means serving teaching and learning, including textbooks, reference materials, test papers, presentation slides, data tables, audio files, image files, video files, electronic lectures, teaching software, virtual experiments...

4. Learning Management System (LMS): This is a software system that allows organizing, managing, and implementing online training activities from enrollment to completion of the course; it enables training institutions to monitor and manage students' learning processes; creates an online teaching and learning environment; facilitates communication between teachers and students regarding assignments, assistance, and answers; allows students to track their progress, participate in online learning content, connect with teachers and other students for discussions.

5. Learning Content Management System (LCMS): This is a software system for managing online learning content repositories, allowing the storage and distribution of learning content to students. The Learning Content Management System closely integrates with the Learning Management System (to deliver learning content to students) and authoring tool software (to create learning content).

4. Learning Content Management System (LCMS): is a software system for managing a repository of learning content over a network, allowing organizations to store and distribute learning content to learners. The Learning Content Management System closely integrates with the Learning Management System (to deliver learning content to learners) and authoring tool software (to create learning content).

Article 3. General Principles for Applying Information Technology in Management and Organizing Online Training

1. The application of information technology in management and organizing online training must comply with the provisions of this Circular and the training regulations issued by the Ministry of Education and Training, ensuring quality and enhancing the effectiveness of training.

2. The information technology system related to online training must comply with relevant laws on the application of information technology in state agencies and regulations on information security and safety.

Article 4. Content of Online Training

The head of the training institution decides on courses and modules within the training programs of the unit permitted to be conducted online (referred to collectively as online training modules) based on the current training regulations. The content of online training modules has equivalent volume, content, and knowledge structure compared to modules within the same academic program and level.

Article 5. e-Learning Packaging Standards

Electronic learning materials, e-Learning lectures, LMS, LCMS systems encourage the application of widely recognized international standards such as SCORM (Sharable Content Object Reference Model) and AICC (Aviation Industry Computer-Based Training Committee).

Article 6. Use of Open Source Software

It is encouraged that training institutions exploit and utilize open source software systems in organizing online training (Annex attached to this Circular).

Chapter II

CONDITIONS FOR APPLYING INFORMATION TECHNOLOGY IN MANAGEMENT AND ORGANIZING ONLINE TRAINING

Article 7. Conditions for Applying Information Technology in Management and Organizing Online Training

To organize online training, the training institution must ensure the implementation of the following requirements:

1. An online training electronic portal.

2. A server system and network infrastructure for Internet connection.

3. A learning management system.

4. A content management system.

5. A digital learning resource repository.

6. A human resources team to ensure the implementation of online training activities including:

a) A technical system management staff team.

b) A learning material design staff team.

c) A teaching staff capable of building e-Learning lectures.

d) A study advisor staff team.

7. Regulations on applying information technology in management and organizing online training.

Article 8. Online Training Portal

1. The online training electronic portal must integrate the following systems and functions:

a) A learning management system

- Allowing students to access registered online learning content and self-study, self-assess, track their progress and results.

- Allowing the training institution to manage student grades, learning progress, and lecturer and study advisor activities on the online platform.

- Providing forums and other support tools for students to exchange with lecturers and training institution departments regarding online learning issues.

b) A digital learning resource repository including textbooks, reference materials, assessment tests, presentations, data tables, audio files, images, videos, e-Lectures, educational software, virtual experiments, etc., serving the learning and research needs of students;

c) Forums and other support tools for exchanging about learning, answering student questions with the participation of lecturers and teaching assistants;

d) Providing information related to online training including:

- Texts, regulations, and rules related to online training;

- Training programs, course programs, online training plans;

- Timetables and guidance on studying, testing, and evaluation for each online training content;

- Links to related learning content.

đ) A login account and email system provided to each student for communication throughout the entire online training process.

2. The online training portal must comply with Decree No. 72/2013/NĐ-CP dated July 15, 2013 of the Government on the management, provision, and use of Internet services and information on networks.

