Circular No. 12/2016/TT-BVHTTDL stipulates the professional conditions for organizing training and competition in the sport of Golf.

 CIRCULAR

REGULATIONS ON SPECIAL CONDITIONS FOR ORGANIZING TRAINING AND COMPETITIONS IN GOLF

Pursuant to the Law on Physical Education and Sports dated October 29, 2006;

Pursuant to Decree No. 112/2007/NĐ-CP dated June 26, 2007 of the Government implementing certain provisions of the Law on Physical Education and Sports; The Minister of Education and Training issues this Circular prescribing standards, procedures for compiling and revising textbooks; standards for organizations and individuals compiling textbooks; organization and activities of the National Council for Textbook Examination. Pursuant to Decree No. 06/2016/NĐ-CP dated July 1, 2016 of the Government stipulating conditions for operating sports activities;

Based on Decree No. 1Pursuant to Decree No. 76/2013/NĐ-CP dated July 16, 2013 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism; At the proposal of the Director General of the General Department of Physical Education and Sports,

The Minister of Culture, Sports and Tourism issues this Circular stipulating special conditions for organizing training and competitions in Golf.a, Sports and Tourism;

Article 1. This Circular stipulates special conditions for organizing training and competitions in Golf.

Article 2. Standards for infrastructure and equipment for high-performance sports training and competition in Golf shall be implemented in accordance with Article 43 of the Law on Physical Education and Sports.This Circular applies to organizations and individuals organizing training and competitions in Golf in Vietnam. 1. For outdoor Golf practice fields:

Article 1. Scope of Regulation

a) Comply with the provisions of Clauses 1, 3, and 5 of Article 4 of this Circular.

b) Have protective nets at least 20 meters high on both sides and in front of the practice lane.

Article 2. Applicability

c) The minimum distance between two tee points on the practice lane must not be less than 2.5 meters.

Chapter 3. Infrastructure and Equipment for Training

d) In case the size of the outdoor practice field is shorter than 200 meters, there must be protective nets on top of the practice lane.

đ) In case the outdoor practice field is located on a lake, there must be buoys separating the practice area from the outside area, and warning signs.

2. For indoor Golf practice fields:

a) Must have a length of at least 6 meters, a width of at least 5 meters, and a height of at least 3.5 meters.

b) On both sides, in front, and on the roof of the practice lane, there must be shock-absorbing materials such as nets or foam to ensure that when the ball hits it, the bounce does not exceed 1.5 meters.

c) In case the practice room has multiple practice lanes:

- The distance between tee points must not be less than 2.5 meters.

- There must be nets separating each practice lane up to the ceiling of the indoor Golf practice field.

3. Equipment used for training must meet the conditions specified in Clause 8 of Article 4 of this Circular.

4. Rules of the Golf practice field include the following main contents: permitted participants, attire during training, training hours, safety measures during training, and other regulations.

1. The Golf course must be arranged according to technical requirements and competition content suitable for the nature and scale of the tournament; the Vietnam Golf Association will conduct inspections, mark, and confirm the difficulty level of the course according to the Golf competition rules.

2. There must be a map describing key positions: tee areas, each hole position, difficult terrain positions, and rest area locations after rounds.

3. In areas adjacent to traffic roads and residential areas, there must be barriers separating the Golf course area at least 20 meters high, gradually increasing to at least 40 meters from the tee point to 150 meters away.

4. First aid and emergency points must be set up in various areas on the Golf course; ensuring easy access for ambulances.

Chapter 4. Infrastructure and Equipment for Competition

5. There must be changing rooms and toilets.

6. There must be flags, whistles, and distance markers.

7. There must be lightning warning devices and alarm systems.

8. Equipment and tools for Golf competitions must comply with the regulations of the International Golf Federation.

9. Means of transportation for organizers, managers, and athletes during the competition.

10. Two-way radios, stopwatches, signaling whistles, public address systems for organizers and managers of the event; clocks at hole number 1, hole number 10, and the practice field area.

7. Equipments for warning and alarm systems in case of lightning are provided.

8. Equipment and tools for the Golf sport must comply with the regulations of the International Golf Federation.

Means of transportation for members of the organizing and managing team and athletes during the competition.

Walkie-talkies, stopwatches, signaling horns, public address systems for members of the organizing and managing team; time display boards at hole number 1, hole number 10, and the practice area.

1. The General Department of Sports or the Vietnam Golf Association shall organize professional training for golf coaching instructors.

2. The content, program, and duration of the professional training shall be decided by the General Department of Sports.

3. The certificate of professional training issued by the organizing agency shall be valid for five years from the date of issuance. The model of the professional training certificate is specified in the Appendix attached to this Circular.

Article 6. Implementation Organization

1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.

2. The Inspection Agency of Culture, Sports and Tourism shall inspect and handle according to its authority any organizations or individuals that violate the provisions of this Circular when organizing golf training and competitions.

3. Departments of Culture, Sports and Tourism (Departments of Culture and Sports) of provinces and centrally governed cities shall be responsible for implementing this Circular.

Article 7. Effective Date

1. This Circular takes effect from February 1, 2017.

2. During implementation, if any difficulties arise, organizations and individuals are requested to promptly report to the Ministry of Culture, Sports and Tourism for research and prompt resolution./.
