CIRCULAR
Regulations on infrastructure, equipment and training of specialized staff for Tennis and training professional staff for recreational sports dance

Pursuant to the Law on Physical Culture and Sports dated November 29, 2006;

Based on Decree No. 79/2017/NĐ-CP dated July 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

The Minister of Culture, Sports and Tourism issues this Circular regulating

At the proposal of the Director-General of the General Department of Physical Training and Sport;

The Minister of Culture, Sports and Tourism issues this Circular on facilities, equipment, and training of professional staff for recreational sports dance.

Article 1. Scope of Regulation

Article 1. This Circular stipulates the requirements for facilities, equipment, and training of professional staff to meet the needs of practicing, competing, and performing recreational sports dance.

Article 2. The standards for facilities and equipment for high-performance sports training in recreational sports dance shall be implemented according to the provisions of Article 43 of the Law on Physical Education and Sports.

Article 2. Applicability

This Circular applies to organizations and individuals organizing activities of practicing, competing, performing, and training professional staff for recreational sports dance in Vietnam.

Article 3. Infrastructure

Article 1. Activities of practicing, competing, and performing recreational sports dance indoors and in training fields must comply with the following requirements:

a) Minimum floor area of 30 square meters;

b) Flat and non-slip floor;

c) Distance from the floor to the ceiling not less than 2.7 meters;

d) Well-ventilated training space with light intensity of at least 150 lux;

đ) A hygiene area, changing room, personal storage area, and first aid kit as prescribed by the Ministry of Health;

e) A notice board specifying the following main contents: Training hours, participants, those who are not allowed to participate, attire during participation, safety measures during training.

Article 2. Outdoor activities of practicing, competing, and performing recreational sports dance must comply with the provisions set out in points a, b, d, đ, and e of Article 1 of this Circular.

Article 4. Equipment

a) Goal frames must be made of one of the following materials: metal, wood, or synthetic plastic, ensuring the dimensions as prescribed by the Football Laws of the Game. Goal posts must be round and not pose a danger to players during training or competition.

Each individual participating in training must equip themselves with elbow pads, knee pads, and headgear.

Article 2. Competition Equipment

a) Communication devices for members of the organizing and managing team;

b) Music stand, stopwatch, scoreboard, field boundary markings, and other safety equipment for athletes as prescribed by the Competition Law and competition rules.

Article 3. Performance Equipment

Music stand and communication devices meeting the requirements of the performance.

Article 5. Ratio of Training Guidance

Article 1. The density of training on the floor must ensure a minimum of 2 square meters per person.2/01 person.

Article 2. Each instructor may guide no more than 30 people in one hour of class.

Article 6. Training of Specialized Staff

Article 1. The General Department of Sports, the Vietnam Association of Electronic Entertainment Sports, or the Provincial Departments of Culture, Sports, and Tourism shall organize professional training for instructors of recreational sports dance.

Article 2. The General Department of Sports is responsible for developing the content and program for professional training of instructors of recreational sports dance to be submitted to the Minister of Culture, Sports, and Tourism for approval.

Article 3. The certificate of professional training for instructors of recreational sports dance shall be issued by the training organization. The format of the certificate is specified in the Appendix attached to this Circular.

Article 7. Implementation Organization

1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.

Article 2. Cultural, Sports, and Tourism Inspection Agencies shall conduct inspections and handle violations of this Circular within their authority.

3. Provincial Departments of Culture, Sports and Tourism, Provincial Departments of Culture and Sports under the central government shall be responsible for implementing this Circular.

Article 8. Effective Date

Article 1. This Circular takes effect from March 23, 2018.

Article 2. Circular No. 01/2011/TT-BVHTTDL dated January 6, 2011 of the Ministry of Culture, Sports, and Tourism on conditions for operating sports venues for recreational dance activities shall cease to be effective from the date this Circular takes effect. In the course of implementation, if any difficulties arise, please promptly report them to the Ministry of Culture, Sports, and Tourism for resolution.

During implementation, if any issues arise, please promptly report them to the Ministry of Culture, Sports and Tourism for research and resolution./.