Article 9. System of Servers and Network Infrastructure for Internet Connection

Clause 1. The system of servers and network infrastructure for Internet connection must have sufficient bandwidth and capacity to meet users' access requirements, preventing network congestion or overload.

Clause 2. Training institutions may choose to invest in or lease information technology infrastructure services based on ensuring information security and investment efficiency.

Article 10. Content Management System

Clause 1. Allow organizations to store and distribute learning content to learners through the network.

Clause 2. Integrate lecture preparation tools for lecturers.

Clause 3. Depending on practical conditions, training institutions may integrate the learning management system with the content management system for maximum effectiveness.

Article 11. Electronic Learning Materials

Clause 1. Electronic learning materials must have content closely aligned with educational objectives, high pedagogical value, ease of use, and meet learners' self-study needs.

Clause 2. Methods of providing electronic learning materials to learners:

Point a) Online via the Internet;

Point b) Online via internal networks;

Point c) CDs, DVDs, USB flash drives to enable learners to study independently without needing internet connectivity.

Clause 3. Learning materials for online courses must be fully prepared before organizing the course.

Article 12. Staff Implementing Online Training

Clause 1. Teachers participating in online training must be proficient in online teaching skills; capable of managing, guiding, and answering learners' questions through online training methods; skillfully using the online learning management system and information technology tools as required by the training institution in their role as instructors and must meet all teacher standards stipulated in Clause 1, Article 77 of the Education Law and related regulations issued by the Ministry of Education and Training.

Clause 2. Technical staff managing the online training system must understand the information technology systems related to online training at the training institution; be guided and transferred technology to manage and operate the information technology system to ensure stable operation.

Clause 3. Staff designing electronic learning materials must understand the design process and production of learning materials; skillfully use relevant information technology tools and collaborate with subject lecturers to organize the design and construction of electronic learning materials for online training at the training institution.

Clause 4. Academic advisors must understand online training activities; guide learners on how to participate and use information technology applications before organizing online training courses; monitor and manage the learning process of learners.

Article 13. Regulations on the Application of Information Technology in Management and Organization of Online Training

The head of the training institution shall organize the development and promulgate regulations on the application of information technology in management and organization of online training, clearly stipulating:

Clause 1. Procedures for organizing and implementing the application of information technology in management and organization of online training.

Clause 2. Management and operation regulations for information technology systems: online training portal, learning management system, content management system.

Clause 3. Functions, tasks, powers, and responsibilities of units and individuals when participating in management, organization, and use of information technology applications in management and organization of online training.

Clause 4. Procedures for evaluating electronic learning materials before putting them into use.

Clause 5. Other provisions.

Chapter III

IMPLEMENTATION

Article 14. Implementation Organization

1. Responsibilities of units under the Ministry of Education and Training

Point a) The Department of Information Technology:

- Directs and urges the implementation of the contents of this Circular.

- Inspects compliance with the application of information technology in management and organization of online training by training institutions as prescribed in this Circular.

Point b) Relevant agencies and units under the Ministry of Education and Training shall cooperate in state management work concerning the application of information technology in management and organization of online training within their authority.

Clause 2. Head of the training institution

Point a) Is responsible for managing and organizing the implementation of the application of information technology in management and organization of online training according to the provisions of this Circular.

Point b) Organizes the evaluation of electronic learning materials before putting them into use. Bears responsibility for the content and quality of online training organized by the training institution.

Point c) Creates conditions for teachers, technical staff, academic advisors, and staff designing electronic learning materials to participate in specialized vocational training courses to meet job requirements.

Point d) Organizes the assessment of the effectiveness of the application of information technology in management and organization of online training through feedback channels from teachers, support staff, and learners to implement appropriate adjustment measures.

Point đ) Issues regulations on the organization, operation, and provision of information for the online training portal of the training institution.

Article 15. This Circular takes effect from June 9, 2016.

Article 16. The Director of the Office, the Director of the Department of Information Technology, the Heads of relevant units under the Ministry of Education and Training; the Rectors of universities and academies; the Principals of universities implementing online training activities are responsible for enforcing this Circular./.
